SAIPAN, Northern Mariana Islands From tropical backwater to lush little loophole, this remote U.S. territory has made itself over in one short decade and emerged as a bit player in the global economy.
But to people like Bijoy Krisno Kundu, Saipan's loophole feels more like a noose.
"I am lost, completely lost," said the young man from Bangladesh, who came to this Pacific island seeking a livelihood but ended up penniless.
Probably 40,000 foreigners double the number of locally born workers staff the garment factories, hotels, nightclubs and construction sites that power the economy of the new Saipan.
These Chinese and Filipinos, Bangladeshis and Thais, brought in under a loose, locally run loophole in the U.S. immigration system, are low-paid and even then often shortchanged. Sometimes they are mistreated and, in some cases, like Kundu's, left without promised jobs.
"And the U.S. government cannot do anything for us," lamented one of Kundu's countrymen, Hafiz Ur Rahaman.

Trust Territory of the Pacific Islands
Scattered across a vast expanse of water as wide as the continental United States are over twenty-one hundred islands that make up the cultural region known as Micronesia. The area includes three major archipelagoes: the Marshalls, Carolines, and Marianas. (Culturally, Micronesia includes Kiribati and Nauru, but the separate political history of these countries excludes them from the archives discussed here.) Having passed through colonial rule by the Spanish, Germans, and Japanese, the islands of Micronesia became a United States administered United Nations strategic trusteeship following World War II. This new arrangement was named the Trust Territory of the Pacific Islands (TTPI). Initially under Navy control, the islands were transferred to the U.S. Dept. of the Interior in 1951. Administrative headquarters, originally in Honolulu, moved to Guam, and finally to Saipan. For administrative purpose, the TTPI divided the islands of Micronesia into six districts based on earlier colonial precedent: the Marshalls, Ponape, Truk, Marianas, Yap, and Palau, with the later addition of Kosrae.

Northern Marianas workers testify in Washington
Sweatshop abuses in US island territory
By Shannon Jones 2 April, 1998 Immigrant workers and federal investigators described horrific abuses and conditions of virtual slavery in testimony before a US Senate committee hearing March 31 on the treatment of workers in the Commonwealth of the Northern Marianas Islands. CNMI is a Western Pacific territory administered by the United States. The Marianas were a major battleground between the United States and Japan in World War II, and the atomic bombing of Hiroshima was carried out from a base in Tinian, part of the island chain. Today the Marianas serve as a base for garment manufacturing and a sex-tourism industry catering to Asian businessmen whose owners have reaped hefty profits by brutally exploiting immigrant workers. The victims, mostly from mainland China, are lured by employers with false promises of a better life. Immigrant workers on the island outnumber US citizens by about 35,000 to 27,000. Those who come to Marianas often pay thousands of dollars to middlemen, who tell them they will arrange good-paying jobs in America. Some 20,000 of these immigrants are crowded into barracks that resemble forced labor camps. Many lack running water, adequate toilets or proper ventilation.

Territory of American Samoa
Background American Samoa Environmental Protection Agency The American Samoa Environmental Quality Commission (ASEQC), was created in 1985 by Executive Order of the Governor. Technical, programmatic and enforcement activities are implemented for the ASEQC by the American Samoa Environmental Protection Agency (ASEPA). ASEPA maintains programs in water quality, drinking water, air quality, pesticides, solid waste, hazardous materials and waste, and public education. The agency and commission are under the Office of the Governor. For the past two years, ASEPA has also been the recipient of an Americorps grant and oversees the training and placement of 20 participants. The ASEPA is directed by Togipa (Tony) Tausaga, who oversees an ASEPA staff of about 20, including a former EPA Region 9 staff (Sheila Wiegman), who is presently on detail to ASEPA from the U.S. Geological Survey. ASEPA is the recipient of an annual EPA Consolidated Environmental Program grant (FY 98 budget is $1.6 million). A local budget of $85,000 is provided to support clean-up activities of Pago Pago Harbor. A continuing problem at ASEPA is the hiring and retainment of qualified staff. ASEPA, with the assistance of PIO, is in the processing of placing two IPA's with ASEPA this summer, to assist them with their water quality and underground storage tanks program.

United States territory
The United States territory is the extent of region under the control of the United States of America federal government. These regions, districts, and divisions are under the supervision of the United States federal government. The United States territory is a clearly defined geographical area and refers to an area of land under jurisdiction of United States federal governmental authority. This extent of territory is all the area belonging to, and under the dominion of, the United States of America federal government (which includes tracts of land lying at a distance from the country) for administrative and other purposes. Territories have historically been divided into incorporated territories and unincorporated territories. Incorporated territories are areas which are intended to become states, while unincorporated territories are not. Since the admission of Alaska and Hawaii, there are no incorporated territories of the United States. Territories should also be distinguished from commonwealths, such as

USS Kitty Hawk U.S. Japan complete bilateral training HAIGASHI-FUJI TRAINING AREA, Japan - U.S. Soldiers from 2nd Battalion, 35th Infantry Regiment dismount a Blackhawk helicopter during Operation Keen Sword with the Japanese Ground Self-Defense Force. The Operation is the seventh in a series of regularly scheduled joint/bilateral field training exercises since 1986 involving the Japanese Maritime Self-Defense Force and the United States military.
