McCall Excerpts from a talk to the Caxton Club, September 25, 1997. Almost four years ago, Mrs. McCall and I went on a great adventure. We volunteered to serve in the Peace Corps teaching English and were assigned to the former Soviet Republic of Turkmenia, now Turkmenistan. We arrived in the capital city of Ashgabat in October 1993, as part of the first Peace Corps team in Turkmenistan. Peace Corps groups had aleady been sent to the neighboring republics of Kazakhstan, Uzbekistan and Kirghistan. When we arrived, 32 Americans, we doubled the population of native English speakers in the country. That included European Community people from England and Ireland there on a variety of programs, the American ambassador and his staff, plus Peace Corps administrators. After three months of orientation, we were out among the people, paid our living allowance not in U.S. dollars or Russian rubles but in manat, the local currency.

Carol's Recipie for Plov (pronounced "plove"rhymes with "rove") Plov is a main dish which is eaten by many ethnic groups in Turkmenistan. Some groups have their own variation of this recipe. An Oighur version can be found on the GlobaLearn site, under " Madina's plov ". Another variant includes dried apricots. The recipe below is closer to the Turkmen version, and it serves 6 to 10 people. I created this recipe based on cooking experiences which I had with Sonya Bagirova in Buzmein, and Gulya and Berdi Orazsohatov, in Bairamali, Turkmenistan. Many thanks to them for opening their homes, kitchens, and hearts to me. Ingredients: At least 1 pound of carrots. The more carrots you use, the sweeter and richer the plov will be. 1 head of garlic 4 to 5 medium yellow or white onions One to one-and-a half pounds of beef (get a cut with fat marbled through itit's much more tender when fried than the "lean" varieties). Rice (not Minute ricetoo dry) Salt Vegetable oil (preferably Canola oil. I don't recommend olive oilit

Political Parties and Movements WEEKLY NEWS BRIEF ON TURKMENISTAN June 4-10, 2004 Overview Because of strict censorship, what is arguably the most significant news on Turkmenistan this week the decision by the US government to withhold imposing sanctions targeting freedom of emigration for another year – went all but unnoticed by residents of the country. Instead, according to official and independent sources, the country was preoccupied with domestic concerns such as the implementation of government orders to dismiss from work holders of foreign decrees, the contracting of new cultural facilities, and ongoing regional negotiations on the legal status of the Caspian Sea. In other international news, the Turkmenistan government’s announcement of new regulations on recognition of foreign educational degrees and of the need to choose between Uzbek and Turkmen citizenships continued to sow confusion in Tashkent and Russia as well as among the affected populations. The Uzbek government declared it was still “not ready” to take a position on President Niyazov’s recent call for ethnic Uzbeks living in Turkmenistan to adopt Turkmen citizenship if they wish to stay.
