Background
The Department of Skill Development (DSD) has a primary role in developing the labour skills by providing pre-employment and up-grading training to the labour force in order to facilitate the country's economic development.
Realising the need to increase the number of semi-skilled and skilled workers to meet the labour market demand and to reach international standards and be prepared for the changing situation in the country and in the world, market, the government obtained a loan from the Asian Development Bank (ADB) and provided a counterpart fund to implement the Thai Skills Development Project during the year 1997-2001.
On September 24, 1996, the Royal Thai Government approved a budget of US$ 153 million for the project. Of this amount, US$ 80 million was borrowed from the ADB, and US$ 73 million was from the Royal Thai Government.
Objectives
o Improve the quality and relevance of the skills development system
o Selectively expand and improve training capacity
o Enhance institutional capacity of the Department of Skill Development

There are currently two products offered, a notebook for 19,500 Baht (US$450) and a desktop for 10,900 Baht (US$250). The notebook is being produced by HP, and the desktop by Belta, SVOA and Computec. They both run on ' LinuxTLE ', a version of Linux localized into Thai Language.

    The history of judiciary and the administration of justice in Thailand can be traced back into the Sukhothai period (1257-1378). According to a stone inscription recorded in the reign of King Ramkhamhaeng the Great, is showed the notion that the King was the “Fountain of Justice” sho, sometimes, adjudicated the cases himself. The modern judiciary and legal system in the formality as some Western countries was laid down in the reign of King Chulalongkorn the Great, the fifth monarch of the Royal House of Chakri (1968-1910). The Ministry of Justice was also established in 1892. Presently, the Courts of Justice are divided into three categories, i.e., the Courts of First Instance, the Courts of Appeal and the Supreme Court. There are about 140 Courts of First Instance throughout the Kingdom. In Bangkok Metropolis, they are, for example, the Civil Court, the Criminal Court, the Juvenile and Family Court, the Central Labour Court and the Central Tax Court, including Kwaeng Courts which have jurisdiction over minor civil cases and criminal cases with maximum punishment of imprisonment not exceeding 3 years or fine not exceeding Baht 60,000 or both. In the provinces, they are the Provincial Courts, and in some large provinces the Provincial Juvenile and Family Courts and Kwaeng Courts are included. The courts of Appeal consist of one Bangkok based Court of Appeal and three Regional Courts of Appeal. There is one Supreme Court with jurisdiction to review and admudicate all cases, and the Court’s judgments are final. However, in criminal cases the accused may petition His Majesty the King for clemency.
