Mongolian Stock Exchange

Revisions to the Securities and Exchange Law, adopted by the Parliament in December 2002, brought a number of changes in the status of the market participants, a minimum in the amount of equity, and the responsibilities of the Exchange. For example, these revisions stated that the Mongolian Stock Exchange (MSE) would become a profit-making entity, the minimum amount of equity to be not less than 1 billion tugrugs (US$ 0.9 million). Brokers and dealers are to set an equity amount of more than 50 million tugrugs (US$ 0.04 million). This resulted in a decrease in the number of securities companies in compliance with the new regulations from 34 to 26 or a 30% decrease from the previous year. (Excerpt from 2003/2004 FEAS Yearbook)

The decision to suspend trading in Pakistan was taken on Sunday
Financial market regulators in Pakistan have announced that the country's three stock exchanges will remain closed until next week. The exchanges have not traded since Monday.
The expectation is that after the opening the initial few hours are going to see pretty steep slides
Fahran Bokhari, Financial Times correspondent The initial decision to suspend trading was taken last weekend but markets were expected to re-open on Thursday. Regulators are concerned that when the markets do re-open, heavy selling will take place, prompted by expectations of military retaliation for the terrorist attacks in the US. Following the attacks last Tuesday, the benchmark 100-share index of the Karachi Stock Exchange shed more than 9% as investors rushed to sell their shares. Pakistan has stock markets in Karachi, Lahore and Islamabad.

May 21, 2004: 6:50 PM EDT By Alexandra Twin, CNN/Money Staff Writer NEW YORK (CNN/Money) - The Nasdaq rallied Friday and the broader market posted more muted gains, thanks to upbeat earnings and a drop in oil prices. For the week, the major indexes closed narrowly mixed. The Nasdaq composite (up 15.50 to 1912.09, Charts ) added 0.8 percent, the Dow Jones industrial average (up 29.10 to 9966.74, Charts Charts ) index gained 0.4 percent. Treasury prices fell, pushing their yields higher. The dollar declined, boosting gold and other dollar-traded commodities. For the week, the Dow lost 0.45 percent, falling for the fourth week in a row, its worst stretch since January through early February 2003, when it also fell for four weeks in a row. Higher oil prices, the events in Iraq and elsewhere in the Middle East, and worries about how much the Federal Reserve will raise interest rates this year have weighed on markets for weeks. But there was progress on some of those issues Friday, and that lent support to the market.

Visit their home page: http://www.nyse.com The NYSE uses an agency auction market system which is designed to allow the public to meet the public as much as possible. The majority of volume (approx 88%) occurs with no intervention from the dealer. Specialists (specs) make markets in stocks and work on the NYSE. The responsibility of a spec is to make a fair and orderly market in the issues assigned to them. They must yield to public orders which means they may not trade for their own account when there are public bids and offers. The spec has an affirmative obligation to eliminate imbalances of supply and demand when they occur. The exchange has strict guidelines for trading depth and continuity that must be observed. Specs are subject to fines and censures if they fail to perform this function. NYSE specs have large capital requirements and are overseen by Market Surveillance at the NYSE. Specs are required to make a continuous market. Most academic literature shows NYSE stocks trade better (in tighter ranges, less volatility, less difference in price between trades) when compared with the OTC market (NASDAQ). On the NYSE 93% of trades occur at no change or 1/8 of a point difference. It is counterintuitive that one spec could make a better market than many market makers (see the article about the NASDAQ). However, the spec operates under an entirely different system. The NYSE system requires exposure of public orders to the auction, the opportunity for price improvement, and to trade ahead of the dealer. The system on the NYSE is very different than NASDAQ and has been shown to create a better market for the stocks listed there. This is why 90% of US stocks that are eligible for NYSE listing have listed.

Glossary
AGENT - one who trades on behalf of their customer. AUCTION MARKET - a centralized, continuous, open, exchange trading environment where securities are bought and sold. BID - the price at which a person is willing to buy a particular stock. A bid indicates desire to buy. BROKERAGE FIRM/HOUSE - an investment organization that buys sells securities for their customers. BUY-SIDE - a buy-side firm holds a customer's money and makes buy and sell decisions on their behalf. Mutual funds, pension funds and trust companies are buy-side institutions. A buy-side firm must utilize a sell-side firm to execute the trading of securities. Buy-side firms are institutional investors. DEALER MARKET - Nasdaq and the OTC market are considered dealer markets. Dealers are not assembled in a centralized place like an exchange, but, rather, are located across the U.S. in different offices. Dealers are linked electronically by phone and computer which enables them to review and record stock prices. Nasdaq dealers also execute transactions for buying and selling Nasdaq securities. DOW JONES EXCHANGE MEMBERS - include brokerage and specialist firms who have ownership in the exchange. All exchange members are must meet certain federal requirements before being permitted to own a seat and trade securities.

Special Feature From LowTax Online TaxWire Introduction: The Evolution of Offshore Stock Exchanges There is no such thing as an 'offshore' stock exchange, in fact, there are just some stock exchanges that are based in low-tax or 'offshore' jurisdictions, and they don't share any characteristics that set them apart from 'onshore' stock exchanges, except perhaps their small size, with Hong Kong, Ireland and Switzerland as exceptions. The Irish Stock Exchange was indeed until quite recently a subsidiary of the London Stock Exchange. Nonetheless, the group of stock exchanges based in low-tax countries may come to share a more important characteristic than their 'offshoreness', and that is survival. 'Offshore' itself has evolved in a Darwinian sense in response to the ever more inhospitable fiscal and regulatory environment presented by the high-tax countries, and offshore stock exchanges were an inevitable development once significant numbers of capital-hungry companies and financial institutions such as investment funds began to migrate to low-tax regions.
