Contact: Anne Readett - OHSP 517-333-5317 Traffic Fatalities Down, Safety Belt Use Hits Record High State Announces Traffic Enforcement Plan, Seeks to Build on Success October 27, 2003 Michigan law enforcement leaders today announced plans to build on successful efforts to reduce traffic fatalities through continued high-visibility traffic enforcement campaigns. In the new fiscal year, hundreds of law enforcement agencies across the state are expected to take part in four national mobilizations aimed at further increasing safety belt use and reducing drunk driving through strict enforcement of traffic laws. Coordinated enforcement campaigns are having a positive impact in Michigan, where traffic fatalities are falling, belt use is on the upswing and alcohol-related deaths are down. Nationally, traffic fatalities and alcohol-related traffic fatalities were up in 2002. In Michigan, traffic deaths have been on the decline for three years. The number of alcohol and/or drug involved traffic fatalities in 2002, 463, represented 35.8 percent of all traffic deaths, the first sizable decline since the early 1990s. ... Information by State Aggressive Driving Laws The term "aggressive driving" is a relatively new one, and covers a broad range of unsafe driver behavior. Speeding, tailgating, passing on the right, weaving in and out of traffic, failure to yield right of way, running red lights, cutting drivers off, or any combination of these types of behaviors are generally considered aggressive driving. Hand gestures, yelling, flashing high beams and honking horns also fall within the definition. Most states have enacted laws aimed at "reckless driving" which include a broad range of behaviors. However, some states are now beginning to recognize that certain of those driver behaviors are better defined as "aggressive." States are addressing this risky driver behavior in various ways. One way is through increased enforcement efforts. At least 24 states have established the "Smooth Operator" law enforcement program developed by the National Highway Traffic Safety Administration, which specifically targets aggressive driving. Another method of addressing the problem utilizes locally-based citizens' initiatives and coalitions to implement public information/education campaigns aimed at improving driver courtesy. Obey All Traffic Laws
Bicycles are vehicles and must obey all traffic laws, including stop signs and traffic signals. It can be tempting to ignore traffic rules, but this is when most crashes occur.
Ride With Traffic
Always ride on the right side of the road. Do not pass motorists on the right. If you approach an intersection with a right turn lane and intend to continue straight, ride in the through lane with traffic.
Signal All Turns
Look back before you make a lane change or turn. Signal safely in advance using one of these signals.

The purpose of traffic laws is to protect all those who share our streets and highways. It is important to remember that everyone must obey the orders of a police officer, firefighter or uniformed adult school crossing guard who is directing traffic. Passenger Safety Laws Safety Belt Law Safety belts (seat belts) must be worn by all drivers and front seat passengers 8 years of age and over even if the vehicle has air bags. It is the responsibility of the driver to see that all front seat passengers ages 8 to 16 obey this law. Anyone found guilty of disobeying this law may be subject to a fine and court costs. Children under 16 years of age are covered by the Child Passenger Protection Act. Children up to the age of 16 not in a safety seat must be protected by a safety belt regardless of their location in the vehicle. Drivers under age 18 are currently required to limit passengers to one in the front seat and the number of seat belts in the back seat. However, effective January 1, 2004, during the first six months of their license (or until they reach the age of 18, whichever occurs sooner) they are limited to only one passenger under the age of 20 (except immediate family which includes siblings or children of the driver). All passengers under age 18, with a driver under age 18, regardless of location in the vehicle must be belted. Exceptions are motorcycles and second division vehicles containing only a front seat. In a second division vehicle, more than one passenger is allowed, provided that each passenger is in a properly secured safety belt.

Urban road conditions/maintenance: Fair Rural road conditions/maintenance: Poor Availability of roadside/ambulance assistance: Fair Road conditions vary widely throughout Romania. While major streets in larger cities and major inter-city roads are in fair to good condition, most other roads are in poor repair, badly lit, narrow, and often do not have marked lanes. Many roads, particularly in rural areas, are also used by pedestrians, animals, people on bicycles, and horse drawn carts that are extremely difficult to see, especially at night. Road travel can be particularly dangerous when roads are wet or covered with snow or ice. This is especially the case concerning mountain roads.

National Commission Against Drunk Driving
The mission of the National Commission Against Drunk Driving is to continue the efforts of the Presidential Commission On Drunken Driving to reduce impaired driving and its tragic consequences by uniting a broad-based coalition of public and private sector organizations and other concerned individuals who share this common purpose. So, how are we, the traffic safety community, and the nation doing? During the 1980s and early 1990s, pretty well - considering a nearly a 40 percent drop in alcohol- related highway deaths. Lately, however, not well at all - alcohol-related deaths have stagnated at 16,000 per year, with a 4 percent increase last year. What is needed to re-engage the fight against drunken driving to reduce these numbers and the horrific personal tragedies that they represent? The NCADD and most traffic safety professionals agree that we need to get back to basics. By that we mean focusing on where drunken driving occurs - in our local communities - and giving our local police, the courts, probation, treatment and driver licensing agencies the political permission/support and resources to do their jobs. Homeland security starts in our hometowns. We know how to reduce drunken driving, but we are not using the tools, knowledge and resources we already have. The basic "drunken driver control system" (from arrest to treatment) is broken or dysfunctional at the local level.

    A Message for Parents
    A bicycle is not a toy. It's a vehicle! Males are five times more likely to be killed as bicyclists than females. More than half of all bicyclist deaths occur to school age youth (ages 5-17). Most bicyclist deaths result from bicycle-motor vehicle collisions. But injuries can happen anywhere - in parks, bike paths, and driveways and often do not involve motor vehicles. Head injuries are the most serious injury type and are the most common cause of deaths among bicyclists. The most severe injuries are those to the brain that cause permanent damage. Studies have proven that bicycle helmet use can significantly reduce head injuries. How can you help stop these tragedies?
    • Buy your child an approved bike helmet. Purchase one that has a sticker inside certifying the helmet meets standards of the Snell Memorial Foundation and/or the American National Standards Institute (ANSIZ90.4). Let your child help pick out the helmet because it must be worn every time he/she rides. If you're a rider, buy one for yourself, too, and set a good example by wearing it. Also encourage your child's friends to wear helmets.
