SPACE TRANSPORTATION SYSTEM
SPACE SHUTTLE PROGRAM
    The Space Shuttle is developed by the National Aeronautics and Space Administration. NASA coordinates and manages the Space Transportation System (NASA's name for the overall Shuttle program), including intergovernmental agency requirements and international and joint projects. NASA also oversees the launch and space flight requirements for civilian and commercial use. The Space Shuttle system consists of four primary elements: an orbiter spacecraft, two Solid Rocket Boosters SRB ), an external tank to house fuel and oxidizer and three Space Shuttle main engines The orbiter is built by Rockwell International's Space Transportation Systems Division, Downey, Calif., which also has responsibility for the integration of the overall space transportation system . Both orbiter and integration contracts are under the direction of NASA's Johnson Space Center in Houston, Texas. The SRB motors are built by the Wasatch Division of Morton Thiokol Corp., Brigham City, Utah, and are assembled, checked out and refurbished by United Space Boosters Inc., Booster Production Co., Kennedy Space Center . Average Annual Daily Traffic (AADT): The number of vehicles passing a single point on a road over the course of a year divided by the 365 days in a year. For example, if 100,000 vehicles pass a single point in a year, the AADT is 274 vehicles per day (100,000 divided by 365 equals 274). Citizens Informational Workshop: Workshops will occur prior to key decision points during the study process in order to allow the public to participate and have a voice in the decision making process. Workshops are held using an open house format, allowing citizens to drop in at their convenience. Each series of workshops will be held in three locations: mainland Currituck County, in the Southern Shores/Kitty Hawk area, and on the Currituck County Outer Banks. Coastal Barrier Resources Act (CBRA) of 1982: This legislation establishes the federal government's intent to protect undeveloped portions of the coastal barrier islands from further development by withdrawing Federal incentives for development, including federal flood insurance and assistance for infrastructure. The portion of the Outer Banks north of the terminus of NC 12 is protected by this law. Council on Environmental Quality (CEQ) regulations: The President's Council on Environmental Quality is responsible for implementing the National Environmental Policy Act of 1969 (NEPA). Its regulations for guiding the procedural provisions of NEPA were implemented in 1978. Based on those regulations, the Federal Highway Administration (FHWA) issued Guidance for Preparing and Processing Environmental and Section 4(f) Documents (Technical Advisory T 6640.8A, October 1987).

(see: http://www.aashto.org BTF: Bikeways Task Force The BTF is a citizen advisory group to the TAC which makes recommendations for improving bicycle infrastructure and safety. The BTF also develops special requests for projects which may be funded through the Transportation Efficiency Act. This has included securing NCDOT funding for bicycle parking and trail development, as well as making sure that bicycles are considered in transportation planning. The BTF also developed the Bicycle Transportation Map for Buncombe County. DBPT: The Division of Bicycle and Pedestrian Transportation at NCDOT The DBPT manages bicycle and pedestrian special projects such as educational initiatives, trails, mapping, and others.
