    Chinese authorities should immediately release Dr. Jiang Yanyong, a government critic who exposed the government's cover-up of last year's SARS epidemic, Human Rights Watch said today.     What makes it so difficult to forget the events of June 3-4, 1989? That night, the Chinese government turned its troops and tanks against its own citizens, slaughtering hundreds to stop a coalition of students, a handful of workers, and a few academics, writers, and journalists from seeking more control over their own lives and for a pluralistic political system. Pressure for far-reaching reform had been building for years and there was a real sense that Chinese history might again take a dramatic turn should the students succeed. Instead, hundreds of civilians, massed in the streets of Beijing to stop the army from reaching Tiananmen Square, lost their lives. In the Square, the students waited and negotiated. Would they be allowed to leave alive? Did they prefer martyrdom? What message did they want to send the waiting world?

    Q : As the UK Government does not recognise Chinese sovereignty over Tibet it would seem to follow that the Dalai Lama and the Tibetan Government In Exile must be considered as the political leaders of a Tibet regarded by the UK Government as autonomous. How can the government justify the fact therefore that it does not recognise [or receive on visits to the UK] those leaders as political leaders ?
    A:[Paraphrase] The UK Government does not recognise Tibet as Independent, and recognises the special relationship of China with Tibet, so would not recognise Tibetan leaders in exile as political leaders.

    While media pundits have interpreted the Chinese Karmapa Ugyen Trinlay's impact on Sino-Indian relations, one can only properly understand this story in the context of Tibetan history. Without an historical perspective, it is easy to miss the mistaken assertions riddling many media accounts. Tibetan history presents a tangled web of religion and politics, and understandably, numerous newspaper and TV accounts have failed to separate these two threads. But doing so is critical to separate fact from fiction. Stated as fact, one mistaken assumption is widely repeated: Namely, His Holiness the Dalai Lama must approve the recognition of the Karmapa. Recently, pre-eminent former Foreign Secretary J.N. Dixit innocently repeated this claim in a January 19th column in this paper. However, the truth is simple. By tradition and history, the Dalai Lama has never had the power to recognize the Karmapa. This incorrect assertion mostly likely derives from confusing the Dalai Lama's political authority with his spiritual authority. While the Dalai Lama has historically lead the Tibetan government, his spiritual authority has never extended beyond his own Gelugpa school. Let's look at the historical facts.

    Congressional Delegation Visited Tibet In early April, a congressional delegation spent ten days in Tibet and Nepal assessing China's treatment of the Tibetan people. The delegation included Robert Gustafson (for Rep. John Edward Porter, R-IL), Michael Lostumbo (for Sen. Daniel Patrick Moynihan, D-NY) and Lawrence Holland (for Rep. Jolene Unsoeld, D-WA), accompanied by Rachel Lostumbo of the International Campaign for Tibet (ICT) , The Nepal trip was sponsored by the Tibet Fund, The Tibet trip by ICT...
    Their report reiterates observations by recent nongovernmental visitors and refugees, affirming that China's policies in Tibet pose a grave threat to the survival of Tibetan religion and culture . The delegation found evidence of significant Chinese civilian population in urban areas in Tibet, Chinese settlement in smaller towns and rural reas, a large military presence in rural and urban areas, severe restrictions on Tibetans' religious and cultural expression, and discrminatory practices against the Tibetan people Much of the delegation's report is testimony from monks and nuns recounting conditions in the monasteries in Tibet, such as restrictions on the number of monks or nuns admitted, and duties imposed that restrict time and ability to get a full religious education. Chinese informants are reportedly prevalent. Heavy tax burdens are levied; nuns reported requirements to giive or sell one third to half of their farm produce to the governmennt with no compensation or at a deflated rate (similar testimony was given by refugee farmers). About 40% of new refugees entering Nepal are monks and nuns. They report threats of long prison terms for refusing to sign statements against political demonstrations; human rights groups have documented that over 350 monks and nuns have been imprisoned in Lhasa alone for political beliefs or nonviolent demonstrations.

    The Role of Indo-Tibet Support Groups as NGO's
    The purpose of my research in India is to assess how non-governmental organization's (NGO's), such as Indo-Tibet Support Groups, influence the foreign policy objectives of the Indian government and the Tibetan government-in-exile to coincide over the Tibetan dilemma. This dilemma has been a subject much debate in the international arena for the last fifty years.
    I have created a set of corollary questions to help me stay focused on the purpose of the project.

