January 8, 2003 CONTACT: Renee Ballenger 435.586-.1997 22 UTAH TEACHERS RECEIVE NATIONAL CERTIFICATION Teacher Education Program at SUU Facilitates and Supports Professional Standards The Utah Education Association has announced the names of 22 teachers in Utah who recently achieved National Board Professional Teaching Certification. One year ago the Utah State Office of Education, the Utah Education Association, and the Utah Academy of Teachers jointly formed a Utah National Boards Council (UNBC) to promote the NBPT movement in Utah. Southern Utah University is the only higher education institution represented on the Utah National Board Council. Dr. Deborah Hill, assistant professor of teacher education at SUU, and Dr. Bruce Barker, dean of the College of Education , both serve on the Council. Hill has been an instrumental liaison to the USOE and to the Legislature on the benefits of National Board Teacher Certification. Hill, along with and Dr. Judy Higbee, also an SUU assistant professor of teacher education, attended a full week of National Board facilitator training last August in Las Vegas and each have offered assistance to area teachers making application for National Board Certification. This act modifies the State System of Public Education Code and the Election Code
relating to the governance and funding of the public education system, the core academic
skills, assessment and accountability, and school choice. This act modifies the
membership of and the qualifications used by the nominating committee to select
candidates for membership on the State Board of Education. This act expands local
school board membership for certain local school boards. This act expands the state superintendent of public instruction's annual report. This act requires the core curriculum to increase in depth and complexity from year to year and focus on consistent and continual progress in the core academic areas of English and mathematics. R277-700-1. Definitions.
A. "Accredited" means evaluated and approved under the Standards for Accreditation of the Northwest Association of Schools and Colleges or the accreditation standards of the Board, available from the USOE Accreditation Specialist. B. "Applied technology education (ATE)" means organized educational programs or courses which directly or indirectly prepare students for employment, or for additional preparation leading to employment, in occupations, where entry requirements generally do not require a baccalaureate or advanced degree. C. "Basic skills course" means a subject which requires mastery of specific functions and was identified as a course to be assessed under Section 53A-1-602. D. A. "Board" means the Utah State Board of Education. B. "Chair" means duly elected Chairman of the Board, Vice-chair, or Chair of a Board standing committee.
R277-101-2. Authority and Purpose.
A. This rule is authorized under Utah Constitution, Article X, Section 3 which vests general control and supervision of public education in the Board, Section 52-4-1 which directs that the actions of the Board be taken openly and that its deliberations be conducted openly and by Section 53A-1-401(3) which allows the Board to adopt rules in accordance with its responsibilities. B. (2) It is a misdemeanor for a person having control of a minor under Subsection (1) to willfully fail to comply with the requirements of this chapter.

8:30 a.m.-8:30 p.m. You are invited to attend the sixth annual Utah Education Law Institute, which has been held in October in the past. The move to becoming a summer conference is intended to allow more teachers and educators to participate and receive continuing education credit, certification, or lane change credit. A certificate of attendance will be provided for certification purposes, and those wishing one-half hour of college credit may register for pass/fail credit through BYU Continuing Education for an additional fee. Please indicate your desire for credit when registering for the conference. Please let teachers know of this new opportunity designed to meet their needs. Introduction: Performance Plus Utah’s educational results are outstanding and the envy of many in the United States, especially as compared to the dollar spent per child for public education. Our public, parents, educators, and state leaders can be pleased with the excellence in Utah’s classrooms, as our schools are wonderful engines of industry and achievement. Like any great engine, an occasional tune-up improves performance and provides greater efficiency in operation. The desire for all students to be better prepared led to the adoption of a November 1, 2002 Board motion on “increasing student competency.” This action resonated well with former Governor Michael O. Leavitt who long advocated for a system of competency-based education. Subsequently, the 2003 Utah State Legislature passed, and the Governor signed, Senate Bill 154 directing the Board and the State Superintendent of Public Instruction to:

An advisory committee to the governing boards of Utah's public and higher education systems says Western Governors University's proposed online degree programs for teachers fall short of state licensing standards.
The Educator Development Advisory Committee (EDAC) is scheduled to vote on three WGU teacher licensure programs next week, but a representative told the state Board of Education Friday that many questions about the programs must be answered before the committee will recommend the board approve them.
WGU officials disagreed, saying the committee might simply have an aversion to the university's innovative use of technology to replace traditional classroom instruction.
"We think we meet the standards," said WGU President Bob Mendhenhall.
