Staff Writer Something about working with disabled and special-needs children as a high school volunteer lit a spark within Julie Buckingham. That spark has turned into a life-long career working to improve the lives of district special education students and mentoring future teachers and educators. The interim special education coordinator for Tooele County School District, Buckingham was recently honored by her peers with the Hilda B. Jones Special Educator of the Year Award. Buckingham said Allen has been in her life for over 13 years and even babysat her own kids. She considers Allen one of her own daughters. Among many gifts, Buckingham said one that really touched her was a gift from para-educators Ayana Ray and Tammy Hutchins, who donated a considerable sum of money to support the special education of a first-grader in Honduras. Her future goals include educating the public so that children and adults with disabilities are easier accepted in schools and society. E-mail: mrigert@tooeletranscript.com

Walker to offer plan for helping disabled kids By Tiffany Erickson and Jennifer Toomer-Cook
Deseret Morning News Gov. Olene Walker intends to call Utah lawmakers into another special session, hoping they will OK her veto-compromise plan on a controversial special-education voucher bill.
Walker spokeswoman Amanda Covington confirmed Friday that the governor will call a special session, but when is up in the air.
Some observers see political maneuvering in Walker's special session proposal. Walker is seeking to be elected governor in her own right after succeeding to the post upon Mike Leavitt's resignation to head the Environmental Protection Agency, and to do so she needs to get through the state GOP convention, which is a week away.

But public education officials said the bill was nothing but a voucher, which they adamantly oppose as a drain on public school dollars.

Task force on special needs bill sets goals
Group to spend $1.4 million in compromise plan
By Tiffany Erickson Deseret Morning News The task force charged with figuring out how to spend $1.4 million under the governor's veto-compromise plan for the Carson Smith Special Needs Scholarships Bill made its first moves Wednesday to establish a program to help meet the needs of the severely disabled in private schools.
The group voted to target only the students with severe disabilities defined by the state Office of Education. That translates into focusing on students requiring at least three hours of specialized instruction a day with autism or other disabilities.
Autism seemed at the forefront, but so far the group believes the scholarships should be available to other disabilities mentioned in the Carson Smith Special Needs Bill such as hearing impairment, visual impairment, traumatic brain injury and mental retardation.
"I am most concerned about those falling through the cracks, and we would be remiss not to look at other disabilities," said Cheryl Smith, a parent of an autistic child.

This concurrent resolution of the Legislature and the Governor urges Congress to
review and make changes to the No Child Left Behind legislation.
Highlighted Provisions:
This resolution: . expresses concern with provisions of the federal No Child Left Behind legislation; and . urges Congress to review and modify the No Child Left Behind legislation. Special Clauses: None Be it resolved by the Legislature of the state of Utah, the Governor concurring therein: WHEREAS, although the intent behind the No Child Left Behind legislation was laudable, there are modifications needed in the legislation; WHEREAS, the requirement that all subgroups reach 100% proficiency using the same measure is unrealistic; WHEREAS, alternate assessment limitations for students with disabilities are not consistent with Utah's need;

LONG TITLE
General Description:

This bill creates a program to award scholarships to students with disabilities who attend
a private school. Highlighted Provisions: This bill: . specifies criteria for qualifying for a scholarship; . specifies criteria for private schools to enroll scholarship students; . specifies the amount, timing, and form of scholarship payments; . requires the State Board of Education to make rules; . gives the State Board of Education enforcement authority; and . requires the Legislature to annually appropriate money from the General Fund for scholarship payments. Monies Appropriated in this Bill: This bill appropriates: . as an ongoing appropriation subject to future budget constraints, $100,000 from the Uniform School Fund for fiscal year 2004-05 to the State Board of Education.

    In 2004, however, three Utah legislators exposed these arguments for what they are by sponsoring a refundable tuition tax credit for "special needs" students. Although the exact language varies from state to state, the arguments against parental choice are always the same. First, that parental choice will drain the public schools of sorely needed funding. In Utah this works well rhetorically, since the state has the honor of being last in the nation in per-pupil spending. However, exactly the same claim is made about the proposed voucher program for students in the District of Columbia, where the schools have the dubious honor of being first in the nation in per-pupil spending. Second, that parental choice will only benefit the wealthy. School choice proposals in Utah in the past have not included a means test, so this argument has made a good sound bite. However, the opponents of choice have also lobbed this argument at programs that do have income ceilings, such as the ones in Milwaukee and Cleveland. Third, that parental choice will "cream" the best students into private schools and leave the most expensive and difficult to educate students in public schools.

One of the major issues addressed by the legislation is the quality of teachers for children with special needs. IDEA ’97 requires students receiving special education services to be educated with their non-disabled peers to the “maximum extent practicable.” As a result, according to a 2001 report from the Study of Personnel Needs in Special Education, 75% of students receiving special education services spend 40% or more of their day in general education classrooms. In addition, if your child has been in public school, you’ve probably spent many evenings and weekends helping your child do homework. Guess what? You’ve been homeschooling.
