A person who is a least four years of age and under six years of age or weighs between 40 and 60 pounds must be properly secured with a child safety system that elevates the person so that a safety belt or safety harness properly fits the person. "Proper fit" means the lap belt of the safety belt or safety harness is positioned low across the thighs and the shoulder belt is positioned over the collarbone and away from the neck; or a person who is at least six years of age and weighs 60 pounds or more must be properly secured with a safety belt or safety harness. This new law took effect January 1, 2002. The offense for not properly securing your children in the correct safety system is a Class D traffic violation

One of the State Police's highest priorities is to ensure the safety of all those who use New York's highways. As we see it, our job is to make the state's roadways safer by reducing injuries, property damage, and the loss of life caused by motor vehicle crashes, by:
  • Enforcing the Vehicle and Traffic Law and other regulations; Compiling, analyzing, and sharing data on accident causes; and Providing education on safe driving to schools, civic organizations and other governmental groups.
This commitment is supported by an aggressive traffic safety program that works to save lives, reduce injuries, and save state residents millions of dollars otherwise expended as a result of highway crashes. The NYSP ensures New York's highways are safe and that traffic flows efficiently by employing activities such as:
  • Sobriety checkpoints DWI, undersage drinking, and speed saturation patrols Dedicated interstate patrols Commerical vehicle inspections and checkpoints Preemptive checks of establishments dispensing alcoholic beverages
Each year, the Traffic Services Section develops a comprehensive Traffic Safety Plan focusing on enforcement and education. The activities included in the plan address the three primary causes of highway fatalities - excessive speed, driving while intoxicated (DWI), and failure to use seat belts or child safety restraints. The plan also provides for the specialized training and equipment given to troopers to carry out these efforts .

What is drowsy driving? Drowsy driving can mean a number of things, such as falling asleep while driving or simply not paying attention while driving due to fatigue or lack of sleep. Definitions of drowsy driving or driver fatigue rely on how the concept of “fatigue” is defined, which is a general term usually used to describe the experience of being “sleepy,” “tired,” “drowsy,” or “exhausted.” All of these terms have different meanings in research and clinical settings; however, with regard to traffic safety and transportation fields, the terms tend to be used interchangeably. Introduction
Bicycles are human-powered vehicles capable of significant speed. Bicycle driving is the operation of a bicycle according to the laws and scientific principles that apply to the operators of all vehicles on public roads. These "Rules of the Road" represent our society's best understanding of how to minimize collisions while maximizing mobility and access for all citizens. Bicyclists have the legal rights and duties of drivers of vehicles when operating on public roadways according to traffic laws in every US state. Bicycle drivers who operate according to traffic rules for vehicles enjoy travel that is much faster and much safer than those bicyclists who do not.
Despite the history, laws, and traffic science that support vehicular-style operation of bicycles, there is a common belief that bicyclists cannot travel safely with motor vehicles. People who believe bicyclists are inferior to other road users often want to prohibit bicyclists from using roadways, and force cyclists to operate at slow speeds among pedestrians on sidewalks and trails. The motives for this prohibition are to improve convenience for motorists traveling on inadequate roads and to reduce the level of traffic competence currently expected of lawful drivers of motor vehicles. Such changes would drastically increase the dangers and reduce the convenience of travel by bicycle, as has been demonstrated everywhere it has been tried.

Background: Applicable Laws - Arizona Revised Statutes
Laws for the State of Arizona are contained in the Arizona Revised Statutes ("ARS"). The laws covering the operation of vehicles on Arizona's roadway system are part of Title 28 - Transportation , and include regulations for bicycles and motor vehicles. Title 28 is organized into the following Chapters. Chapter 3 is concerned with Traffic and Vehicle regulation, including self-propelled (motor vehicles) and human-powered vehicles. Note that there is a separate article in Chapter 3, Article 11, titled "Operation of Bicycles." Statutes that Apply Specifically to Bicycles ARTICLE 1.

