Showdown at the Shipwreck Corral: Big Brother or Wild West?

Some of the legal, political, and diplomatic conflicts over the control of shipwrecks appear to be heading toward a dramatic resolution in the near future. As Greg Stemm explains, the arenas are many: UNESCO's attempted assertion of Underwater Cultural Heritage management responsibilities, Spain's assertion of Sovereign Immunity over its Colonial shipwrecks, U.S. Navy airplane issues, 19th Century steamships full of gold, and lately, the complicated conflict over the Titanic. The rhetoric is getting louder and the legal fees are mounting. As I see it, the essence of the conflict arises from two polarized schools of thought: the Wild West versus Big Brother. I haven't heard these labels applied before, but they seem to fairly represent the issues. More on this Manichean battle later. But first, how does one track these rapidly shifting issues? For me, given the four hats I wear these days, keeping all the relevant issues on my radar simultaneously is becoming an interesting challenge. As a member of the U.S. delegation to the UNESCO expert meetings for negotiations of the Convention for the Protection of Underwater Cultural Heritage (I wish they could come up with an acronym), I am asked to contribute my opinions to the development of the U.S. government's position.

Cameron (left) has a fascination with the Titanic A survivor of the Titanic disaster has turned down invitations to see James Cameron's 3D documentary about the shipwreck, according to reports. Millvina Dean, 91, from Hampshire, England, does not want to see the film by Cameron, who directed blockbuster hit Titanic, as it would be "too distressing," according to The Guardian. Ms Dean, who is one of only three people living of the 705 Titanic survivors, is quoted as saying: "I don't mind talking, but I don't want to see that film." Ms Dean was nine weeks old when she escaped from the sinking ship with her mother and brother in 1912, despite difficulties in reaching the deck from their third-class accommodation. But her father, who was taking them to start a new life in Kansas, was left behind and died along with 1,503 others. She has been critical of the industry which emerged around the tragedy, which she says began when the wreck was found in 1985.

WHOI and a team from France discovered the British luxury liner Titanic in 1985 using a towed imaging system called Argo. They returned to the wreck site in 1986 to explore further with Alvin and a prototype robotic vehicle called Jason Jr . The New York Herald reports the disaster. The RMS Titanic was the largest passenger steamship in the world at the time of her launching, and her builders hoped that she would dominate the transatlantic ocean liner business. She struck an iceberg and sank on April 15 during her maiden voyage. The sinking resulted in great loss of life and ranks as one of the worst peacetime maritime disasters in history. Construction
RMS Titanic (left) undergoes sea trials on April 2. She was built in the Harland and Wolff shipyard in Belfast Northern Ireland and the hull was launched on May 31 . She was the second ship of the Olympic -class liners of the White Star Line Company built in that shipyard, but was the largest and most prestigious passenger liner of the day. The Titanic was 260 metres (852 ft 6 in) long and 28 metres (92 ft 6 in) wide, 46000 tons. Although she enclosed more space and therefore had a larger gross tonnage, her hull was exactly the same size as her elder sister Olympic . The ship had 899 crewmen and was built for up to 3,300 passengers. Because she carried mail, she was also called
