Marilyn Likins is currently serving as co-director of the National Resource Center for Paraprofessionals in Education and Related Services. She is also the director of the Alternative Teacher Preparation Program, Department of Special Education and Rehabilitation, Utah State University, Logan, UT. Prior to graduate school, Dr. Likins worked for seven years as a behavior specialist at the Children's Behavior Therapy Unit (CBTU) for Salt Lake County Mental Health. Dr. Likins has led a number of state-wide staff development initiatives focusing in the areas of Least Restrictive Behavioral Interventions Policies and Procedures and state infrastructure development for paraprofessionals. Inclusion: Has It Gone Too Far?
Inclusion of all children with disabilities in regular classrooms seems to be the law of the land. But is it the right thing for all kids? And how are teachers handling it? Inclusion the idea that all children, including those with disabilities, should and can learn in a regular classroom has taken firm root in many school systems, although it is not specifically required by law. To oppose inclusion would seem to advocate exclusion. Yet, some observers maintain that full inclusion isn't always the best way to meet student needs. Critics of full inclusion ask whether even students with the most severe disabilities benefit from placement in regular classrooms. Further, some outgrowths of inclusion involve rethinking the structure of the regular classroom. Inclusive classes may require more than one teacher. And teachers and students may need specific technology to help students with disabilities perform better.

  • Center for the School of the Future (CSF) established the Utah School Improvement Partnership, which forms the foundation of collaborations between the University and local schools districts in the induction of technology skills. Websites were created to enable pre-service teachers, cooperating teachers and other support groups to communicate regularly. E-mail and telephoning are also lines of communication that are utilized.
  • The broad base initiative brings all the stakeholders together. The stakeholders are as follows:
    • Department of Instructional Technology: With a history of innovation in the design, development, and evaluation of instructional technologies, the Department has the exclusive role in the state, offering endorsements in library-media administration and distance education. It houses three state-of-the-art computer laboratories with a variety of hardware and multimedia software. The department also offers a Masters program in Educational Technology for inservice teachers that enables these teachers with advanced skills in the integration of technology in the K-12 classroom.
    • Center for the School of the Future: The CSF is research center dedicated to "identifying proven, outstanding educational practices and supporting their dissemination and adoption." To achieve this goal, the Center established the Utah School Improvement Partnership. This forms the foundation of collaborations between the University and local school districts in the induction of technology skills.

    CREATION Jordan School District was authorized through a unanimous resolution passed by the Board of County Commissioners of Salt Lake County on December 15, 1904. The newly created district served approximately 3,354 students residing in Salt Lake County school representative districts 6, 7, 8, 9. and 10. "The mission of Jordan School District is to serve students by providing opportunities for them to realize their potential as contributing citizens and life-long learners. In cooperation with students, parents and community, we are committed to helping each student acquire academic skills, prepare for the world of work, and develop attributes of citizenship necessary in a democratic society. FUNCTIONS Jordan School District, situated in the southern half of Salt Lake County, provides public education for students in kindergarten through twelfth grade. District offices are located in Sandy, Utah Jordan School District is the largest of Utah's 40 school districts with a reported 2000-2001 fall enrollment of 73,137. The district covers approximately 250 square miles extending from the Wasatch Mountain range on the east to the Oquirrh range on the west. "District Services" means the following programs: Regional Service Centers, Contingency Fund, Reading Improvement Scholarship Program, and Board Staff Development Funding. C.     R277-479-2. Authority and Purpose.
    A. This rule is authorized by Article X, Section 3 of the Utah Constitution, which places general control and supervision of the public schools under the Board, Section 53A-1-402(1)(f) which directs the Board to adopt rules regarding the minimum school program, and Section 53A-1-401(3) which allows the Board to adopt rules in accordance with its responsibilities.
