Texas should restructure its high school vocational education programs to place a greater emphasis on pre- paring students for current and future job markets.
Background
To meet the needs of current and future high school students, Texas vocational education programs should be restructured. Many vocational education courses do not prepare students for jobs that are currently in demand or that will be in demand in the coming decade.
More than half of all students in vocational education courses today are enrolled in consumer home economics and vocational agriculture courses. These courses were designed to prepare future housewives and farmers, which once were in high demand. Today, th ese courses no longer meet students needs or the demands of the modern workplace. Today s students need to learn technical skills that will prepare them for high-wage employment in today s competitive job market.
Vocational education courses, including consumer home economics and vocational agriculture, carry a much higher funding weight in the Kindergarten-12th grade formula funding process than regular academic courses. In fact, vocational courses receive 37 perc ent more funding on average per pupil than academic courses. 1
The rationale for additional funding weights is that vocational education courses require expensive equipment. Thi s rationale is often true, but not always. A recent audit of 55 school districts found that 17 percent of vocational education courses did not require equipment sufficient to justify an added weight. 2 Moreover, vocational education courses increasingly are opting to set laboratory work in the private sector, such as using hospitals for health courses, since equipment has become far more expensive and becomes outdated so quickly. Ironically, physics and chemistry, which actually require expensive laboratories, do not receive any extra funding.

Many servicemembers leave the military with advanced technical skills in areas where the public schools offer vocational education to their students. The process for certification in a vocational area is very different from standard subject area certification and can sometimes be accomplished even without a bachelor's degree. The following information is a general outline of the procedure. Specific guidance will be obtained from the university which evaluates your experience. You might want to call school districts in the area where you hope to teach, and ask them if they offer or plan to offer vocational classes in your experience field. The basic process is as follows: 1. Contact the university closest to you that is authorized to evaluate experience for vocational education programs. Students who actively engage in their education are what Jeffrey Di Leo, associate professor in the UHV School of Arts and Sciences , expects. Like other teachers, Di Leo wants to see the thinking process of his students. He assigns readings and expects students to write and keep a portfolio on the homework. This way he can see the development of his students throughout the semester. Research papers should be on topics that interest the student so that a thorough paper is turned in. Becoming actively involved in class by asking questions, commenting or simply responding to questions posted online is what Di Leo is looking for from students. He wants his students to take stock in their education and g et involved. “A lot of times the student who does better in the class is not necessarily a student that has more time, or who is brighter, or who is more deserving of an A than another. It’s that they have the better study skills,” Di Leo said. Study skills such as learning to make note cards, taking good notes on lectures, managing time, looking up words that the student doesn’t know and highlighting an assigned reading the second time through instead of the first will help students improve their study skills.

Endnotes Student Loan Defaults in Texas: Yesterday, Today, and Tomorrow Executive Summary The Texas student aid community will gather in Austin on June 8 to discuss the current state of student loan defaults. The meeting follows ten years after a similar conference first addressed the issue. This paper (1) provides a review of the recommendations made at the 1988 Strategic Default Initiative (SDI) conference, (2) traces significant trends in student loan defaults in Texas, (3) describes an econometric model for predicting default behavior, and (4) explores the public policy implications of the findings. The student default situation has substantially changed since 1988. Default rates have declined and the typical defaulter no longer attends short-term vocational programs. Increasingly, defaulted borrowers have attended four-year schools and have carried larger debt loads than defaulted borrowers did ten years ago. Defaults are implicit within a system of publicly guaranteed loans. However, the sharp rise in student loan defaults in 1988 threatened the financial stability of the entire student loan program. Conferees offered two hundred and three recommendations to prevent defaults. Texas student loan partners — schools, lenders, secondary markets, student loan servicers and guarantee agencies — adopted many of these proposals as standard business practices. Still other recommendations were written into law by state and federal governments. The policies can be grouped into three major categories: (1) improve communication both with borrowers and among student loan partners, (2) limit borrowing for students most at risk of defaulting, and (3) provide proper incentives for repayment and disincentives for default.

Some may say there are no challengers because Irving is pleased with its schools and there's no need for change on the school board. That may be partly true. But the traditionally low turnout for city and school elections also is a major deterrent. Why run for office when only a small percentage of eligible voters are going to cast ballots? On May 15, it is time for the old patterns to change. There are three very good school board races on the Irving ballot. Candidates have responded to your call for a competitive election. It's your turn to respond by voting. Based on interviews with the candidates, their responses to our questionnaires and additional research, we make the following recommendations in the Irving school board races: Place 5 Nita Patrick , 70, a retired elementary music teacher, would be an excellent addition to a school board that will be losing three veteran trustees. As a former teacher in the Irving schools system, Mrs. Patrick understands the district's challenges and what it will take to retain and recruit top teachers. She has visited most of the schools to assess their priorities and favors programs that can assist the district's rapidly expanding Hispanic student population. Mrs. Patrick speaks Spanish, which would be an additional asset in efforts to involve more Hispanic parents in the public education process.
