Number of Students: Students per Internet-Connected Computer: Number of Teachers: Hours of Technology Training for Typical Teacher: Total E-Rate Funding: Utah envisions itself as a leader in the digital economy, and it likes to think of its schools as being in the vanguard of education technology. Not only are nearly all its schools hooked up to the information highway, "we are close to having 100 percent of classrooms wired," says Vicky Dahn, the educational technology coordinator in the state office of education. The state has budgeted some $10 million for Internet hookups and distance learning in its fiscal 2000 budget, which took effect July 1. Overall, the state budget includes $24.4 million for education technology programs, only slightly more than the $24 million budgeted in fiscal 1999. The state's overall K-12 budget for 2000 is $2.13 billion. The technology monies cover a variety of programs, such as classroom hardware and software, telecommunications infrastructure costs, and Internet access, Dahn says.

The Utah Cancer Control Program (UCCP) is a cooperative effort between the Utah Department of Health, the U.S. Centers for Disease Control and Prevention, and Utah's Local Health Departments to encourage screening for breast and cervical cancers. The program also collaborates with agencies that provide services directed toward comprehensive cancer prevention and control The purpose of cancer screening is to detect cancer in its earliest stages. The screening program for breast cancer involves a clinical breast examination (CBE) and may involve a breast X-ray called a mammogram. Screening for cervical cancer involves a pelvic examination and a Pap smear. The screening visit includes instruction on performing Breast Self Exam (BSE).
The UCCP, in partnership with other agencies and organizations, is working to improve the rate of early detection, follow-up, and treatment of breast and cervical cancers when they are most amenable to treatment and cure. Screening clinics are available at Local Health Departments, Community Health Centers, some privately practicing physicians, and Indian Health Services throughout Utah

In This Issue
Proponents of year-round education state that the approach makes the most of learning time for all students, and that some year-round schedules also provide fiscal relief for districts with growing student populations. States and districts exploring the feasibility of year-round education will want to compare the outcomes reported by schools implementing year-round scheduling with those keeping traditional schedules. This issue provides an overview of year-round education and a synthesis of current implementation research that examines its fiscal impact, associated changes in student achievement, and impact on local communities. Year-round education addresses two key problems: the need to use present school facilities most efficiently in districts with growing student populations and the need to maximize student learning outcomes, particularly for students with special needs. In the former case, districts that experience a combination of overcrowded schools and taxpayer refusal to pass school bond proposals or raise taxes are turning to year-round education as a means of accommodating more students in existing school facilities. In the latter case, year-long services have been available for special education students for a number of years, based on the belief that continued instruction during the summer months reduces students' skill loss. Proponents of year-round education state that it makes the most of learning time for all students: those students achieving at the norm as well as at-risk students, gifted and talented students, and students with disabilities.

Nonpoint source pollution begins and ends with each of us. "Information and education". . ."I & E" . . . they're popular buzz phrases among those working to solve water pollution problems. What's behind this increasing attention to information and education? Also known as people pollution, nonpoint source pollution control relies on people changing behaviors. Quite simply, our message must be brought before and understood by the public in order for them to change. Many people have never been exposed to such terms as "nonpoint source pollution" (does your next-door neighbor know what it is?). But, when these same people come to understand the important role they can play in reducing pollution through simple changes in their everyday actions and behaviors, we're making real progress.
REGISTRATION The Conference registration fee of $240 includes three breakfasts, three luncheons, refreshment breaks, a terrific reception and dinner at the Chicago Botanic Garden, written materials, and Conference proceedings. There are no discounts available for students or single-day registrations. There is an additional $55 registration fee for each of the three Pre-Conference Workshops on Monday, October 20. Each State has a protection and advocacy agency that receives funding from the Federal Center for Mental Health Services. Agencies are mandated to protect and advocate for the rights of people with mental illnesses and to investigate reports of abuse and neglect in facilities that care for or treat individuals with mental illnesses. These facilities, which may be public or private, include hospitals, nursing homes, community facilities, board and care homes, homeless shelters, jails, and prisons. Executive Summary Utah has been aggressive in building a statewide infrastructure to improve student achievement through integration of technology into the teaching and learning process. Existing legislation is in place that allows all schools and school districts to participate. The governing committee represents state government, public and higher education, local school districts, business and industry, and parents. The infrastructure has been built under the guidance of two entities: Educational Technology Initiative (providing school and classroom computers and related technology) and Utah Education Network (responsible for building a statewide telecommunications network). Utah does not have one concisely written technology plan. Working in the collaborative environment described above, there are three different documents that guide the implementation of technology in Utah's public schools. These documents include:
  • Utah State Public Education Strategic Plan, Strategy Six - "We will employ technology to restructure and improve the teaching/learning process and its delivery." Thirteen objectives and action plans were written.
