    This document is a speech by the Hon. Minister of State for Ethics and Integrity on the implementation of the government's "Strategy and Plan of Action to Fight Corruption and Rebuild Ethics and Integrity in Public Office". The majority of the speech is a summary of the government's measures, successess and achievements in the priority areas in the 2000-03 anti-corruption plan and strategy. In the final part though, the Minister mentions a number of significant "constraints to combatting corruption" in Uganda, but it is diffucult to evaluate to which degree these constraints have offset the successes in the priority areas.     Uganda Government Cracks Down on Cigarette Sales
    November 19, 2003 KAMPALA, UGANDA Selling cigarettes by the stick could soon be illegal in Uganda, if the ministry of health's proposal passes, according to the (Kampala) Monitor The recommendation proposes to make cigarettes available only in packets of 20 sticks or more. The regulation is being considered by the Uganda National Bureau of Standards committee developing tobacco-control standards, which is part of the ratification process for the Framework Convention on Tobacco Control, the first convention on tobacco. In addition to restricting the number of sticks sold at one time, other proposals include tougher and bolder warning labels on the cigarette packets. The ministry of health recommends that the warning cover a third of the packet on all faces of the packet. Also, the warnings need to be "specific and precise," such as indicating that cigarette smoke can cause lung cancer. NACS Daily previously reported that controversy exists over exactly what the warnings should say, with some tobacco-control advocacy groups pushing for graphic pictorial warnings. The Environmental Action Network also suggests warnings such as "cigarette smoke causes lung cancer, damages health and kills" and "cigarette smokes kills unborn babies, is addictive, causes gum disease, mouth cancer and lung cancer."

    Uganda, once referred to as the "Pearl of Africa" by the European explorer Jonathan Livingstone, is well endowed with natural and human resources Now, life is improving for many Ugandans. The economy is growing and infrastructure is being developed in all rural areas. The United Nations Capital Development Fund (UNCDF) has been active in Uganda since the early 1980s, working closely with the UN Development Programme (UNDP) and other multilateral and bilateral donors to assist the government with a wide range of projects. UNCDF’s current programme in Uganda is in line with the Fund’s policy of assisting Least Developed Countries (LDCs) that are committed to principles of good governance and decentralization. Uganda is one of UNCDF’s 15 "Concentration Countries" where it focuses all current programming. This country information brief is meant to offer an insight into UNCDF programmes in this country.

    The two projects (DDP and KDDP) provide for the transfer of functions, responsibilities and resources from the central to local governments. They are also providing valuable lessons for similar projects elsewhere, where other donors like the World Bank are assisting the central government in its effort to decentralize.

    By Abraham Odeke in Karamoja, eastern Uganda During my visit to the semi-arid region of Karamoja, I asked my guide to arrange a meeting with some of the Karamojong warriors in the villages surrounding Moroto town, in the east of Uganda. The guide sent a message to Matheniko County and after three hours a reply arrived.
    Our Yamaha motorbike rolled down the Matheniko countryside where armed warriors could be seen grazing their short-horned cattle
    The cow is at the centre of the Karamojong value system, and cattle rustling is a way of life, particularly for men who need the animals for dowry. The Karamojong have been armed for the past 20 years and use the guns in interclan and cross border cattle rustling raids. The government early this year launched a high profile disarmament campaign saying it wanted 200,000 weapons handed in by the Karamojong.

    Kampala - The body of Uganda's deposed tyrant Idi Amin Dada can be returned for burial, but not at the expense of the State, government spokesman, Nsaba Buturo said here Saturday.
    Amin's death was confirmed Saturday morning by hospital authorities in Saudi Arabian city of Jeddah where Africa's worst dictator has been in self-imposed exile, since being ousted in 1979 by Tanzanian soldiers led by exiled Ugandan guerrilla forces. His death follows three weeks of being in coma and only aided by a life supporting system due to a combination of diabetes, high blood pressure and excessive weight of close to 200 kilos. "Family arrangement can be made to return Amin's body for burial at his home, but government is not prepared to meet the cost," Buturo, who is also information minister, told PANA Saturday. "Government also resolved not to accord him a state funeral. He is like any other citizen who can be buried at his home and not at the state burial site of past leaders," Buturo added.
