Instructional Technology Programs Admission Application FAQs SBEC Information TExMaT TAMU-T MS Instructional Technology Program Coordinator Master Technology Teacher (MTT) Certification Program Information admission To be eligible for certification, prospective MTT candidates must successfully complete a program of instruction consisting of the following 24 semester hours of coursework: ITED 502 – Designing Instruction for the 21 st Century Learner ITED 503 – Instructional Delivery for Diverse Learners ... SPED 520 – Technology for Inclusion In addition to completing the coursework, MTT candidates must pass the Texas Examination for Master Teachers (TExMaT) administered through the State Board for Educator Certification ( SBEC ) before they can be issued a license. Procedure for applying to take the TExMaT is available at http://www.mrt.nesinc.com/ Licensure information is also available at SBEC web site. Program Organization Courses will be taught in face-to-face classroom instruction using hands-on approach and supplemented by web-based activities. Classes will be scheduled at evenings and weekends (if necessary) to accommodate students’ work schedules. Course offerings will be frequent to allow students to take classes in any sequence and still complete the program in a reasonable time frame. Temporary Teaching Certificate Not What it Seems On April 26, 2004, another route to enter the teaching profession will be available to aspiring secondary school educators. School districts and the universities have been flooded with phone calls for information about the recent approval of the Temporary Teaching Certificate (TTC). The Temporary Teaching Certificate (TTC) allows college graduates in certain fields who pass certification examinations, the opportunity to seek employment teaching in grades 8-12. However, obtaining a TTC is a complicated process and more limited in scope than the public assumes. According to the website of the Texas State Board for Educator Certification (SBEC), which has recently posted its certificate guidelines ( www.sbec.state.tx.us ), there are a number of hurdles for applicants. The fees, totaling $438, must be paid up front to cover such things as the application, a review of credentials, fingerprinting, a criminal background check, the Pedagogical and Professional Responsibility examination (PPR) and specific subject matter content exams. These content exams are only available in a limited number of subjects taught in grades 8-12. One should also be aware that the TTC does not include either elementary or middle school teaching through this route. The new TTC is actually more restrictive than other alternative routes to teaching such as emergency permits and deficiency plans (phasing out to comply with No Child Left Behind legislation), alternative certification programs, post-baccalaureate programs, or university intern programs. School districts prefer to hire fully certified teachers from accredited programs. The fast-track approved programs offering certification after appropriate coursework and field experiences, including a student teaching experience or internship, are also preferred over temporary or emergency hires.

I am here to represent the National Association of Biology Teachers and the Texas Chapter of the National Association of Multicultural Education. I am a certified teacher in Texas, and most importantly, I am a parent of two young men. I am here today to voice grave concerns regarding Action Item 11, Creation of a Temporary Teacher Certificate. Having studied teacher attrition for many years, it seems that Action Item 11 misses the most important aspect of the teacher shortage, teacher attrition. According to SBEC data complied by Dr. Ed Fuller, the Co-Director of Research for SBEC, Teacher attrition is the single largest factor contributing to the demand for new teachers each year. 75% of the demand for new teachers is caused by teacher attrition. Given that most of the demand for newly hired teachers each year is due to teacher attrition, any policies attempting to reduce the shortage of certified teachers should focus primarily on reducing the attrition rate1.” Let me reiterate, “75% of the demand for new teachers is caused by teacher attrition.” Based on SBECs research, it would seem that Action Item 11 is missing the target in that adding more and more teachers to the workforce does not solve the teacher shortage problem. In fact, it is like pouring water into a bucket with a fist-sized hole. We simply cannot add teachers faster than they leave.
