IN SUMMARY Welcome to 2000. e-Utah has been active through the end of 1999 in preparation of an exciting new year. Several applications have gone live and others near completion for introduction in the new year. The following report gives an update of the network activity. MARKETING The marketing teams thrust over the last month has been to initiate rollout of several services. The Tax Commission TLR application is currently in beta test and will be rolled out for general use the first week of February. Initial feedback concerning the application has been very positive. There have been requests for additional record availability and this information has been passed on to the Tax Commission for review. Marketing research has been completed with customers of the Business Services in development for the Department of Commerce. This research has assisted in the design and search capabilities of these services as well as establishing recommended pricing. A report of the findings of this research is being finalized and will be issued to the Council.

    America has historically been one of the most educated countries in the world. The literacy rate in the early 1800's, prior to the establishment of government run, tax-supported schools, was over 99%. Not only were America's early citizens able to read and write, they were very good at it. An example of how good is found in the Federalist Papers. The Federalist Papers were written by James Madison, Alexander Hamilton and John Jay in 1787-88. These letters, published in early American newspapers, explained to the people of the United States the need for the Constitution. They were written on a level that could easily be understood by the average American farmer in 1788. Today, most high school graduates would have difficulty understanding them. In fact, one law professor at a major university, who assigns the Federalist Papers as required reading, states that his graduate-level students regularly complain that the assignment is too difficult. Following is a discussion of the outstanding educational system of early America and how it evolved to what it is today.

    What are the Regional Resource Centers?
    The six Regional Resource Centers (RRCs) are specifically funded to assist state education agencies in the systemic improvement of education programs, practices, and policies that affect children and youth with disabilities. The RRCs help states and U.S. jurisdictions find integrated solutions for systemic reform, offering consultation, information services, technical assistance, training, and product development. The beneficiaries of the RRCs' work are children and youth with disabilities, and the families and professionals associated with them.
