The Institutional Council of the Utah Schools for the Deaf and the Blind
by Robert G. Sanderson By state law, the Utah State Board of Education is the Board of Trustees for the Utah Schools for the Deaf and the Blind. The Board of Trustees appoint membership of the Institutional Council, which has no less than five nor more than eleven members. The Council advises the Board of Trustees as to the needs of those who are deaf or hard of hearing, blind or visually impaired, or dual sensory impaired, and of practical methods of overcoming these disabling conditions through education and training. In addition, a member of the State Office of Education acts as liaison between the State Board and the Council. It can be seen that the USDB is quite different from the traditional residential school with a majority deaf and blind students in one location, and a few exceptional students in the public schools. The USDB is just the reverse: A few students in the residences, and perhaps 90 percent or more of the deaf, hard of hearing, blind and visually impaired students are mainstreamed in the public schools and under the public schools administratively, or in small units directly under USDB supervision and educational programs but housed in public schools. The public schools districts rely on the USDB experts to advise them in numerous ways, especially with interveners who work with the blind, helping them with communication and adjustment to the environment.

The mission of the Utah Arts Council's Arts Education Program is to foster life-long learning in the arts and to encourage the inclusion of the arts as an essential component in both the formal and informal learning experiences of all Utahns. Activities in creative writing, dance, music, storytelling, theatre and visual arts reward independent thought and creative problem solving. Whether verbal or nonverbal, the arts give all of us the chance to express ourselves. They offer ways of sharing and fostering human values and can provide solace, nurturing and comfort. Arts activities also promote appropriate risk-taking and encourage disciplined personal progress. The Arts Education Program meets its mission by providing grants, conferences, workshops and technical assistance. The Arts Education Program offers four types of financial support for AE activities in schools and communities, including artists in residence, arts education projects, partnerships and research-based pilots. Funds are also targeted to support organizations and schools offering arts learning opportunities to individuals in underserved sites, including those with disabilities and who are institutionalized, incarcerated, geographically isolated, hospitalized, or otherwise disenfranchised from the mainstream arts community. Governor Signs Education Bills for New Textbooks and Supplies for Utah Schools

Governor Mike Leavitt today signed several education bills to provide new textbooks and classroom supplies to students; to help ensure every child is reading by the third grade; assessing student and teacher performance and other bills aimed at supporting Utah's schools. "With these bills we are continuing the momentum to improve our schools every year," said Leavitt. "We are increasing accountability for continuous, statewide improvement, funding supplies and textbooks for Utah students and helping every child read at grade level." HB 40 appropriates $23.8 million to provide an adequate supply of textbooks for students and to replace outdated textbooks, or textbooks in poor condition. "We want Utah's kids to build their knowledge base from the most updated information available," said Leavitt. "Current materials will make teaching and learning easier in our classrooms."

Education Records at the Utah State Archives
The Utah State Archives is the repository for many permanent government records relating to education, including records from the State Office of Education and the Board of Regents. Records at the Utah State Archives are arranged by creating agency into record series. Education records date back to the establishment of the territory, many of which are in the custody of the Archives. More recent records created by these agencies remain with the creating agency. The records document changes in Utah’s public educational system over time for both K–12 and higher education. Although their informational content varies widely, education records can be an important source for studies of education history, law, legislation, finances and fiscal operations, education staff, salaries, certification, curriculum, enrollment, school buildings, and school districts. U-LEARN is the Utah-Local Educators Action Research Network. U-LEARN was developed to provide educators with high quality professional development opportunities associated with an inquiry model. Focused on an educator's classroom and school contexts, U-LEARN courses, conferences, and workshops create a network of local and state action researchers. Participants study their own teaching practices for the purpose of improving student learning and enhancing their own professional lives.
History
The Co-Op Program
Since 1989, the professional development activities at the University of Utah's PDS sites focused on a Master's Cooperative Program (Co-op) in which a cohort of 25 experienced teachers (K-12) worked together for two years in an inquiry-based Master's of Education (M.Ed.) degree program. The PDS evaluation findings indicated changes in professional growth, empowerment and leadership as a result of the teachers' involvement in the Co-op program. Key Program Elements Spur Growth
Additionally, the results demonstrated that several Co-op program elements were significant contributors to the teachers' professional development, including; (1) cohort format, (2) groups of teachers from the same school, (3) action research projects, and (4) courses taught on-site at the schools.

IC³ Success Stories New Horizons - Dayton : The New Horizons center in Dayton, Ohio was the leader in a Certiport contest designed to promote IC³ certification among all authorized testing centers training staff. Since the promotion ended, the center has maintained the certification as a condition of continuing employment for the sales team and instructors. Academic Cork Institute of Technology Kingwood College : "At Kingwood College, IC³ accelerates schoolteachers' progress toward their technology certification," reports Robin Garrett, Program Manager of Computer IT in Continuing Education. "IC³ is the fast-track entry point into the alternative Technology Teacher Certification Program (TCP) and saves candidates about 80 hours of classroom instruction."