    Peer Review Status: Internally Peer Reviewed Driving safety concerns us all especially the elderly. So much has been achieved, yet there is much to be done. Motor-vehicle related deaths have been reduced from 18 per million vehicle miles traveled in 1925 to 2 per million in 1997. In this period vehicle miles traveled have increased from one billion to 2,500 billion. The motorization of America means that six times as many people travel today as in 1925, vehicles have increased eleven fold and miles traveled ten fold. In 1966 following 5 years of increasing car fatalities a prevention program was instituted by the National Highway Safety Administration by the Highway Safety Act. Dr. William Hadden proposed studying the situation like an epidemic infection might be studied as public health problem. This meant studying interactions before, during and after crashes, considering the host (or driver and pedestrian) the infectious agent (or motor vehicle) and environmental factors (or the highway). Many changes in driver education, vehicle and highway design have resulted. Cars are now built with head rests, energy absorbing steering wheels, shatter resistant windshields and safety belts.

    NASCAR and the Washington Traffic Safety Commission Team Up To Fight Drunk Driving. OLYMPIA - The Washington Traffic Safety Commission will be joining forces with key representatives of NASCAR to create a new educational campaign about the killing power of drunk driving. The story of NASCAR's Shawn Parker, former crew chief for Winston Cup Champion Dale Jarrett, was brought to the attention of the Washington Traffic Safety Commission by Bremerton Police Detective Alan Hornburg, an avid NASCAR fan. In September of 2003, Shawn Parker was the crew chief for NASCAR champion Jarrett when Parker's wife and her two sisters were killed by a drunk driver. Tara Howell Parker, 29, and her two sisters were riding in a limousine when it was hit from behind by a pickup truck. Jeffrey Niles McFayden of Greensboro, North Carolina was charged with driving while impaired and three counts of second-degree murder. Parker, a resident of Cornelius, North Carolina, now wants to use his tragic story to prevent other needless deaths on the roadways. Parker and WTSC are finalizing plans to shoot television commercials and a documentary-style video about Shawn's drunk driving tragedy during a weekend of racing in early March. Tara Parker, a former Miss Winston, was known among the NASCAR community for the heart surgeries she endured. She had made it through five open-heart surgeries before doctors ultimately determined she needed a transplant. She got one in July, 2001, and was finally heart healthy. Previous to the crash she and Shawn had adopted a baby.

    Automated Traffic Law Enforcement Model Law
    The objective of automated traffic law enforcement is reduced traffic crashes and improved adherence to traffic laws through the use of photographic and electronic technology as a substitute for traditional traffic law enforcement. This type of enforcement should be used at high crash sites, at other high-risk locations, or in situations where traffic law enforcement personnel cannot be utilized, either due to the pressing needs of other law enforcement activities or where inherent on-site safety problems make traditional law enforcement difficult.
    Automated traffic law enforcement is not intended to replace traditional law enforcement personnel nor to mitigate safety problems caused by deficient road design, construction or maintenance. Rather, it provides enforcement at times and locations when police manpower is unavailable or its use raises safety concerns.
    The model law imposes only a civil fine for traffic law violation enforced via the automated traffic law enforcement system and relies on an initial presumption of guilt. This approach is not new as it is typically utilized for the enforcement of parking law violations. As with parking violations, no record of the traffic law violations resulting from automated traffic law enforcement are placed in drivers' licensing files for possible point assessment or licensing action. Indeed, any attempt to unfavorably influence guilty persons' driving privileges, through the use of this system, could raise due process of law concerns.

    Ljubo Zajc Slovenian socio-political upheavals in 1991 caused changes in the characteristics of the road safety elements. The construction of a highway system in Slovenia has proved to be a major political targets. Concerning the pressure of the market economy, liberalisation of prices and international interest in connecting the eastern and western parts of Slovenia, accelerated building of the highway system seems a logical solution. Traffic safety is one of the proxy arguments for promoting road construction. The following short and general scale of effective accident reducing measures reflect the level of their political importance: road related measures (construction of highways) are at the top of the scale, followed by measures related to police traffic control, with information and education being at the bottom of the scale. The traffic safety situation and existence of different entropy reasons in the national traffic safety system put a special importance on traffic policing. Why? There are various answers to this question. Police traffic control and enforcement are measures for quick and relatively inexpensive intervention. Effectiveness of police surveillance measures without any local or national support (information, education, ......) are limited and short term. Traffic surveillance in democratic societies need more support and understanding from the public. The author believes that the police should build balance between police enforcement and prevention actions. How fast these goals will be reached does not strictly depend on police organisation but also on extensive public support and political readiness to start a joint effort in the preparation of the national traffic safety programme.
