    Government: Many Soviet-era officials still in place, 1996; constitution of 1992 stipulates democratic separation of powers, but presidency sole center of actual power under Saparmyrat Niyazov. Legislative branch, fifty-member Milli Mejlis, has same ratification functions as Soviet-era Supreme Soviet. Judiciary very weakjudges appointed by president; Supreme Court reviews constitutionality of legislation. Sixty-member National Council with advisory function, actually subsidiary to presidential power. Politics: Constitution guarantees political freedom, but former Communist Party, now Democratic Party, dominates and retains same structure and propaganda machine as in Soviet era. Niyazov's cult of personality provides further domination. Small, weak opposition groups concentrate on single issues; some groups outlawed. Foreign Relations: Basic policy "positive neutrality"noninterference and neutrality toward all countries and attempts to establish relations as widely as possible. Marketing and transport of natural gas and oil given priority in foreign economic deals. Remains independent of other Central Asian and CIS countries when possible, but maintains strong bilateral military and economic ties with Russia.

    Area: 229,060 sq. km. (188,417 sq. mi.).
    Cities: Capital Ashgabat. Other cities Turkmenabat (formerly Chardjou), Dashowuz, Mary, Turkmenbashi.
    Terrain: 80% covered in subtropical, sandy Karakum Desert, with dunes rising to the Kopet Dag Mountains in the south along the border with Iran; borders the Caspian Sea to the west and the Amu Darya River and Uzbekistan to the east; borders Afghanistan to the southeast, Kazakhstan to the north. People
    Nationality: Turkmen.

    Turkmenistan is the fourth largest republic in the former Soviet Union and the second largest in Central Asia.
    Location: Central Asia . Turkmenistan is bordered by the Caspian Sea to the west, Kazakhstan to the north, Uzbekistan to the east, and Iran and Afghanistan to the south.
    Territories: Five administrative territorial provinces, or velayaty:
    Akhal, Balkan, Dashkhovuz, Lebap, and Mary
    Terrain: Flat-to-rolling sandy desert with dunes rising to mountains in the south. The Kara Kum desert comprises 80 percent of Turkmenistan 's total area and is bound by a series of oases watered by the Amu Darya River in the north and by the Murgab , Tejen, and Artek rivers descending from mountains in the south. The Kara Kum Canal supplies water from the Amu Darya , west towards the Mary Oasis and onwards to Ashgabat.

    His Excellency Saparmurat Niyazov "Turkmenbashi" President of Turkmenistan and Chairman of the Cabinet of Ministers
    Saparmurat Niyazov was born on February 19, 1940, into a worker's family in Ashgabat. His father died in battle in World War II and the remaining members of his family perished in Ashgabat’s massive earthquake of 1948. He was raised first in an orphanage and later in the home of his distant relatives.
    Mr. Niyazov graduated from the Leningrad Polytechnic Institute in 1966 with a degree in power engineering and began work at the Bezmeinskaya Power Station near Ashgabat.
    In 1962 Mr. Niyazov became a member of the Communist Party. In 1985 he was appointed Chairman of the Council of Ministers of Turkmenistan and was subsequently elected First Secretary of the Central Committee of the Communist Party of Turkmenistan, the highest state and party post. On January 13, 1990, Mr. Niyazov became Chairman of the Supreme Soviet, the supreme legislative body in the republic.

    (Redirected from Turkmenistan/Government Following the end of the Cold War and the breakup of the Soviet Union , Turkmenistan declared its independence on October 27 Saparmurat Niyazov became the first president of the new republic and still remains the supreme decisionmaker. On December 28 , Niyazov's term was extended indefinitely by the Mejlis (parliament), which itself had taken office only a week earlier in severely flawed elections that included only candidates hand-picked by President Niyazov. Independent political activity is not allowed in Turkmenistan, and no opposition candidates were allowed. The Democratic Party of Turkmenistan (DPT) is the only legal political party. Political gatherings are illegal unless government sanctioned, and the citizens of Turkmenistan do not have the means to change their government democratically. While the constitution provides for freedom of the press, there is virtually no freedom of the press or of association; the government has full control of all media. Only two newspapers, Adalat and Galkynysh, are nominally independent, and they were created by presidential decree. Cable TV, which existed in the late 1980s, has been shut down. The population is overwhelmingly Sunni Muslim. Activities of all but the official Russian Orthodox and Sunni Muslim faiths are severely limited. The persecution of minority religious faiths is common, with particularly severe measures directed toward Baptists, Pentecostalists, Seventh-Day Adventists, Hare Krinsha, Jehovah's Witnesses, and the Baha'i. Many places of worship have been destroyed and practitioners of minority faiths harassed, imprisoned, and/or tortured. Religious congregations are required to register with the government, and individual parishes must have at least 500 members to register.
