Private, for-profit alternative schools can't multiply fast enough for parents and principals anxious to find new venues for students cast out of public schools. Take the Spring Creek School. Just 1 1/2 years after entrepreneurs swung open their doors here, tractor drivers were heaving dirt to pave the way for several new log-cabin classrooms last month. Set amid towering pine trees in the Rocky Mountain foothills, the 150-student school is bursting at the seams, and this multiple-classroom expansion is designed to welcome 90 more students. "Even if we shut our marketing department, we'd keep growing by word of mouth," Cameron Pullan, the school's director, said as he patrolled Spring Creek's forested grounds, which look like a summer camp. The residential school charges $2,990 a month. Thousands of similar for-profit ventures have cropped up in the past decade. They're helping to fill the void left by states with insufficient funds or political will to set up public alternative schools for the increasing number of students expelled for carrying weapons or drugs on campus.

The rules vary, depending on whether the entire school or simply part of the school is being considered for charter school status. If the entire school is being considered, then two-thirds of the licensed staff in the school and two-thirds of the parents or guardians of students attending the school must sign a petition supporting the change. In addition, the local school board may reject the proposal if students whose parents or guardians choose not to remain in the new charter school would not have access to a public education comparable to that which they would receive were the school not to become a charter school. If only part of the school is being considered, then the petition need be signed only by a majority of the educators and a majority of the parents or guardians of students attending the school. There is also no requirement relating to non-charter school participants when only part of the school is converted to charter status.

Barrowes Here in the U.S., we have a few examples of privately run businesses that we can compare with government-run monopolies. United Parcel Service (UPS) is one example. This private company ships almost twice as many parcels as the U.S. Post Office—and usually does it faster or cheaper. One reason is that the U.S. Post Office hasn’t had to face the tough choice of either matching the competition or going out of business. Also, the Post Office pays considerably higher wages for comparable work, and we (the customers) ultimately pay for it. Many Americans have learned that a government-run monopoly cannot compete with private enterprise in terms of quality, customer service, and price. It’s too bad this lesson hasn’t been learned by our public school system, which is a government-run monopoly. Private schools are allowed to exist, but not to compete on an equal or fair basis. An average household pays taxes over the years sufficient to support their children’s public schooling, which costs over $3000.00 in state and local taxes per year. If parents choose private or home schooling, they still pay all the public school taxes, so they pay twice—once for the private school tuition and once for the public schools. Is this the American way? Do we really want to keep a system that favors one education provider over all others and requires double payments on the part of citizens who wish to choose an option other than the government provided one? Could we tolerate it if people who drove the "wrong" make of car had to pay a 100% tax, thus doubling the price? Such a tax was very nearly imposed last year on four Japanese luxury cars, but only as a punishment to Japan for refusing to open their markets to U.S. manufactured cars.

    A sour economy has wreaked havoc on public schools' budgets in recent years, but state education officials say it also has brought an unexpected boon of teachers they hope will stay when the job market improves.
    School districts seem to welcome the new talent pool made available to them last year, when the state Board of Education relaxed the requirements for getting a state teacher's license without going through a formal teacher-education degree program.
    "Statewide, there are more than 750 vacancies a year, and so we've got to be creative about where people are coming from and what they're doing," said Martin Bates, Granite School District's assistant to the superintendent for policy and legal services.
    The Alternative Route to Licensure (ARL) program is one answer, he said. His district has been the most aggressive in recruiting mid-career professionals into the classroom with the help of a federal grant that helps pay tuition for additional classes they might need.

    AN ACT RELATING TO PUBLIC EDUCATION; PROVIDING FOR THE ESTABLISHMENT
    OF AN ALTERNATIVE MIDDLE SCHOOLS PROGRAM; PROVIDING FOR
    IMPLEMENTATION OF THE PROGRAM; PROVIDING FOR COLLABORATION;
    PROVIDING FOR AN APPROVAL PROCESS FOR PARTICIPATION; PROVIDING
    COMPONENTS FOR THE PROGRAM; PROVIDING A $2,000,000 APPROPRIATION;
    PROVIDING FOR AN ANNUAL REPORT; AND PROVIDING AN EFFECTIVE DATE. This act affects sections of Utah Code Annotated 1953 as follows: ENACTS: , Utah Code Annotated 1953 Be it enacted by the Legislature of the state of Utah: Section 1. Section is enacted to read: Alternative middle schools Purpose Implementation of program Components Report. (1) There is established an alternative middle schools program to improve the school learning climate and help ensure safety for middle school students in the state's public education system.
