The Problem of Truancy in America's Communities
Truancy is the first sign of trouble; the first indicator that a young person is giving up and losing his or her way. When young people start skipping school, they are telling their parents, school officials and the community at large that they are in tr ouble and need our help if they are to keep moving forward in life. Research data tells us that students who become truant and eventually drop out of school put themselves at a long term disadvantage in becoming productive citizens. High school dropouts, for example, are two and a half times more likely to be on welfare than high school graduates. In 1995, high school dropouts were almost twice as likely to be unemployed as high school graduates. In addition, high school dropouts who are employed earn much lower salaries. Students who become truant and eventually drop out of high school too often set themselves up for a life of struggle. Truancy is a gateway to crime. High rates of truancy are linked to high daytime burglary rates and high vandalism. According to the Los Angeles County Office of Education, truancy is the most powerful predictor of juvenile delinquent behavior.

The research reported here was carried out at the request of the Scottish Office Education Department in June and in November 1991. A sample of 50 Scottish secondary schools was asked to complete a questionnaire on attendance and unauthorised absence. A sub-sample of six schools also provided more detailed information. IN JUNE 1991 the Scottish Office Education Department (SOED) carried out a wide ranging consultancy exercise on attendance in secondary schools. As part of this exercise, SCRE was asked to undertake a survey of pupil attendance in a representative sample of schools. A sample of 50 schools was drawn up by the Statistics Division of SOED (one in eight of all Scottish secondaries) giving broad representation of Scottish secondaries in general, in terms of size, geographic location, denominational status and percentages of pupils entitled to free school meals. The survey was repeated in November 1991 so that comparison could be made between summer and autumn attendance. The response rate to a long and detailed questionnaire was good: 47 schools replied in the June survey and 41 in the November survey. However, we would suggest caution in making generalisations from the results given the eventual shortfall of nine schools from a small and carefully constructed sample. It should also be noted that the June survey involved S1 - S4 pupils only, while the November survey covered S1 - S6.

The guidance outlines a range of options available to headtachers, including expulsion and drug testing. But it states that parents, pupils and governors should be consulted before implementing such measures. Schools Minister Stephen Twigg said the government is committed to a zero tolerance policy towards drugs in schools. "We believe that headteachers should have every tool in the box when it comes to drug education and prevention, and the guidance issued today gives clear advice on the best ways to deal with any issue around drugs." Pupils vulnerable to drug misuse should be identified and given support, says the guidance. It also states that all schools should have an overall drug policy for educating pupils and managing drugs incidents. All teachers should receive drug awareness training. The guidance was written after extensive consultation with teachers, local education authorities, drug education specialists, police and pupils.

Friday, March 19, 2004 By BECKY CAMPBELL KINGSPORT - A Sullivan North High School student made a poor choice in his solution for dealing with two people who were allegedly threatening him, according to a sheriff's deputy. The 15-year-old student took a Jennings .380 semiautomatic pistol to school Wednesday. Two students who saw the gun reported it to school authorities. No ammunition was found with the weapon, Superintendent John O'Dell said Thursday at a Sullivan County Board of Education retreat. Sullivan County Sheriff's Office Detective Capt. Johnny Murray said the student made a poor choice about how to handle his problem. "There are people who care about them (students) that they can talk to," Murray said. Murray said investigators were on the case all day Thursday interviewing witnesses and tracking down information and rumors related to the incident. "No one was injured," Murray said, but he added that "there were indications that bodily harm could have occurred." Two school officials had been informed about the gun and approached the student, according to the sheriff's office.
