Action comes one day after Bush imposes sanctions on Syria
The Treasury Department designated the Commercial Bank of Syria and its subsidiary, the Syrian Lebanese Commercial Bank, as financial institutions of "primary money laundering concern." A Treasury Department news release May 12 said the department has information showing the Commercial Bank of Syria provided financial services to terrorists and their sympathizers and helped launder proceeds from the illicit sale of Iraqi oil. By designating a financial institution as a "primary money laundering concern," the Treasury Department is able to implement a range of options to target money laundering and terrorist financing, the news release said. The Treasury Department action comes a day after President Bush ordered sanctions imposed on Syria because of its alleged support for international terrorism, its continued military presence in Lebanon, its pursuit of weapons of mass destruction, and its attempts to undermine programs to stabilize and rebuild Iraq. Treasury Secretary John Snow announced on February 9 that the Treasury Department's Office of Foreign Assets Control (OFAC) has identified ten entities owned or controlled by the government of Cuba or Cuban nationals that are in violation of the U.S. embargo on trade with, or travel to, the island nation of Cuba. "These ten include entities organized and located in Cuba as well as entities located in Argentina, the Bahamas, Canada, Chile, the Netherlands, and England," the Treasury Department said in a February 9 press release. "Nine of the ten are travel companies specializing in Cuba travel, and one is a gift forwarder to Cuba." The Treasury Department is taking action to ensure that "all property of these entities that is in the possession of persons subject to U.S. jurisdiction is blocked and no persons subject to U.S. jurisdiction may engage in any transactions with these entities unless authorized by OFAC," according to the press release. This action is in accordance with President Bush's October 2003 initiative "to strengthen enforcement of U.S. laws prohibiting transactions related to travel to Cuba and to hasten the arrival of a new, free, democratic Cuba," the Treasury Department explained. "The foreign travel companies identified today provide easy access to Cuba to those U.S. individuals who choose to break the law. Many of these entities use the Internet to advertise and sell Cuban tourism to the U.S. public. U.S. law enforcement officials have intercepted a number of unauthorized travelers whose tour packages were purchased through one of these entities."

US Treasury Dept reopens inquiry into Halliburton's Cayman subsidiary
Thursday, February 12, 2004 HOUSTON, USA: Halliburton, the company formerly run by Dick Cheney, the US vice-president, is facing another investigation, this time over possible business dealings between its Cayman Islands subsidiary and Iran. The oil services company said it had received a letter from the US treasury department, informing it that an inquiry into allegations that Halliburton might have broken trade embargoes had been reopened. The investigation relates to when Mr Cheney was running the company. He was chief executive between 1995 and 2000 before quitting to run for office with George Bush, taking with him a $36m severance package.

Overseas Remittances Promoted by US Treasury Dept. Focus is on promoting competition and development, official says WASHINGTON, DC - 10/14/03 - The US Treasury Department is seeking to promote competition in remittances services in order to lower the cost of sending money from the US to people overseas and to improve overall efficiency. "Remittances are quickly becoming the central source of new foreign capital for many countries," said Assistant Treasury Secretary Wayne Abernathy during recent testimony before the House Financial Services Committee in Washington.

Washington The U.S. and international scientific community has welcomed the Treasury Department's decision not to apply sanctions to the editing and publication of articles written by citizens of countries subject to U.S. trade embargoes. "IEEE [the Institute of Electrical and Electronics Engineers] scored a victory for freedom of the press and the scholarly publishing community with the ruling it received Friday (April 2) from the U.S. Department of Treasury Office of Foreign Assets Control (OFAC)," the institute said in an April 5 news release. "The ruling exempts peer review, editing and publication of scholarly manuscripts submitted to IEEE by authors living in countries that are under U.S. trade embargoes, such as Iran and Cuba," the release said. OFAC's Director Richard Newcomb said in a press release April 5, "Today's ruling makes clear that scientific communities in sanctioned countries may publish their works in U.S. scholarly journals. This process is vital to promoting the free flow of information within the global community of scholarship." The countries subject to U.S. trade sanctions are Iran, Libya, Sudan and Cuba.
