Country profile: Uganda
Since the late 1980s Uganda has rebounded from the abyss of civil war and economic catastrophe to become a model of relative peace, stability and even some prosperity. In the 1970s and 1980s Uganda was notorious for its human rights abuses, first during the military dictatorship of Idi Amin from 1971 to 1979 and then after the return to power of Milton Obote, who had been ousted by Amin. During this time up to half a million people were killed in state-sponsored violence. However, since becoming president in 1986 Yoweri Museveni has introduced democratic reforms and has been credited for substantially improving the country's human rights record, notably by reducing abuses by the army and the police. In addition, Mr Museveni introduced Western-backed economic reforms which produced solid annual growth and falls in inflation in the 1990s. In 2003 Mr Museveni proposed that a 17-year ban on multiparty politics should be lifted, subject to a referendum.

Uganda: What Women Do Well Winnie Bayanima is a member of the Constituent Assembly in Uganda. She participated in the writing of Uganda’s 1994 Constitution, and has worked on the development of a number of innovative strategies, from reaching out to gender-sensitive males to publishing an annual publication assessing women’s rise to power. I come from a country that is poor and war torn. Women have emerged as important stakeholders in the peace-building process of the last 14 years, as well as in the development process. In Uganda, it is accepted that women must be included in decision making in all arenas.
I’ve been elected twice to the Constituent Assembly, the first time in 1994. At that time, we were writing a new Constitution, and it quickly became clear that much needed to be done if we were going to make it gender-sensitive. We built a caucus for women that also included the disadvantaged groups within the Assembly, such as people with disabilities, youth, and workers. We also added a category we called gender-sensitive men, or GSMs. Being invited to become part of the caucus as a GSM became something to be proud of. The title did not go to just any man; we only gave it to those men who had a consistent record of defending women’s issues. This broad caucus eventually helped us create a gender-sensitive Constitution, which includes a one-third quota for women in local governments. We are happy and humbled to see the strategy of caucusing spread to the eastern and southern regions of Uganda.

Uganda Bans Caning On African Children's Day
By Moses Draku, PANA Correspondent KAMPALA, Uganda (PANA) - Uganda on Monday officially banned the caning of children in schools, the country's state-owned radio reported. The ban was announced in Kampala on the Day of the African Child, which is observed all over the continent in memory of the South African children who were massacred by policemen of the apartheid regime during the 1976 students' uprising. With immediate effect, caning of children and all forms of punishment that inflict pain in school children during the learning process is prohibited, said the minister of state for education, in-charge of primary education, Brig. Jim Muhwezi, in a statement read on Radio Uganda. June 16 was in 1990 designated by the Organisation of African Unity (OAU) as the Day of the African Child to mark the day of the African child. Uganda has commemorated this day since 1991. The government of Uganda is committed to the promotion of the rights of a child, as a fundamental human rights that must be observed by all citizens, Muhwezi said in the statement, read on his behalf by his Permanent Secretary Ben Otto.

Jinja is the second largest city in Uganda, on the shores of Lake Victoria, approximately 100 miles from the capital City of Kampala. It has a population of 65,000 that swells to 100,000 during the day, when trade and commerce is active.

On March 6th, 2001, the Ugandan Minister in charge of security wrote a letter to the Speaker of Parliament listing countries ‘deemed’ hostile by the Government of Uganda. On the list of these countries and organizations, was included the Government of the Republic of Rwanda, a position re-affirmed by President Yoweri MUSEVENI, himself, in a radio interview on March 11th, 2001. The Government of Rwanda wishes to make it categorically clear that it is in no way hostile to Uganda. As to why the Ugandan authorities should have chosen this particular time to label Rwanda as hostile, is a question that can only be answered by the Kampala authorities. What is appalling is that the Government of Uganda should hide behind the Kisangani events to classify Rwanda as an enemy. Uganda is now claiming that the events in Kisangani have never been ‘fully explained’, and that it is on this basis that they are categorizing Rwanda as a hostile nation. Ugandan soldiers who took part in the fighting have testified that their commanders were responsible for the fighting between the two armies at Kisangani.

Rwanda, Uganda still arming militias in Congo, U.N. report says

NAIROBI, Kenya - A top-secret United Nations report has concluded that Rwanda and Uganda still are arming militias in the Democratic Republic of Congo and plundering its mineral wealth, despite withdrawing their troops under the terms of an internationally brokered peace deal last year. The 12-page document, obtained by Knight Ridder, also alleges that senior officials in Congo's five-month-old coalition government are using their new positions and clout to siphon money from diamond mines and other state-owned enterprises to create and maintain private militias and bolster political war chests. The findings, the result of a 10-month probe by a panel of U.N. experts, cast doubt on the long-term success of the international effort to end the five-year civil war that has killed more than 3 million people.
