RELATED Erdogan: Man on a mission Opposition for Erdogan PM bid ANKARA, Turkey The new government founded under Turkish Prime Minister Abdullah Gul has won a vote of confidence in the Parliamentary General Assembly. Gul's Justice and Development Party (AKP) government will be the first single-party government in 15 years and promises wide social and economic reforms to meet European Union membership and IMF loan criteria. It won 363 of the 550 seats in the assembly at November 3 elections, so winning the simple majority needed was a formality. A pro-Western moderate, Gul was appointed Turkey's new prime minister earlier this month with a pledge to restore the country's economy and secure EU membership. Gul, 52, graduated from Istanbul University with a B.A. and a Ph.D. in economics, which he later taught. He worked as a specialist for an Islamic bank before entering politics as a minister of parliament for the Welfare Party between 1983 and 1991. Several years later, Gul worked with Recep Tavyop Erdogan to form the AKP.

Date: May 3, 2004 6:34 pm Europe must get it before it is too late. Democratically elected governments in Turkey are at the complete mercy of the Turkish military. Cyprus is a loud and clear example that the military has complete power over Turkish policy. For a country that has such EU aspirations it has ignored for the past 30 years UN resolutions that call for the removal of all Turkish forces from this soveriegn island and has violated the articles of the Geneva convention by bringing 100,000 settlers from Turkey to occupy the homes stolen from 200,000 refugees, the legal citizens of EU Cyprus. Now that Cyprus is completely under EU umbrella Erdogan still marches to the beat of the Turkish military who want to hold onto stolen EU property for their family members and profit from the illegal sale of these homes and properties to nationals from all over the world. Most of which are wanted criminals avoiding justice that number exceeds ten thousand.

Turkish government faces collapse
Ecevit, centre, with deputy prime ministers Ozkhan (left) and Bahceli (right) ANKARA, Turkey (CNN) More key Turkish officials resigned Tuesday from the prime minister's Democratic Left Party as ailing Premier Bulent Evecit attempts to keep his government afloat. Five ministers, including deputy premier Husamettin Ozkan, have quit the party over the last two days. A total of 26 parliament members, including the five ministers, have resigned from the party so far. But Sukru Sina Gurel, who held the Cyprus affairs portfolio, was named by Ecevit Tuesday as deputy prime minister to replace Ozkan, a sign that Ecevit is trying to hang on. Ecevit had been expected by many observers to resign Tuesday. Meetings between Foreign Minister Ismail Cem and Economy Minister Kamal Dervis Tuesday and between those two ministers and Ecevit are expected to signal the future of the government. Ecevit is also meeting with former Prime Minister Tansu Ciller.

Human Rights Developments The Turkish government made almost no progress on key human rights reforms in 2000, and failed to take advantage of the opportunity presented by a marked reduction in armed violence by illegal organizations. This was in spite of the strong incentive coming from the European Union, which offered long-awaited recognition to Turkey as a candidate for membership, subject to its meeting human rights conditions. While the government procrastinated, politicians and writers were prosecuted and imprisoned for expressing their nonviolent opinions, and detainees in police custody remained at risk of ill-treatment, torture, or death in custody. A reduction in political violence contributed to a decrease in the overall volume of abuses. There were fewer deaths in custody, suggesting that public and international pressure may have had some inhibiting effect on police interrogators. The military, still an overriding force in politics, was a factor in holding back change, particularly with regard to freedom of expression. The army publicly aired its views on a wide range of non-military issues, including the selection of presidential candidates, and justified these intrusions by reference to its purported role as guardian of the republic against separatism and religious fundamentalism. The government, trapped between powerful conservative elements within the state and demands that Turkey fulfil its human rights commitments, equivocated, trying to please both sides. In late 1999, for example, it temporarily released Akin Birdal, imprisoned for a speech he gave while president of the Turkish Human Rights Association, and issued an amnesty for imprisoned and prosecuted journalists; both actions seemed designed to avoid official embarrassment at the E.U. Helsinki Summit in December. Akin Birdal was rearrested in early March, and prosecutions of journalists resumed and continued throughout 2000.

    by Amy Magaro Rubin S everal U.S. scholars and writers have organized a petition drive to denounce what they say are efforts by the Turkish government to "manipulate" American universities and encourage "fraudulent scholarship." In their petition and in interviews, members of the group say the Turkish government hires U.S. academics as consultants to advise Turkish officials on how to respond to articles and books that implicate Ottoman Turks in the mass killing of Armenians in the early part of this century, and to help them rebut allegations of genocide. The critics say Turkey, to promote its views, also tries to influence appointments to endowed professorships in Turkish studies that it is helping to establish at major universities in the United States. Turkish officials deny any impropriety. Federal law requires American institutions to report to the Department of Education foreign gifts and contracts valued at more than $250,000. The measure was passed in 1987, in an effort to monitor potential foreign influence on American higher education, after large foreign donations sparked controversies at several universities. A revised version of the disclosure law was passed in 1992. Many of the more than 80 scholars and writers who signed the petition had written about the Armenian genocide, and some had received letters from the Turkish Ambassador challenging their work.

    Main Issues

    The Turkish Republic was established in 1923, following the demise of the Ottoman Empire. The Empire had been in a state of decline for several centuries. Inability to keep up with industrial and scientific developments, social and political unrest and wars had sapped its strength. The First World War, in which the Ottoman Empire took part on the losing side, signaled its end. As the Empire crumbled, its Turkish nucleus rose up in a War of Liberation against the invading powers and the Sultan’s government. It was successful and resulted in the Lausanne Peace Treaty of 24 July 1923, which established the international status and boundaries of the new state. The Republic was declared on 29 October 1923. The Treaty provided the basis for the creation of the climate of peace and stability needed by the country. On the other hand, the success of Turkey set an example to many nations struggling for independence in Asia and Africa. Turkey immediately embarked on a course of modernization and reform in all walks of life. Despite the fact that the liberation struggle had been waged against major European powers, she proceeded to establish good relations and cooperation with the West, and based her political and legal systems on modern, secular models. The goal, as expressed by Mustafa Kemal Atatürk, the leader of the nationalist movement and first President of the Republic, was "to reach the level of contemporary civilization". And to achieve this aim, a doctrine for foreign relations was formulated that has held true to this day; in the words of Atatürk, "Peace at home, Peace in the world."

    Comments I think Turkey's muslim population helps to form their reluctance to allow the US to use their country as a jumping off point. Because they could be seen as giving in to the US Christian crusdaders, they know that it could be a very bad move for them politically. They also know that they would love to get those billions in aid dollars. They are trying to toe the line with their muslim population, and with the US government..Similar to the situation in Saudi Arabia and its royal family..   • Concentration of women as cheap labour in labour-intensive industries such as textile, food, ready-made clothing, and tobacco. Low rate of participation of women in the industrial sector especially when compared to the agricultural sector. Gender-bias in the labour market resulting in women working in traditional occupations, and inability of women to apply for jobs considered to be male professions. Lack of legal protection for women working in the agricultural sector as unpaid family workers, and in the industrial and service sectors. Women are concentrated at the lowest levels in the workplace and employment sector. Low status jobs result in low salaries, and discontinuous and temporary work without social security. Inadequate health and security conditions in the workplace put women's health at great risk.
