Income Tax Credits Updated December 23, 2003 Tutoring Disabled Dependents (code 11) Utah offers a tax credit for 25 percent of the tutoring costs of qualifying disabled dependents. The maximum credit is $100 per qualifying disabled dependent. Only the cost of tutoring qualifies for the credit. The cost of books and materials or attendance at extracurricular activities does not qualify for the credit. The credit may be claimed only for the taxable year in which the tutoring expense was incurred. The tax credit may not exceed the amount of tax due. Qualification for this tax credit differs from the more restrictive qualification requirements for Utah's special extra personal exemption for disabled dependents . Any student who has an IEP may qualify for the "Tutoring Tax credit for Disabled Dependents" if the student's IEP team signs a school district-provided form approving the tutoring proposal. Olene Walker's veto of a bill that would give disabled students state dollars to attend private schools may be overridden by the Utah legislature. Utah lawmakers are considering meeting for a veto override session to discuss the "Carson Smith Scholarship," a program that would give parents of disabled children thousands of dollars each year to help pay for a private education. The program would help to offset the high price of private special education by giving parents a voucher worth their child's weighted pupil unit - the statistical unit Utah uses to determine per-student funding. Depending on the severity of the child's disability, $3,700 to $5,400 could be given to parents for their child's tuition. "Tuition tax credits are an issue that needs more study," said Walker's spokeswoman Amanda Covington about the governor's opinion of the program. "She has a concern that in the short term tuition tax credits could jeopardize public education."

Utah Education Network Steering Committee Information/Action Item August 21, 1998 UtahLINK Report - Tab 11 Discussion of the Issues: Internet Access RFP As has been discussed in past Steering Committee meetings, the UtahLINK connection to the Internet is reaching full utilization, and there is a need to add capacity. A Request for Proposals (RFP) was issued earlier this year. A review committee with representatives from Higher Education, Public Education and UEN was formed to evaluate responses to the RFP. A total of eight companies responded. After initial scoring, four of the eight vendors were invited to make presentations to the review committee and to respond to questions. After another round of scoring, a single vendor has been selected. The selected vendor is Qwest Communications, based in Denver, CO. Negotiation of terms of the contract is currently in progress. The decision was based on several factors. Each vendor was scored on Technical Design and Implementation (40%), Cost (30%), Maintenance/Warranty (15%), Vendor Profile (5%), References (5%) and Ability to meet other terms (5%). Based on these weightings and individual committee member scores, Qwest was the clear leader. Technical Design and Implementation Qwest is building an impressive worldwide network. The company is laying fiber across the continental US; has purchased fiber across the Atlantic; and has recently signed an agreement to lay fiber across the Pacific. Its backbone operates at OC-192 (10 Gigabits per second), which is far more capacity than other carriers today. The continental US portion of the network will, when fully built out in the second quarter of calendar 1999, serve over 130 cities, which account for approximately 80% of the data and voice traffic that originates in the US. Qwest recently acquired EUNet, a leading Internet Service Provider in Europe. Qwest has donated fiber valued at $500 million to the Internet 2 project to support advanced networking and research. Finally, Qwest currently has two entry points into Salt Lake City, and two more are planned which will provide redundancy and, ultimately, more reliable service.
