If Permission To Import Them Into The U.S. Is Refused Eleven wild African elephants, survivors of a culling program in South Africa that saw their families destroyed, and who are currently living in Swaziland-the tiny land-locked southern African kingdom-face a bleak future. Apparently the elephants must either exchange their freedom in the African plains where they have lived for the last decade or more for incarceration in two US zoos, or be shot like their parents before them. "I have provisionally reserved refrigeration space in case we must cull [kill] them," stated Ted Reilly the Swaziland authority in charge of the 11 elephants in a letter to Mike Kreger of the United States Fish and Wildlife Service (USFWS), dated May 27th, 2003. This chilling declaration is made against the backdrop of one of the most controversial cases of wild animal trade in recent years. It is a case that has sent shudders of revulsion through animal protection and wildlife conservation organizations globally, as they fight to keep these elephants in their wild, African homes. "It's an incredible situation," said Jane Cartmill from San Diego Animal Advocates, a member of the international coalition of organizations trying to ensure that the "Swazi 11" stays in the wild. The coalition also includes Born Free USA, The Born Free Foundation (UK), The Elephant Sanctuary, In Defense of Animals, San Diego Animal Advocates, Animal Protection Institute, Animal Welfare Institute, and People for the Ethical Treatment of Animals. "These are wild elephants who, until a few months ago, were living with their companions in hundreds of acres of natural habitat. Since then they have been unceremoniously darted and dumped in a tiny holding stockade in preparation for shipment to two famous-I would say infamous-US zoos, Lowry Park in Florida and San Diego in California."

WASHINGTON (CNN) The U.S. Fish and Wildlife Service is proposing to change its policy to permit the importation of endangered species, their parts and products from countries that promote wildlife conservation programs. Such a program could give incentives to countries to create stronger wildlife and habitat programs, the agency said in its draft rule, which is open for public comment until October 17. But some conservationists see the policy as a bad precedent and predicted it will face strong opposition. Congress passed the Endangered Species Act in 1973 to protect animals facing extinction in the wild. The act currently prohibits the capture, import, sale and killing of endangered species without a permit from the U.S. Fish and Wildlife Service. Those who request permits must demonstrate that their proposed activity would enhance the survival of the species in the wild and that the animals won't be used primarily for commercial purposes.

Zoo Sends Bongos to Homeland
Captive-Bred Mountain Bongos Being Flown from U.S. Zoos to Mount Kenya
The Saint Louis Zoo, along with 12 other zoos and conservation organizations in the U.S., has partnered with the Rare Species Conservatory Foundation, the United Nations Foundation and others in an effort to repopulate the critically endangered Mountain Bongo antelope. Eighteen captive-bred bongos, including two females bred at the Saint Louis Zoo, were flown to a wildlife preserve in Kenya on January 28, 2004, where they will live and breed. Bongos are so rare that they have not been seen in their natural habitat on Mount Kenya in nearly a decade. Flying the bongos to their native land is the first step in a multi-phase program to re-establish mountain bongos in the wild. The bongos will breed in a protected environment at the Mount Kenya Game Ranch. Conservationists hope that in three to five generations, they will be accustomed to the wild and ready to be set free. UN officials say returning the bongos will also benefit the people of Kenya with the money brought in by eco-tourism. Key Facts about Mountain Bongo Antelope:

Animal Enrichment
One of the challenges of modern zoos is enriching an animal's captive environment so its repertoire of natural behaviors is displayed. Come and find out how Zoo staff and volunteers use myriad methods to enhance the animals' enclosures. These activities enrich the animals' lives and provide exciting observational experiences for the visitor. We will start the program by learning the hows, whys, and whats of enrichment along with making enrichment items for the bears and Children's Zoo animals. After a lunch break (bring your own or purchase lunch at one of the Zoo's restaurants), we will visit the animals and watch them enjoy the enrichment items we made. Limited to 20 participants.

