184. THE WAY THE WORLD WORKS
An attempt to correct basic misunderstandings about the book. Proverbs is a guidebook, describing general rules for living, not a book of promises. Comments on current living in the light of Scripture.

THE WAY THE WORLD WORKS
Introduction
What is a proverb?
As a boy I remember a women whose son had gone astray claiming God's promise from Proverbs 22:6, "Train up a child in the way he should go: and when he is old, he will not depart from it." She was certain that because she had raised her son in the Christian faith, God's promise to her was that her son would eventually turn back to faith in Jesus. Every Wednesday night at prayer meeting she would make a point of claiming what she thought was God's promise and asking for our prayers. This poor woman was deluded through a misunderstanding of the book of Proverbs into believing that the proverbs are actually promises. This leads to a quid pro quo attitude toward God: if I do this then God is obligated to do that. The idea that we can obligate God to do for us as a result of something we do for him is little different that paganism. In pagan religions people are constantly trying through their actions to force the gods to give them what they want. When the pagans do that we call it idolatry.

General Object-Oriented Database for Software Engineering Processes (ESPRIT-III Project 6115)
The objective of GOODSTEP is to enhance and improve the functionality of a fully object-oriented database management system to yield a platform suited to applications such as software engineering environments (SEEs). The baseline of the project is the O2 database management system (DBMS), which already includes many of the features required. The consortium has identified O2 enhancements required to fully support the anticipated next generation of SEEs, such as integrity constraints and triggers, change management, new advanced transaction mechanisms, specialised class libraries, versioning of objects, deductive capabilities and an advanced graphical interface and programming support environment. A number of advanced software engineering tools will be built on top of the enhanced O2 database. These tools will support conceptual modelling in the analysis phase of a software project, modular design and imparative programming. In addition, tool generators will be developed to exploit the features provided by the enhanced O2 database. The development of an environment enabling the definition and execution of software processes which guide the use of the tools will form a central part of the work. The GOODSTEP system will be demonstrated through two case studies involving British Airways in the UK and Engineering in Italy, which will make full use of the platform developed. The industrial users, who have substantial knowledge in developing large-scale software, will provide requirements and subsequently use and validate GOODSTEP's services and tools.

The Consumers Union Report on Licit and Illicit Drugs by Edward M. Brecher and the Editors of Consumer Reports Magazine, 1972 Many factors contributed to this meteoric rise in popularity of the cigarette, including improved cigarette paper, automatic manufacturing machinery that lowered the price, and intensive nationwide advertising campaigns for the new cigarette brands. But the major factor was the appearance of a new type of tobacco––– known variously as "bright," "flue cured," or "Virginia"––– which made cigarette smoke more readily inhalable. Cigarettes made of the new tobacco were called mild ("not a cough in a carload") because the smoke could be drawn deep into the lungs. The size of the new cigarettes was also admirably adapted to the nicotine dose most people prefer. It was therefore easier for women and children to learn to smoke cigarettes; the likelihood of nicotine overdose among novices, with such acute toxic side effects as pallor, sweating, nausea, vomiting, and even loss of consciousness (fainting), was minimized.

Contents of Recent Issues Since 1994 we have been able to add the text of each article in pdf format. Issues are available free on the web three years after their publication date. Abstracts are available for more recent issues. Click here for tables of contents , indexed by year. Editorial Note The contents of this journal reflect a broad interpretation of fiscal studies; articles concerned with the whole range of ways in which government action affects the private sector of the economy. The intention is to provide a forum for material which is accessible to a wider audience than that of academic journals in economics, and is often more topical than the publication schedules of such journals can accommodate, but which is nevertheless thoughtful and original. We are keen to encourage submissions from individuals not associated with the Institute, particularly from academic economists working on applied problems whose results have topical policy application. Fiscal Studies has always promoted the dissemination of quality research in a form understandable to a wide audience, and we intend to strengthen this tradition. To maintain the topicality of the journal, submissions will be refereed quickly.
