Catholic Information Service for Africa: The Lord's Resistance Army (LRA), a rebel movement operating in northern Uganda is blaspheming by associating their movement with the name of God, yet their activities go against the fundamental teachings of Christianity. And the Ugandan government has been accused of taking advantage of the war in the north to gain international sympathy.

The CONSTITUTION - PREAMBLE
We the People of Uganda
Recalling our history which has been characterised by political and constitutional instability;
Recognising our struggles against the forces of tyranny, oppression and exploitation;
Committed to building a better future by establishing a socio-economic and political order through a popular and durable national Constitution based on the principles of unity, peace, equality, democracy, freedom, social justice and progress;
Exercising our sovereign and inalienable right to determine the form of governance for our country, and having fully participated in the Constitution-making process;
Noting that a Constituent Assembly was established to represent us and to debate the Draft Constitution prepared by the Uganda Constitutional Commission and to adopt and enact a Constitution for Uganda:
Do Hearby, in and through this constituent Assembly solemnly adopt, enact and give to ourselves and our posterity, this Constitution of the Republic of Uganda, this 22nd day of September, in the year 1995.

May 7, 2004 COUNTRY DESCRIPTION: Uganda is a landlocked developing country in central/east Africa. Infrastructure is adequate in Kampala, the capital, but it is limited in other areas. ENTRY REQUIREMENTS: A passport, visa and evidence of yellow fever vaccination are required for entry. Travelers should obtain the latest information and details from the Embassy of the Republic of Uganda , 5911 16th Street, N.W., Washington, D.C. 20011; telephone (202) 726-7100; Internet site: www.ugandaembassy.com; e-mail: ugembassy@aol.com. Travelers may also contact the Ugandan Permanent Mission to the United Nations, telephone (212) 949-0110. Overseas, inquiries may be made at the nearest Ugandan embassy or consulate. SAFETY AND SECURITY: U.S. citizens living in or planning to visit Uganda should be aware of threats to their safety from insurgent groups, particularly in the northern region near the border with Sudan, along the western border with the Democratic Republic of Congo, and in the southwest near the border with Rwanda. Insurgent groups have at times specifically targeted U.S. citizens. They have engaged in murder, armed attacks, kidnapping, and the placement of land mines. Although isolated, incidents occur with little or no warning. In March 2004, two Americans were murdered in northwestern Uganda in Yumbe District; the motive was not immediately clear. Armed banditry is common in the Karamoja region in northeastern Uganda.

    Uganda
    is a country in East Africa. The capital is Kampala. The dominant religion is christianity (roman catholicism and protestantism), indigenous beliefs and islam (sunni). The official language is English, main other languages are Ganda, Nyankore, Chiga, Soga and Lango. Uganda has a population of around 26 million on 199,710 km². The country is a presidential democracy on a non-partisan democratic base where there is no fair chance for the opposition. It is divided in 56 districts.     History: For most of the period since independence in 1962, politically inspired violence has been endemic in Uganda. President Obote, who banned opposition parties in 1969, was overthrown by the notorious Idi Amin, who remained in power until he was deposed by a joint force of Tanzanian forces and Ugandan exiles in 1979. Obote subsequently returned to office but he too found himself fighting guerrilla groups – the remnants of Amin’s army and Yoweri Museveni’s National Resistance Army (NRA). The third major military force in the country was the Uganda National Liberation Army (UNLA), led by Tito Okello. In July 1985, Obote was overthrown once again, this time by a military council with Okello at its head. The Okello government lasted just 6 months, a period dominated by fighting against Museveni’s NRA. The latter, enjoying more popular support than Okello’s UNLA, took control of the capital in January 1986, and established a National Resistance Council to govern the country. Many of Uganda’s problems in recent years have had their origins in relations with its various neighbours. Relations with Kenya have been fairly good but in the case of Sudan, both governments have regularly accused the other of supporting regional insurrections. Sudan has long claimed that Uganda supports the Sudanese People’s Liberation Army (SPLA). Meanwhile Sudan has evidently given some backing to the bizarre and extremely violent Lord’s Resistance Army (LRA), a quasi-religious outfit that has terrorised the border regions of northern Uganda by deliberately targeting civilians.

    GOVERNMENT AND POLITICS
    Government: Legal basis of government 1967 Constitution modified by decrees of the National Resistance Movement (NRM) after 1986. The National Resistance Council (NRC) wields supreme authority and power as interim government expected to last until January 1995. Resistance Councils (RCs) exist on district, county, subcounty, parish, and village levels, each elected by council members of next lower level and by universal suffrage at village level. Administrative Divisions: Uganda divided into 34 districts, 150 counties, and 129 municipal governing units. Courts: Legal and court systems heavily influenced by British common law and practice, supplemented by Islamic law and customary institutions and laws. Supreme Court of Uganda highest court, below which are series of appeals courts; civil disputes in hands of local resistance committees. Politics: Two main parties, Uganda People's Congress (UPC) and Democratic Party (DP). Organized political activity suspended in 1986. In February 1989, elections held for all resistance councils, including some seats on NRC. Foreign Relations: Nonaligned foreign policy; enthusiastic supporter of African and regional economic and political cooperation. President Yoweri Kaguta Museveni elected chair of Organization of African Unity (OAU) in July 1990.