    Crane and Wetlands Conservation Program in South Africa In the late 1970s and early 1980s several privately organized as well as government initiated crane conservation programs emerged in South Africa as a result of census data indicating a disturbing decline in all South African crane populations. These groups worked independently with little communication or cooperation for a number of years. In 1993 the International Crane Foundation (USA) organized a Regional Crane and Wetlands Workshop in Maun, Botswana. At this meeting, the need for an umbrella group to coordinate crane conservation activities in the region was first recognized and discussed. As a result, the South African Crane Working Group was formed in 1994 ( complete list of SACWG member facilities ). In October of 1996 the SACWG became a working group of the Endangered Wildlife Trust, a non-profit organization with over 25 years of history supporting research, awareness and conservation action in southern Africa. The SACWG launched its National Wattled Crane Conservation Program in 1997, including elements of banding and population census work, second egg collection and captive breeding for supplemental releases, and country wide education and awareness programs (

    Conservation research is focused on management of small populations (e.g., genetics, demography), a discipline that has widespread application in captive breeding programs, reintroduction and translocation of animals to and between wild populations, and development of regional and global conservation initiatives. Lincoln Park Zoo is recognized as a leader in the development and application of scientific approaches to the management of endangered populations.     One of Puerto Rico Polar Bears Dies on Flight Out

    SAN JUAN, Puerto Rico
    One polar bear died on Tuesday during a journey to take six bears, confiscated from a Mexican circus, away from the sweltering island of Puerto Rico to cooler homes in U.S. zoos, zoo officials said. "One bear died during the flight," said Jane Ballentine, a spokeswoman for the American Zoo and Aquarium Association that had helped organize the move to zoos accredited by the group. Veterinarians attending the group of bears had seen they were in poor health, seeming lethargic and suffering from fleas and skin problems, but "nobody had thought this would be the outcome," she said. "The other five are doing fine." The bears were brought to Puerto Rico last year by the circus and their plight became a cause celebre after local animal activists and the animal rights group People for the Ethical Treatment of Animals waged a campaign alleging the Arctic animals were being kept in poor conditions and exposed to extreme heat by the Suarez Brothers Circus.

    The San Diego and Tampa, Fla., zoos surrendered permits granted by the U.S. Fish and Wildlife Service to import the 11 African elephants after the agency discovered discrepancies on their permit applications, agency spokeswoman Pat Fisher said. The elephants had been expected to arrive in mid-May or June, but their arrival probably will now be delayed while the zoos apply for new permits, said Timothy Van Norman, chief of Fish and Wildlife's branch of international permits. Van Norman said his agency had information that the zoos misrepresented where and how the elephants were captured. "We are hoping to deal with this application as quickly as possible, but we aren't going to rush and make errors," he said. The flap was spurred by a coalition led by the British-based Born Free Foundation and the U.S. group People for the Ethical Treatment of Animals, which sued the Department of the Interior to block it from issuing importation permits to the zoos. The groups allege that captive elephants' breeding programs are a sham and that the zoos want the huge creatures mainly because they draw paying visitors.

    Thousands turned out Memorial Day weekend, 2004, to celebrate the opening of the new three-acre African Savanna; a dramatic mixed-species exhibit featuring a host of African animals including giraffes, zebras, greater kudus, ostriches, Marabou storks, and East African crowned cranes. Entering through a covered passageway, visitors emerge within the savanna to be surrounded by wildlife.
    Opening in early July are the African Aviary, which will house several species of stork, hornbill, and ibis; and the Coulter Family Acacia Plaza, where visitors can watch and even participate in giraffe feedings at scheduled times.

On Tuesday morning, however, his keepers noted that he was only drinking fluids, not eating solid food and appeared to be a little lethargic. It was after his afternoon feeding at 3:00 p.m., that keeper Mary Kerr left his side for ten minutes to get milk for his oatmeal, and returned to find that he had died. Up until this time, Kubi had been energetic, alert and bright, showing positive signs of recovery. His appetite was strong and he was interacting with the others in his group. Zoo staff remained cautious, however, because the first 10 days to two weeks would be a critical time for him.
