LATEST STORIES Thailand's government defends mosque attack Thailand's government has defended the decision to storm a mosque to end an eight-hour siege by suspected Islamic extremists.
Some 107 rebels were killed by security forces as they attacked police stations and checkpoints in three southern provinces, and during the storming of a mosque where the last of the militants retreated.
Peter Lloyd reports that Police and soldiers attacked the mosque after a three hour shoot-out with rebel forces holed up inside.
Government spokesman Jakrapob Penkair made no apologies for the methods used by security forces to end the stand-off.
He says, "When a situation calls for decisive action the government is not hesitant to retaliate on that ground".
Lloyd says the Mosque assault came at the end of the bloodiest day in Thailand in recent years.
More than 100 rebels and members of the security forces were killed after pre-dawn clashes and subsequent street battles.

Thailand's government plans southern offensive Thailand's government is preparing a major operation against the planners of deadly attacks in the kingdom's Muslim-majority southern provinces.
Deputy prime minister Chavalit Yongchaiyudh, who is in charge of security matters, would not elaborate on the timing or nature of the crackdown.
He says it will be a big operation and he expects the security forces will find the people who bear responsibility.
Violence has flared in Thailand's southern provinces since a January attack on an army base.
At the end of last month police and soldiers killed 108 suspected Muslim insurgents who launched attacks in three provinces in the bloodiest day of violence in recent Thai history.

Thailand Table of Contents Under the Constitution of 1978, Thailand has a British-style cabinet form of government with King Bhumibol Adulyadej (Rama IX, 1946- ) reigning as constitutional monarch and Prime Minister Prem Tinsulanonda heading the government. Unlike the British prime minister, however, Prem was not a leader of or even a member of any political party in the nation's parliament, the National Assembly, nor did he run for election in the July 1986 election that led to the formation of his four-party coalition government. This was his fifth cabinet and seventh year in officeno mean accomplishment in a country that had witnessed numerous coups, countercoups, and attempted coups during its sporadic experiments with parliamentary government since 1932. Unlike many of his predecessors, Prem became prime minister in March 1980 not by a coup, the traditional route to power, but by consensus among key politicians. At that time he was the commander in chief of the Royal Thai Army, a post that was long considered to be the most powerful in the country. With little dissent from any quarter, he succeeded Kriangsak Chomanand, who had resigned as prime minister amid mounting economic and political tensions. A group of disgruntled officers, popularly known as "the Young Turks," attempted coups against Prem in 1981 and 1985. These attempts, however, had no disruptive effect on political stability.

GOVERNMENT AND POLITICAL CONDITIONS
The king has little direct power under the constitution but is a symbol of national identity and unity. King Bhumibolwho has been on the throne since 1946commands enormous popular respect and moral authority, which he has used on occasion to resolve political crises that have threatened national stability.
Thailand's legal system blends principles of traditional Thai and Western laws. The Constitutional Court is the highest court of appeals, though its jurisdiction is limited to clearly defined constitutional issues. Its members are nominated by the Senate and appointed by the King. The Courts of Justice have jurisdiction over criminal and civil cases and are organized in three tiers: Courts of First Instance, the Court of Appeals, and the Supreme Court of Justice. Administrative courts have jurisdiction over suits between private parties and the government, and cases in which one government entity is suing another. In Thailand's southern border provinces, where Muslims constitute the majority of the population, Provincial Islamic Committees have limited jurisdiction over probate, family, marriage, and divorce cases.
The National Assembly consists of two chambers the Senate and the House of Representatives. The Senate is a non-partisan body with limited legislative powers, composed of 200 directly elected members from constituent districts, with every province having at least one Senator. The House of Representatives has 500 members, 400 of whom are directly elected from constituent districts, and the remainder drawn proportionally from party lists.

The Bangkok Post, July 19, 2003 http://www.bangkokpost.com/News/19Jul2003_news26.html Anchalee Kongrut Thailand would not reject carbon credit trading offers from developed nations but would be selective about which deals to pursue, said a source familiar with the country's emissions trading policy. ``We will accept CDM (the clean development mechanism), but only the best offers, not cheap deals,'' said the source. CDM is a mechanism designed for developed nations to reach their emissions reduction targets more easily by investing in clean technology and afforestation projects in developing nations in exchange for earning carbon credits. Carbon emissions are priced at an average of US$5 per tonne. The government says it will select only deals that use ``appropriate'' technology, emphasising public participation and sustainable development. The price offered must be more than the going rate of US$5 per tonne. ``The government will not accept donation projects. We will accept only technical cooperation. I think Prime Minister Thaksin Shinawatra is clear about our position. Thailand will not sell its emission quota at a fire sale price,'' said the source. Private companies and foreign aid agencies are worried the government has taken an antagonistic position on CDM.
