Delivery of food to U.S. military forces in Europe is running smoothly, but those of us in Rotterdam, The Netherlands, experienced many anxious moments during a week-long delay in the distribution of containers of food products in late March. Our success in resolving the issue is due to the cooperative efforts of our many European partners. Problems for the 598th Transportation Group and the 838th Transportation Battalion began March 21, when Sealand Performance arrived in Rotterdamthe same day several cases of foot-and-mouth disease were discovered in The Netherlands. Fifty-two out of 60 of the 40-foot containers on the Sealand contained meat and dairy products.

The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. The UK currently is weighing the degree of its integration with continental Europe. A member of the EU, it chose to remain outside of the EMU for the time being. Constitutional reform is also a significant issue in the UK. Regional assemblies with varying degrees of power opened in Scotland, Wales, and Northern Ireland in 1999.

October 10, 2000 In October 1998 Tony Blair launched an initiative on European defence in a speech at Pörtschach. He had been dismayed by the inadequacy of European diplomatic and military performance in the Balkans. It undermined the credibility of the EU's common foreign and security policy. It corroded the Atlantic alliance by giving comfort to those in the U.S. who argue that the Europeans refuse to assume their share of the burden. He saw that the Europeans lack military transportation over long distances; logistical support to sustain fighting forces for long periods away from home; and enough capabilities such as airborne surveillance, precision-guided munitions and command, control and communications. The Kosovo campaign in particular showed up these deficiencies. Blair's aim was, and remains, three-fold:

The Port of Bremerhaven is located in Land Bremen. Land Bremen, the official name of which is Free Hanseatic City of Bremen, is the political successor to the old city-state of that name.
The term "Bremerhaven" (Port of Bremen) was first applied to several strips of land along the embankment of the Weser River which had been purchased by Bremen from Hannover and Prussia in 1827 for the construction of a new Bremen port. This land was situated in approximately the same location as the present Bremerhaven port area. The City of Bremerhaven, as now constituted, did not come into existence until after World War II when the former Prussian City of Wesermünde became the Bremen City of Bremerhaven.

On 28 January 1998, the United Kingdom of Great Britain and Northern Ireland ratified the Protocols additional to the Geneva Conventions of 12 August 1949, relating to the Protection of Victims of International Armed Conflicts (Protocol I) and relating to the Protection of Victims of Non-International Armed Conflicts (Protocol II), adopted in Geneva on 8 June 1977.
The Protocols will come into force for the United Kingdom on 28 July 1998.
This accession brings to 150 the number of States party to Protocol I and to 142 those party to Protocol II.
The instrument of ratification is accompanied by various declarations, thetext of which is given below:
I also have the honour to lodge with the Government of the Swiss Federation, as the depositary of Additional Protocol I the following statements in respect of the ratification by the United Kingdom of that Protocol:
(a) It continues to be the understanding of the United Kingdom that the rules introduced by the Protocol apply exclusively to conventional weapons without prejudice to any other rules of international law applicable to other types of weapons. In particular, the rules so introduced do not have any effect on and do not regulate or prohibit the use of nuclear weapons.
