of this Page Department of Urban and Environmental Policy and Planning I ssues of environmental justice affect a wide and disparate range of constituencies and communities. Nevertheless, the common themes of environmental degradation and community exclusion characterize many of the problems that minorities and communities of color face in their daily lives. The phenomena of urban and suburban "sprawl" provide important examples of the multiple problems faced by communities of color in coping with the environmental degradation around them. As part of its focus upon land use planning and urban policy, the Department of Urban and Environmental Policy will offer a Summer Term course in 2001 on "Urban Sprawl and Environmental Justice." T he course is designed for both undergraduates and graduate students who seek an introduction to the social dimensions of urban planning and policy issues. In addition, mid-career students with practical experience of urban planning problems will find that the course provides an excellent opportunity to pursue focused research on specific case study material. The Landscape:
The 76-mile Gaviota Coast is located in Santa Barbara County beginning 120 miles northwest of Los Angeles, and encompasses many of the coastal watersheds of the Santa Ynez Mountains. The Coast is well known for its remote beaches, rural landscapes, and expansive ocean, island and mountain views.
The Threat:
The Gaviota Coast has no official designation to protect the scenic qualities of the area. Urban development, including a hotel, housing development, and a big box mall, crowd the urban limit line on the eastern end of the coast. On the rural side of the urban limit line the development of 55 mansions is proposed for the sensitive bluffs and uplands of the 450-acre Naples Antiquated Subdivision. Large development companies, which own several ranches along the coastal terrace located immediately west of Goleta, are proposing major projects. Four area landowners are seeking to increase their development potential by initiating legal action against Santa Barbara County. Asking prices of $30,000/acre for large agricultural parcels and $10,000,000 for building sites imperil the long-term economic viability of existing farmers.

Tribune Reporter Boomburb, zoomburb, snout house, ball pork and litter-on-a-stick. These terms and more are being offered by Dolores Hayden, a professor of architecture, urbanism and American studies at Yale University, as ways to describe aspects of urban sprawl. A capacity crowd of about 280 people in the University of New Mexico's Northrop Hall Auditorium heard Hayden talk Monday on the history of suburbs since the 1840s. "A Field Guide to Sprawl," the title of the presentation, is also the title of a book by Hayden that will be published in June. In the book, as in her lecture, she uses aerial photographs of sprawl to illustrate what the words mean. A boomburb, she explained, is a fast-growing suburb. A zoomburb is one that's growing even faster. Snout houses have garages bluntly pointing out at the street. Subdivisions in which all houses face the street with such garages are "snoutscapes."

The phrase evokes images of tentacles of asphalt spreading of their own accord across the landscape, gobbling up unsuspecting forests and fields, morphing simple farmers into greedy land speculators, and forcing us all into ranch houses a five-minute drive from the nearest strip mall. Horrors! Whatever is to be done? Well, the urban planners have a solution for us, called "smart growth." All we have to do to be saved from the dread sprawl is buy into pre-packaged notions about how everybody should live, and surrender some of our property rights and those of our neighbors, too. Silly, ain't it? Much of the concern is over what is really a natural process. People need places to live, more people need more places to live, and with a variety of options available to a prosperous and mobile society, some of those folks are going to try to distance themselves from smog and concrete. As Peter Gordon and Harry Richardson of the Cascade Policy Institute wrote , "[m]ost people throughout the country are choosing to live away from commercial areas, enjoying the private spaces afforded by single-family homes set back from streets and the mobility and accessibility offered by the private automobile."

    Race, Poverty, and Urban Sprawl: Access to Opportunities Through Regional Strategies by john a. powell
    This article attempts to demonstrate the need for social justice and urban civil rights advocates to focus on sprawl as well as concentrated poverty. The article posits that these are as much civil rights issues as environmental or land use issues and that sprawl has frustrated civil rights efforts. Indeed, there is strong evidence that racialized concentrated poverty is both a cause and product of sprawl and that, due to this interrelationship, concentrated poverty cannot be addressed without addressing sprawl. To examine this relationship, the author explores how the phenomena of gentrification and the revitalization strategy of in-fill operate differently in rich, middle-class, and poor cities. Finally, the author argues that concentrated poverty and sprawl are regional issues that can only be addressed on a regional level; therefore, it is a mistake for social justice and urban civil rights advocates to leave the regional discussion to environmentalists and land use planners. Introduction This article explores the relationship between sprawl and concentrated poverty. Although there has been inadequate attention given to this relationship, a number of scholars have recently begun to examine it more closely.

    A proposal was submitted to the County Planning Department to locate a factory in the middle of the West Cajon Valley, at Highway 138 and Hess Road. This proposal required changing the zone on an eight acre parcel, surrounded by approximately 2000 acres of Rural Living and many more thousands of acres of National Forest, from Rural Living to Community Industrial. The homeowners in the valley felt this was an immediate and indisputable threat to the rural lifestyle that they had moved here for. Many, many hours of time and thousands of dollars went into fighting this attack on our rural lifestyle. We are very appreciative and humbled by the outpouring of support that we received from our neighbors in the Tri-Community area of Phelan, Pinon Hills and Wrightwood. Fortunately, the applicant has now withdrawn the proposed General Plan Amendment. We applaud her for the concern for the valley that this action displays. However, this proposal served as a wake-up call for the West Cajon Valley homeowners. We were dismayed, given the County’s planning staff’s report and recommendation for denial, that this proposal was approved by the Planning Commission on a 3-2 vote. The proposal was ready to be heard by the Board of Supervisors in just a few days when it was withdrawn.

    What is Urban Sprawl?
    Urban Sprawl is low density, automobile dependent development beyond the edge of service and employment areas. It is ubiquitous and its effects are impacting the quality of life in every region of America, in our large cities and small towns. Urban sprawl can be measured using the U-Index (Human Use Index). The U-Index is a measure of the total watershed area that is covered by either urban or agricultural lands. Based upon the information provided by the U-Index, the greatest areas of urbanization in the Mid-Atlantic region occur in the Chesapeake Bay area. Why should we be concerned?
    Since the end of World War II, the American Dream has been defined as a house in the suburbs and two cars in the driveway. Sparked by a series of federal and state government policies, including home buying subsidies provided by the GI Bill, massive road building projects and community planning designed around the car, Americans abandoned the cities for greener pastures in suburbia. It is clear that public spending can, and does, affect private decisions about where to live, where to work, and where to build.
