Background
In recent years, public school officials and some home-school parents have developed an interpretation of
Utah education law that unduly diminishes parental rights. This interpretation centers in the need for parents
to "obtain permission" from their local district before they proceed to educate their children at home.

Natural History Association Utah Regulations Federal and State (Arizona or Utah) boating laws apply on the waters of Lake Powell. Boaters should take particular note of the Utah state regulation regarding the age requirements for operating personal watercraft. This law applies to residents and non-residents alike. The important aspects of the regulation are listed below:
  • You must be at least 18 to operate a personal watercraft.
  • If you are less than 18 you must have an adult on board when you operate, or:
    A. Be 16 to 17 and possess a Utah PWC Education Certificate, or
    B. Be 12 to 15, possess a Utah PWC Education Certificate, AND operate under direct adult supervision.
  • The operator must have the certificate ON BOARD when operating the personal watercraft.

Rep. Margaret Dayton, R-Orem, is preparing a bill for the 2004 Legislature, which convenes next month, that would free Utah of NCLB requirements.
"I don't want the schools to be accountable to the feds. And the way this is written, our local school boards will be doing clerk work (for them)," Dayton said. "(NCLB) is a very burdensome, highly intrusive bill. I think it's very deflating to the education community."
The No Child Left Behind Act aims to have all children proficient in reading and math by 2014.
The act requires schools make "adequate yearly progress" (AYP), by achieving or moving toward proficiency goals on Utah's core curriculum tests, or CRTs, and posting high test participation rates.

Any deficiency in any group brings down the whole school.
One-third of Utah schools failed to make AYP this year. Michael Clara, chairman of the Coalition of Minorities Advisory Committee to the State Board of Education, praises NCLB's strict rules. He believes that without those and other requirements tying compliance to federal funding, the achievement gap between ethnic minority and white students will never close.
