But perhaps the most important facet was international: Fisheries were fast becoming globalized. The United Nations was set up in 1945, as was its Food and Agriculture Organization (FAO). Foreign fishermen found that they could use huge factory trawlers in "international waters" just 3 miles from U.S. coastlines, and two new international fisheries commissions were soon organized: the International Commission for the Northwest Atlantic Fisheries (ICNAF) and the Inter-American Tropical Tuna Commission (IATTC). These new developments brought added responsibilities for enforcement. In addition, U.S. fishermen opened their own distant-water Pacific fisheries, targeting tuna, and the 80th Congress, in 1947, declared a policy of developing and maintaining the enormous fishery resources of the tropical and subtropical Pacific Territories. Thus, the Bureau's Pacific Oceanic Fishery Investigations unit (POFI) was set up at Honolulu, Territory of Hawaii, to explore, investigate, and develop those high-seas fisheries. New mobile research laboratories, devised for special on-site investigations, were deployed from the College Park, Md.; Boston; and Seattle Technological Laboratories. Also in 1950, the agency's Pascagoula, Miss., field station was set up for Gulf fishing and gear research. Studies located new brown and pink shrimp fishing grounds, discovered a new royal red shrimp fishery, and helped establish a longline fishery for tuna and swordfish in the Gulf.

Kaiser Family Foundation commissioned the National Alliance of State and Territorial AIDS Directors (NASTAD) and the AIDS Treatment Data Network (ATDN) to conduct annual surveys of state AIDS Drug Assistance Programs (ADAPs). ADAPs, authorized under Title II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act, provide HIV/AIDS-related prescription drugs to uninsured and underinsured individuals living with HIV/AIDS in the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, two U.S. Pacific Territories (Guam and the Commonwealth of the Northern Mariana Islands) and one Associated Jurisdiction (the Republic of the Marshall Islands). Each state or territory administers its own ADAP, including the establishment of financial and clinical eligibility criteria, ADAP drug formularies, and other key aspects of the program. The National ADAP Monitoring Project provides the most up-to-date data on the fiscal, administrative, and programmatic status of state ADAPs based on one-month snapshots.

    TOKELAU
    Where are the Tokelau Islands?
    Tokelau is a dependent territory of New Zealand consisting of three atolls 500 km north of Samoa (Tokelau means "north"). The central atoll, Nukunonu, is 92 km southeast of Atafu and 64 km northwest of Fakaofo. Each atoll consists of a ribbon of coral motus (islands), 90 meters to six km long and up to 200 meters wide, enclosing a broad lagoon. At no point does the land rise more than five meters above the sea, which makes the territory vulnerable to rising sea levels caused by climate change. Together the three atolls total only 12.2 square km of dry land, but they also include 165 square km of enclosed lagoons. About 1,500 people live on the atolls and another 5,000 Tokelauans live "beyond the reef" in New Zealand (mainly around Wellington), the result of a migration that began in 1963.

    Associated Press Writer U.S. military units on the West Coast will remain under the Hawaii-based Pacific Command for now, despite the creation of a new Northern Command to protect the U.S. mainland and Alaska, Pentagon officials said today. U.S. senators from Hawaii and Alaska had criticized proposals to move Navy and Marine forces in Washington and California to the new Northern Command announced by Defense Secretary Donald Rumsfeld. The new homeland command is to cover the continental United States and Alaska but not Hawaii. Asked about West Coast units today at the Pentagon, Army Lt. Gen. George Casey said, "They remain with U.S. PaCom," referring to the Pacific Command. Casey briefed reporters after Rumsfeld announced the broader changes. Rumsfeld did not mention Hawaii in his announcement. Citing forces in Alaska, Casey said, "The capabilities of those forces are not necessarily needed in support of U.S. Northern Command."

    The issue: The U.S. Labor Department has found that Vietnamese workers in a clothing factory in American Samoa suffered extreme abuse.
    Our view: Hawaii should try to prevent further abuses of workers in American Samoa and other U.S. Pacific territories. APPALLING treatment of workers at a clothing factory in American Samoa demands that the government take measures to prevent further instances of abuse. A federal Labor Department investigation found that workers, mostly Vietnamese immigrants, were often beaten for such infractions as returning to the factory compound after evening curfew. A 21-year-old woman who lost an eye in a disturbance at the plant is now receiving medical treatment in Hawaii. The plant was owned by Daewoosa, a small Korean-owned clothing manufacturer, the New York Times reported. It was closed in January. The Labor Department report said the employer even resorted to withholding food from workers as punishment when they complained about the food "consisting primarily of a watery broth of rice and cabbage." One investigator compared the factory compound to a prison. Workers lived 36 to a room, had not been free to come and go and had often been forbidden to have visitors. Female employees accused managers, mostly native Samoans, of entering their barracks to watch them shower and dress. The workers complained that the Samoan police were reluctant to investigate their complaints of being beaten by guards and managers.
