Utah Student Survey ABSTRACT

The Utah Division of Substance Abuse contracted with Brigham Young University to conduct a school survey of students in grades 7 to 12 covering thirteen local planning districts. The survey sought to determine: (1) the amount of ATOD use among adolescents in Utah, (2) how ATOD risk factors for adolescents in Utah compare with other States and the nation, (3) the extent ATOD use has changed during the past 10 years, and (4) the relationship between ATOD use and the risk and protective factor levels measured by the questions developed for the six-State consortium. The size of the sample was chosen to reach estimates that had a margin of error of +/- 2% at the State level and +/- 4% at the planning district level at the 95% confidence level. The sample included a proportional number of students from private schools. In addition, a sample of students from alternative schools were included. CONTACT

CREATION Creation of the district was authorized by the 1890 territorial free school law. Salt Lake City Mayor George M. Scott, acting as president ex-officio, organized the first Board of Education on July 19, 1890. Board members met in the City Hall. The board was organized to take over the twenty-two ward schools and establish a single public school system for Salt Lake City. The district revised its mission statement in 1993: "The Salt Lake City School District, as a catalyst for creating a new standard of excellence, will ensure high levels of student learning and performance in all schools and will prepare all students to pursue and celebrate lives of continuous learning and service in a diverse, global society." (From the Salt Lake City School District employee newsletter, October 13, 1994, pp. 1-2.) FUNCTIONS ADMINISTRATION The district is governed by a seven-member Board of Education of Salt Lake City, which is elected by the citizens of Salt Lake City in a general popular election. Board members elect a president and vice president at the time new members are sworn into office. The board appoints a superintendent and a business administrator (one of three assistant superintendents) whose duties and responsibilities are to some extent prescribed by Utah State statutes. The district is also subject to the general oversight of the Utah State Office of Education. This includes a budget approval process that is compliance oriented and is more ministerial in nature than substantive.

CREATION FUNCTIONS ADMINISTRATION The district is governed by a five-member, elected Board of Education. Voters in each of the district's five precincts elect one member to serve as their representative on the Board of Education. School board elections are held in November in conjunction with the general election. The board members elect a president and vice president at the time new members are sworn into office at the first board meeting in January. The district is also subject to the general oversight of the Utah State Office of Education. The superintendent appointed by the board is the executive officer of the board. ORGANIZATIONAL HISTORY Murray residents objected to the consolidation of Salt Lake County Schools in 1905, which would have split the population of the newly incorporated city (residing in county school districts 24 and 25) between Granite District on the north and Jordan District on the south. Through annexation, the population of Murray was increased above the necessary threshold to qualify as a city of the second class. Deseret News staff writers Charter schools' test scores vary as much as their individual missions.
Some target high achievers. Some are alternative schools for students who haven't succeeded in the regular education system. Some are small schools for students with disabilities. And some are schools for students who excel in performing arts.
Scores are all over the map, from high numbers of students below the proficient mark, to just the opposite.

Still, most schools are pleased with individual success stories. And that, overall, is a big part of the reason charter schools were created.
Charter schools, allowed in Utah under a 1998 law, offer parents a choice within the public education system. The schools still follow the state core curriculum and are required to administer state-mandated tests, like the spring 2002 core curriculum test, just like any other public school. But charter schools do have some flexibility in approach and governance. Many are run by parent and teacher boards, and many are filled with parent volunteers. Utah has about a dozen charter schools scattered around the state. But not all of their test scores are listed. One, the Salt Lake Arts Academy, still has not yet opened.

Annotated Bibliography Annotated Bibliography - Article 23 Title "For-Profit Alternative Schools Are Hot Commodities" Author: Jessica Portner Source: Education Week, July 8, 1998, Volume 17, Number 42, p. 1, 18 An exact tally of for-profit alternative schools cannot be pinpointed, but education market analysts report that the growth of this industry is impressive, constituting a multibillion-dollar industry that is expanding at an annual rate of 25 percent. Day programs and residential schools that advertise a broader array of mental health services for drug dependent and violence-prone teenagers are both multiplying. Many school districts have been very willing to give these schools a try due to the increase in the number of violent and disruptive youths. For-profit alternative schools have also seen a significant increase in business since the federal government required states to pass zero-tolerance laws by 1996 requiring districts to expel students who brought weapons to school. This article provides information about the philosophy of some for-profit alternative schools, and it also offers conflicting opinions of students who attend these types of institutions. Some parents and students feel these schools are "lifesavers" whereas other students are frustrated with the independent study and self-help approach. One main focus these alternative schools have is not academics but to teach troubled youth tools for life; this may be an on-going debate between educators at traditional schools and those who support alternative education.

Boston Public Schools (BPS) , local businesses and intermediary organizations. Central to the visit was learning how school-to-careers (STC) has been integrated to broader education reform efforts within BPS and its 128 schools. Participant comments on education reform initiatives:
  • Leadership is critical to initiating reform, but the buy-in of all staff and students is necessary for any reform to establish lasting and positive change. Maintaining high standards for all students increases the likelihood of their success. Money is criticalfor professional development, for more teachers and for school improvement. Professional development is an important element in improving education. After-school activities are an effective way of connecting young people to other institutions and individuals in their communities. Broader regional or state-wide coordinating committees can be effective in addressing challenging areas such as standards and assessment.

  • STC is a powerful pedagogical tool for establishing real change in schools.

In May 1999, voters in Salt Lake City overwhelmingly approved issuing $136 million in bonds to help pay for the renovation or reconstruction of elementary and middle schools. The 10-year construction program is building schools that are safer, brighter, and can be used as community centers after school hours. You can find more information on the school construction page. Our Students Students in the Salt Lake City School District hail from around the world. Ethnic minorities make up 46% of our students, and the district serves a significant refugee population from Eastern European or African countries. Approximately 55% of our students come from low-income families, and just over 33% of them are learning English as a second language. By: Lon Woodbury Those of us old enough to remember the 1960s will recall a decade of tremendous change, creativity and turmoil. It was a turning point decade, a time when many of the old attitudes were cast off and new directions taken. At least one national social critic has asserted that when you look at the things going wrong in this country today, they all came out of the 1960s. On the other hand, many of our most respected contemporary values were products of the 1960s. In education and personal growth, a tremendous amount of creativity and new thinking began during the 1960s. Traditional public and private education thinking was widely challenged. The traditional interventions for emotional and behavioral problems of juvenile detention or hospitalization were criticized as harmful all too often.
