About Us Grant Info Screen Saver Stats Research Docs Abstract The State of Utah Resource Web (SURWEB) is a project mounted by a consortium of public and private agencies including Utah's educational service centers, institutions of higher learning, Office of Educational Research and Improvement (OERI) regional educational laboratory, museums, state and national parks, and Native American tribal councils and agencies. The Southeastern Education Service Center in Price, Utah is the lead agency and fiscal sponsor of the grant. The SURWEB project intends to address discrepancies in educational opportunities for Utah students who may be poor, rural, or from culturally disenfranchised communities. In addition, SURWEB has the potential to provide authentic, locally-created resources that will enhance educational opportunity for all of Utah's elementary and secondary students. SURWEB intends to address barriers to quality educational opportunity by providing access to quality education resources via technology. The SURWEB scope of work consists of five primary tasks: 1) building connectivity to provide maximum access to information; 2) developing SURWEB curriculum applications for the Internet that are linked to world-class standards; 3) providing professional staff development for technology; 4) scaling up SURWEB access and applications to other regions in Utah; and 5) evaluation of SURWEB products and processes. research he Online Academy was funded by the U. S. Office of Special Education Programs (OSEP) three years ago to develop 22 e-learning instructional modules for use in pre-service (higher education) programs. The modules encompassed three content areas (Reading, Technology in Education and Positive Behavioral Support), and incorporated the best practices that could be derived from valid research findings. Two years into that project, OSEP determined that the self-contained and content-rich modules would be equally applicable to, if not more relevant for, in-service (professional staff development) training needs. Therefore, in year-3 of the Academy grant, a supplement was provided to develop a small number of exemplary online modules for staff development, on topics of high national concern. The staff development project contained three elements: 1) determine what content areas or topics were most important for future staff development needs; 2) develop new modules, one each, in each of the top five areas; and 3) work with state and local education agencies to implement a staff development model using existing and new modules. After conducting a national survey online and through focus groups, an inventory of over 100 key areas of assessed staff development needs was compiled. The top five were determined, and experts in each area were employed to outline the contents of a sample module. These nationally recognized experts are currently working with Academy staff to write and produce the five new modules for use in the staff development project. The academy is also working with select state and local education agencies to pilot test and implement the system.

Veteran teachers will not automatically be considered "highly qualified" and able to teach core classes under the state's proposed criteria for complying with mandates of the federal law called No Child Left Behind. "The [federal] law does not say they have to have a major in a specific subject" for teaching in elementary schools, said Brenda Hales, Jordan School District's executive director of curriculum and staff development. "By putting that requirement in, you're not just changing what has to happen for existing teachers, but it also impacts teacher education programs in the state. Since it's not in the law, why do it?" It is still unclear, however, just how many of the state's teachers will fall short if the state Board of Education adopts the plan later this year.

CONTACT INFO Since the passage of P.L. 94-142, public school services for students with behavioral disorders have expanded significantly. However, both quality and quantity of services for these students lag behind the level of services provided to other student with disabilities. It is clear that providing quality services to students with behavioral disorders requires improvements in the following areas: identification of the best practices for serving students with behavioral disorders and wide adoption of those practices, increasing the availability of services, particularly social and behavioral interventions, on a school-wide basis, and development of collaborative efforts across school, community, and home settings in an effort to maximize the success of students with behavioral disorders. Consistent with these broad national goals, the purpose of B.E.S.T. is to develop a coordinated range of effective services for these students. This project will continue to establish model demonstration sites in Utah school districts, improve training opportunities for teachers, develop and disseminate replicable effective educational practices, and produce validated instructional materials that can be efficiently disseminated to interested teachers, schools or school districts. In addition, this project will make a concentrated effort to develop practices and procedures that efficiently coordinate with other provider agencies such as social services, mental health and health to provide a comprehensive system of transagency services for students with behavior problems.
