Strategic Teacher Development [detail]
The goal of Strategic Teacher Development is to generate procedural knowledge about how teachers in low-performing schools build and direct teacher-centered communities of purpose as their central approach to improve student learning. The underlying premise that informs Strategic Teacher Development is that whole school improvement involves the development of an active community of teachers whose purpose is to focus intensively on developing and supporting classroom practices that result in improved student learning. Such a community is called a purposeful learning community. Given this, our research questions focus on the following lines of inquiry:
1) How do purposeful learning communities emerge in the context of low-performing schools?
2) How does an external change agent effectively support the development of a purposeful learning community?
3) Do purposeful learning communities improve teaching practice and student learning?

FDA PARTNERS WITH THE VIRGIN ISLANDS
TO PROTECT CHILDREN FROM TOBACCO
The Food and Drug Administration (FDA) has contracted with the U.S. Virgin Islands Department of Licensing and Consular Affairs to enforce FDA's new regulation that prohibits retailers from selling cigarettes and smokeless tobacco products to children under 18. Under the contract, the Virgin Islands will receive $174,667.88 to conduct approximately 1,872 unannounced retail compliance checks over the next 12 months. Minors in typical dress, accompanied by an adult, will attempt to purchase cigarettes or spit tobacco in retail stores throughout the Virgin Islands. Information about the compliance checks will be sent to FDA, which will issue a warning for the first violation to retailers found selling to the adolescents. These retailers will be subject to repeat inspections. FDA will seek a fine of $250 for the second violation, $1,500 for the third, $5,000 for the fourth, and $10,000 for the fifth.

What's this program about? Explore environmental and organismal biology in a tropical setting! The beautiful and diversified U.S. and British Virgin Islands and Puerto Rico provide the natural classroom for this program. Clear tropical seas, colorful coral reefs, white sand beaches, and island ecology from desert to rainforest- these combined with warm breezes and new cultural experiences, are qualities that make up the Virgin Islands and Puerto Rico. The itinerary includes 14 days at the Virgin Islands National Park on St. John, which will include an opportunity to hike wilderness trails and snorkel on coral reefs while learning by direct experience about geological, ecological and human factors that cause change in nature. Day trips are planned on two of the British Virgin Islands (BVI) - Tortola and Virgin Gorda. On Tortola, the largest island in the BVI's, the group will hike to the top of Sage Mountain, the highest point in all of the Virgin Islands. On a visit to Virgin Gorda we will view the natural granite "baths". An additional day trip will take students to Buck Island National Monument, site of the Virgin Islands' most famous coral reef.

Smith , University of the Virgin Islands, St. Thomas, US Virgin Islands The Division of Science and Mathematics at the University of the Virgin Islands will make its inaugural offering, during the spring semester of 2003, of Introduction to Meteorology, utilizing the American Meteorological Society's course Online Weather Studies. The University of the Virgin Islands is an HBCU liberal arts institution with campuses on St. Thomas and St. Croix, with a total student population of approximately 3000. The Division of Science and Mathematics offers degrees in physics, chemistry, biology, marine biology, mathematics, and computer science. The course will be conducted primarily as an asynchronous distant learning course, but will also include weekly one-hour tutorials on each campus. The director and primary professor for the course will be physicist Dr. Dave Smith, who will also conduct the tutorials on the St. Thomas campus. Physicist Dr. Michael Henry will conduct the tutorials on the St. Croix campus. While topics in meteorology have routinely been a part of the curriculum of the physics and general education courses, the Introduction to Meteorology / Online Weather Studies course will be the first course at UVI dedicated to the study of weather. It represents the first step in the development of a new program in meteorological studies. Utilizing the Virgin Islands' recent designation as an EPSCoR state, UVI is in the preliminary planning stages of a broad-based research program. Dr. Smith is working with colleagues in physics and chemistry to establish programs in LIDAR, weather monitoring and weather modeling that can provide research opportunities for undergraduates. Study within the U.S. National Student Exchange
Through participation in the National Student Exchange (NSE), Western Washington University undergraduate students can attend one of 178 accredited universities in the United States, the U.S territories of Puerto Rico, Guam, and the U.S. Virgin Islands, and five provinces of Canada. Western students can study for an academic term or academic year on exchange and pay in-state (resident) tuition rates to the host university. Host credits earned are transferred to Western Washington University and continuing student status is maintained while on exchange.

Policy and Legislation The United States Virgin Islands is an un-incorporated territory of the United States. Much self government has been provided incrementally by the United States Congress. The Virgin Islands has elected its own Governor since 1970, and has been represented in Congress by a non-voting delegate since 1972. The Legislature, comprised of 15 members, has all the powers inherent in legislative bodies subject to the United States Constitution and the Virgin Islands Organic Act. Federal and local legislation has been enacted to ensure protection and preservation of natural, cultural and historic resources. The Indigenous Species Act (Act 5665) provides protection to threatened and locally threatened and indigenous species as well as mangroves.
