Gov. Walker fails to provide educational options for disabled children
INDIANAPOLIS – Utah’s Governor Olene Walker vetoed the “Carson Smith Special Needs Scholarship” bill, a program that would have provided the parents of 56,000 disabled children with a choice in their child’s education.
“This is absolutely devastating to the families of Utah,” said Robert C. Enlow, executive director of the Milton and Rose D. Friedman Foundation. “Some students have specific educational needs that government schools cannot meet. Rejecting this program denies those students the possibility of receiving the best education possible.”
House Bill 115, which overwhelmingly passed the Utah House 43-29 and the Senate 17-8, would have allowed parents of disabled children to receive a voucher worth up to $5,455. All 56,000 children (approximately 11 percent of the total student population) who in the prior year were enrolled in a Utah public school and who have an Individual Education Plan (IEP), would have been able to use the Scholarship for tuition at a Utah-based private school of their choice.
“This veto leaves 56,000 children stuck in a system that may not be meeting their educational needs,” said Gordon St. Angelo, President and CEO of the Foundation. “This bill would have given parents options – choices – in how their child is educated. Governor Walker effectively stripped them of any say, putting many futures at risk.”

Voucher program passes both Utah Senate and House
Today, the Utah Senate approved House Bill 115, which passed the Senate 17- 8 and the Utah House 43-29, which would implement a voucher program allowing parents of disabled children to collect the state portion of what a public school would have spent on their child.
The Carson Smith Special Needs Scholarship, worth up to $5,455, is available to all children in Utah who were in the prior year enrolled in a Utah public school and who have an Individual Education Plan (IEP). Currently, 56,000 students have an IEP, or approximately 11 percent of the 487,000 total student body.
The child may use the voucher at a Utah-based private school, sectarian or non-sectarian, that demonstrates fiscal soundness, complies with anti-discrimination laws and health and safety codes and administers an annual assessment of each student’s academic progress.
The bill now goes to Governor Olene Walker, where she could sign it into law or veto it.

Parley Hellewell Hundreds of residents packed the Provo City Library Thursday, March 25, 2004 to listen to gubernatorial candidates establish their stance on tough issues like education funding and boosting the state economy. All nine Republicans competing for the top job in the state spent two hours responding to scripted queries about their leadership plans for the state. Those present were Gov. Olene Walker; House Speaker Marty Stephens, R-Farr West; Fred Lampropoulous; Chairman of the Board of Regents Nolan Karras; former U.S. ambassador Jon Huntsman, Jr.; former U.S. Congressman Jim Hansen; Utah County Commissioner Gary Herbert; educator Gary Benson; and Sen. Parley Hellewell, R-Orem. Candidates were asked for their solution to Utah's public education woes an under-funded system set to receive 145,000 additional students within a few years.

Supporters praised the vote as a significant victory for families, while opponents warned that the bill, if passed, could lead to more far-reaching school-choice measures such as tuition tax credits. Friday's 90-minute debate took dramatic turns, including an attempt to consign the bill to summer study. But in the end, representatives said they believed the bill would help students get specialized services that are not always available or practical in public schools.

You’re not alone, but you probably know more about homeschooling than you realize. For example, you’ve spent the first five years of your child’s life as his most important “teacher.” In addition, if your child has been in public school, you’ve probably spent many evenings and weekends helping your child do homework. Guess what? You’ve been homeschooling. My husband, Clint, and I have “been there—done that,” and now we’re on our tenth year of homeschooling. Our sons Cj (22) and Shane (15) have been diagnosed with attention differences, and had we left them in public school, it is my opinion they would have inherited more labels as well. Has homeschooling been hard? Sometimes. Interesting? Who said living with children with special needs is boring? Can it be done? Yes! Homeschooling isn’t a cure, and it is easier for some families than for others. However, homeschooling has rapidly become a respected alternative, especially for those children with special needs who are being pushed out of public schools. It’s not my place to diagnose, label, or tell you how to homeschool your child with special needs. And the issues of medication and counseling belong within the scope of each family’s decision-making process. However, with the one-on-one learning that parents provide in a homeschool environment, children with special needs can soar.

Guidelines for ADD/ADHD Disorder Documentation:
Rationale: Attention-Deficit Hyperactivity Disorder poses a particular difficulty to the evaluator of adults and older adolescents. It does so not only because it requires the mental health professional to delve deeply into the individuals past behavior, but because ADHD shares overlapping symptoms with a host of psychiatric disorders and medical conditions. Therefore, a complete evaluation that includes information from multiple sources, objective measures such as rating scales and personality inventories, diagnostic clinical interviews, academic records, etc. has the best chance of making a clear and definitive diagnosis possible. Even with students who have been diagnosed as a child or young adolescent either by a physician, psychologist, or other mental health professional, need a current evaluation because the symptom pattern can change over time, the level of severity of impairment will alter in specific areas over time, and the accommodation needs may differ as a student gets older and/or develops compensatory skills and coping strategies.
