America has historically been one of the most educated countries in the world. The literacy rate in the early 1800's, prior to the establishment of government run, tax-supported schools, was over 99%. Not only were America's early citizens able to read and write, they were very good at it. An example of how good is found in the Federalist Papers. The Federalist Papers were written by James Madison, Alexander Hamilton and John Jay in 1787-88. These letters, published in early American newspapers, explained to the people of the United States the need for the Constitution. They were written on a level that could easily be understood by the average American farmer in 1788. Today, most high school graduates would have difficulty understanding them. In fact, one law professor at a major university, who assigns the Federalist Papers as required reading, states that his graduate-level students regularly complain that the assignment is too difficult.
