In my experience, and this ongoing discussion is the proof, the presumption that terminology used within DCMES and DCMES qualifiers would be clearly understood is true only for part of the DC community. Those coming from a library and information studies background don't have a problem understanding the metadata 'jargon', however the rest are struggling to put some meaning behind it.

    1.1 The requirement for a thesaurus in Information Retrieval Systems
    he function of an information retrieval (IR) system, in the classical sense, is to find documents relevant to some user's need for information. In automated IR systems, the user's need is specified in a formalized query , whilst for each document specific information is held and organized, so that the matching of the query is convenient. In many large documentary databases it is very common that queries result to a list of items which includes many unrelevant documents. The user then has to select the ones that match his needs from the heap. What are the reasons for that undesireful behaviour ? On the one hand, by default full-text searching cannot be accurate, since different authors may select different words to represent the same concept, and metaphors and other linguistic idioms tend to garble the meaning of phrases. Different grammatic forms of a word further complicate the task. On the other, letting authorized people select the indexing term for the documents, is not by itself sufficient. Studies have demonstrated that the terms selected for either indexing or retrieving a specific document differ among both indexers and users of IR systems. The traditional response to this problem has been the construction of a subject authority list

    Almost all classification systems organize ideas into a hierarchical structure so that relationships between terms are provided.     Members: Lois Mai Chan (USA), Ia McIlwaine (United Kingdom), Martin Kunz (Germany) Dorothy McGarry (USA), Max Naudi (France), Gerhard J.A. Riesthuis (Netherlands) (Chair) Julio Vaz Rodrigues (Portugal), Marcia Lei Zeng (USA) The Working Group met once during the 68th IFLA Congress in Glasgow.
    On 18-19 October 2002 the Working Group came together at the University of Amsterdam. The WG discussed the range of the Guidelines. The outcome of this discussion was that the guidelines would deal with building multilingual thesauri from scratch or by merging of existing thesauri and with linking of existing thesauri. With linking the result is not a new (multilingual) thesaurus, but the possibility to use one of the linked thesauri to search in databases indexed with any of the linked thesauri. Another important result of the considerations is that both thesauri with the same structure of relations between the descriptors for all relevant languages and thesauri with a different structure of relations are considered. The result of the meetings is a detailed outline of the guidelines with many examples, based on the existing guidelines and on a draft for (monolingual) guidelines for information languages, result of discussions in a British group directed by Stella Dexter Clarke. A draft of the guidelines is under discussion within the Working Group. A final draft should be ready in the beginning of 2003.
