Staff Development Update
Regional Technical Trainers: As presented to the Steering Committee in the September 1999 meeting, the four public education regional service centers requested a funding reallocation for new Regional Technical Trainer positions at each center. The fourth specialist was hired in late last year, so extensive data is not yet available. However, Ed Ridges met with the Regional Technical Trainers, the Service Center Directors, and the Regional Technical Directors on January 12th in Richfield, and received the first quarterly report from the trainers. All initial indications are that this approach is meeting the locally identified needs of each region. The Network will introduce the new Regional Trainers at the February Steering Committee meeting. They will be in virtual attendance via the EDNET system. They are:

Local Training Support: The Staff Development group is working to provide support to the regional and district staff development departments. In addition, Staff Development personnel are now available to go on site for as few as 8 teachers or 50% of faculty in rural districts.

Discussion of the Issues: The Utah Education Network participated in the first Utah Government, Business and Education, Tech Expo at the Salt Palace, on May 23 and 24, 2000. The purpose of the event was to showcase technology solutions for government and education. There were seminars and workshops focusing on e-solutions, as well as demonstrations and vendors booths.
UEN’s presence at the event made it one of 15 public and corporate sponsors. The Network’s ‘E-campus Pavilion’ covered eight booth spaces, and featured teacher/student demonstrations of ten innovative Utah education projects. The highlight was the Education Awards Ceremony, in which the spotlighted educators and their school each received a $500 award from an anonymous donor.
Results of the Utah Education Network’s participation include:
*The E-campus Pavilion proved to have positive results on several levels;
*It was a demonstration of the innovative uses of technology in the classroom. Projects generated a lot of interest from attendees and other vendors, who were impressed by the quality and sophistication;
*It was a showcase for both students and educators;

What is School-to-Careers?
School-to-Careers is a revolutionary new approach to education which will broaden the educational, career, and economic opportunities for youth through partnerships between businesses, schools, community-based organizations, and state and local governments. Community by community, state by state, a national network of school-to-careers opportunities systems will be built during the next decade. Federal seed capital will help facilitate development of statewide systems, thereby creating a more comprehensive mechanism by which students transition from the classroom to the workplace or to another educational environment. Creative transition programs with which many people are already familiar such as tech-prep, youth apprenticeship, cooperative education, and career academies, will be the primary foundations on which School-to-Careers systems will be built. Many existing programs can be enhanced to become School-to-Careers systems by adding additional key characteristics of the School-to-Careers experience. However, meeting the challenge of building an effective and comprehensive system of transition to School-to-Careers will require significant changes in the relationship between the classroom and the workplace, applied and academic learning, and high school and post-secondary education.

The base for this outline will be the 12-step process developed by the National Association of Partners in Education, Inc. (NAPE) and found to be comprehensive by most statewide programs throughout the U.S. The Guide is designed to be concise, therefore if further information or training is needed, please contact the Utah Partnership for Educational and Economic Development, Inc. at 801-538-8628. In a recent survey conducted for the Utah Partnership by Dan Jones and Associates, employers were interviewed across the state; 90% said workforce was their major challenge. When asked to describe workforce, 56% said workforce skills are the main concern. When asked how they plan to solve their problem, 9 out of 10 said they want to develop partnerships with education to better prepare future and existing employees. Business and education want to know how to make these partnerships most effective. Step 1: Awareness
For the past five years, partnership awareness has been a major emphasis of the Utah Partnership, the Centennial Schools program, numerous community organizations and the partnership coordinators in each of the 40 school districts, 5 applied technology centers, and 9 colleges and universities. The School-to-Careers program is providing additional emphasis to partnership programs which provide more relevance to all education programs. For partnership awareness material for business and education, please contact the partnership coordinator, principal, superintendent or college president at each educational institution or call the Utah Partnership.

1995 Character Education Projects
The California State Department of Education is in partnership with the Sacramento County Office of Education, Citizenship and Law-Related Education Center, five elementary and five middle schools in six districts to develop models of character education for California schools. This character education project utilizes a staff development approach to teach character concepts within the five elementary and five middle school test sites. In terms of outcomes, multiple measures will be used throughout the project to assure the reliability of findings. Sources of evidence to document change include: attendance, discipline, parental and community involvement, faculty and administration involvement, morale, and student staff, and parent perceptions of the impact of character education on daily activities and behavior. FY95: $250,000; FY96: $250,000;

The six major objectives of the program are: 1) have the community articulate a common philosophy; 2) empower school-community teams to adapt the philosophy; 3) through the SEA, implement staff development; 4) create character development instructional methodologies, learning strategies, and curriculum; 5) provide for statewide expansion of partnerships; 6) develop and implement a comprehensive evaluation plan. An outside evaluator will work in cooperation with the stakeholders to: 1) assess the model as an application to foster the desired elements of character in students; and 2) understand the factors and conditions related to ongoing development and implementation of the model so that decision makers can refine and encourage others to replicate the model.
