Suspicious letter prompts closing of Treasury Dept. mail facility
By Major Garrett CNN Washington Bureau WASHINGTON (CNN) The Treasury Department's off-site mail facility was closed Friday night for environmental testing after an employee there found a suspicious letter with a Trenton, New Jersey, postmark, CNN has learned. In addition to carrying the Trenton postmark, the letter also had "unusual" writing on the outside, two government sources familiar with the investigation said. A mailroom worker flagged the letter for both reasons, they said. The letter was not addressed to Treasury Secretary Paul O'Neill or any senior Treasury Department officials, the government sources said. The off-site mailroom will be closed until tests on the letter are complete, said Michelle Davis, spokeswoman for the Treasury Department. Those tests could be finished as early as Saturday, she said. The letter did not appear to contain anything suspicious inside and was not lumpy or in any way misshapen, Davis said. The letter was turned over to the Federal Protective Service, the agency that provides security for government buildings outside the White House grounds.

Dear Sir or Madam, OMB Watch is a national nonprofit that promotes government accountability and citizen participation in public issues and decision-making. Because of our commitment to strengthening the voice of the nonprofit sector in public policy debates, we work to protect their advocacy rights and educate them about laws and regulations that impact their advocacy work. We appreciate the opportunity to comment on the issues presented in IRS Announcement 2003-29. We are particularly concerned with Item 5 in the announcement, the “Anti-Terrorist Financing Guidelines: Voluntary Best Practices for U.S. Based Charities” published by the Office of Foreign Assets Control (OFAC) in November 2002. These Guidelines do not distinguish between private foundations and public charities or groups that do international work and groups that do not, but they apply to both. Our comments are made from the perspective of public charities that operate within the United States, and the vast majority of nonprofits fall into this category. From this perspective, the Guidelines are over-broad and have no direct or likely bearing on prevention of terrorist activity. Other organizations, including the Council on Foundations, are submitting comments relating to grantmaking.

Immigrants' Rights Update, Vol. 17, No. 6, October 21, 2003 The U.S. Treasury Dept. granted a victory to immigrants who use consular identity cards, as well as to the banks who serve them, when it announced on Sept. 18 that recently issued rules allowing banks to accept such documents from persons seeking to open accounts will not be changed. The most common such ID card currently being used in the U.S. is the matrícular consular (literally, "consular registration"), which is issued by the Mexican government. As previously reported, shortly after the Treasury Dept. announced final rules implementing new customer identification and verification requirements as mandated by sec. 326 of the USA PATRIOT Act, the rules were opened for new comments (see "Acceptance of the Matrícula Consular in the U.S. is under Attack," IMMIGRANTS' RIGHTS UPDATE, July 15, 2003, p. 3). The request for new comments, which the department made under pressure from members of Congress who are outspoken immigration restrictionists, asked whether banks should be prohibited from accepting foreign government-issued documents other than passports as acceptable forms of ID. Those who submitted comments during the 30-day comment period that ended July 31, 2003, overwhelmingly supported acceptance of foreign identity documents. Of the 23,898 comments submitted, 19,770 (or 83 percent of the total) asked that the rules remain unchanged.

OVERVIEW
The mission of the Tax Division is to handle or supervise civil and criminal matters that arise under the internal revenue laws. The Tax Division strives to ensure consistent application and uniform enforcement of the internal revenue code in order to promote compliance with the tax laws and maintain confidence in the integrity of the tax system.