    Article by Lien-Ho Pao special correspondent Ch'en Yu-hui: "Dalai Lama: Seeks Autonomy for Tibet, Not To Separate Tibet from China"
    The 14th Dalai Lama of Tibet recently said that to create a favorable atmosphere for holding talks with China, he would not be visiting Taiwan in the near future. Moreover, he had dispatched a special delegation to Beijing and Tibet in September this year, which marked the beginning of the initial establishment of mutual trust channels between the two sides. He believes that "the coming year would be a fairly critical year" and peace talks between the Tibetan government-in-exile and the Chinese government would most probably yield concrete results. Dalai Lama stressed that what he seeks is autonomy for Tibet, not to separate Tibet from China as it is only through autonomy that Tibet would have the foundation for its unification with China. He said that in this context, whether he himself would return to Tibet or not is not at the top of the agenda. Dalai Lama pointed out in the interview that Samdhong Rinpoche has been elected prime minister of the Tibetan government-in-exile in popular voting, and he "would no longer take part in any political affairs in the future," but this does not imply that he does not wish to hold himself accountable for the future of Tibet, but instead shows that the Tibetan government-in-exile has taken a huge step forward in its democratization. Unification Possible Only If Tibetans' Well-Being Taken into Consideration and Tibet's Autonomy Granted The 14th Dalai Lama was interviewed during his recent visits to European countries by our special correspondent Ch'en Yu-hui in his room at the Bavaria Hotel in Munich.     Drive To Boycott Chinese Goods Re-Launched
    Despite a ban called by the Tibetan Government in exile on Chinese goods for the past 20 years, the Tibetan community continues to patronise Chinese business in open defiance of the boycott. Alarmed by this cold response of the Tibetan business community, the campaign is being re-launched from January 1 with renewed hope of better response. This time the spirit behind the campaign, which will be launched simultaneously in 10 major cities and states in India are some other countries across the world, is Friends of Tibet INDIA (FoT). The movement has the support of the Tibetan government-in-exile, Tibetan Youth Congress, Tibetan NGOs and Tibet Support Groups. "While we accuse China of illegal occupation of our country and the suffering of our people, we continue to patronise their business and keep our shops and homes full of Chinese products. Boycotting goods 'Made in China' is the first and the foremost expression of non-cooperation with China. However small our buying power may be, we must refuse to be a party to their corrupt and colonial regime," said Tenzin Tsundue, general secretary of FoT, while talking to HT. The campaign against Chinese products, launched in 1982, had suffered a serious setback during the Kalachakra celebrations in Bodh Gaya in 1985 as Tibetans, especially newly arrived refugees, indulged in buying and selling of Chinese products. Despite appeals by the Dalai Lama and the Tibetans and the international community to boycott Chinese products, the campaign never picked up momentum, concedes Tibetan here.

    China has nearly finished building a huge monument in front of Tibet's Potala Palace, traditionally the winter home of the Dalai Lama, a human rights group has reported. The London-based Tibet Information Network (TIN) has released a photograph of the statue, which China has said will commemorate the "peaceful liberation" of Tibet by Chinese troops in 1951.

    But TIN spokeswoman Kate Saunders says the statue's construction in such a sensitive spot shows it is designed to send a political message to Tibetans about Chinese rule over the region. When the plans to build the 37-metre (123-foot) sculpture were first revealed last July, the Tibetan government-in-exile said the monument would serve as a daily reminder of the humiliation of the Tibetan people.     Tibetan exiles speak of continuing misery
    China's official media has used the 50th anniversary of the take-over of Tibet to trumpet the "great social progress" made in the region and denounce the activities of exiled Tibetan spiritual leader, the Dalai Lama. Under the headline "Agreement Brings Tibetans Prosperity," the China Daily newspaper said the signing of the agreement which formalised Chinese rule 50 years ago had resulted in the "peaceful liberation" of Tibet.
    I can say with confidence that Tibet, and particularly the capital, Lhasa, is under some sort of undeclared martial law.
    Tibetan representative Migyur Durjee It slammed the Dalai Lama, who is currently in Washington for a meeting with President George W. Bush, for continuing to seek Tibetan independence and denying the region's "march into modernity". However, Tibetans in exile paint a different picture.
