13 November 2003 Dear Editor, Graves' comparison of teachers to doctors or CPAs is logically flawed. Certification procedures for these latter professions are more substantive. After all, if a doctor or CPA does you harm, you have legal recourse. Children harmed by inept teaching from traditionally certified teachers have no such recourse and often no access to competing services. But a greater flaw in Graves' position is her implied claim that ability to teach really depends on having been through existing education training. I have experienced education courses for teacher certification. While some were helpful in dealing with bureaucratic requirements, they were mostly irrelevant to real teaching. The teacher's unions are strongly opposing these rules perhaps because it undermines their claim that only certified teachers, not the unannointed, know how to teach. The public education establishment must maintain the facade that they and they alone can teach. How else can they deflect criticism of worsening student performance with demands for more and more money, the whole time opposing higher content area standards for teachers and competition from home schools or voucher programs? Suppose the SBEC allows some individuals, experts in their subject areas, to teach. Is this really worse than leaving students in overcrowded classrooms with teachers that may or may not know the subject but sure know the educational terminology?

Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

ATPE stands up against lowering teacher certification Austin (Nov. 12) - After almost five hours of testimony Friday, the State Board for Education Certification (SBEC) gave initial approval (in a 5-4 vote) to a rule that will significantly lower teacher certification standards. The board heard testimony against the rule from all areas of the education community, including teachers, principals, superintendents, personnel administrators, parents and educator preparation programs. "This vote was base on politics and ideology," said Brock Gregg, governmental relations director of the Association of Texas Professional Educators (ATPE). "This rule will not help improve the education of our children. It and may, in fact, make the state's teacher shortage worse and bring down student achievement." Of the 43 people who testified, only six supported the rule (all six representing the Texas Association of School Boards, the Texas Association of School Administrators or the Texas Association of School Personnel Administrators). Pressure from leaders at the state legislature helped to swayed the five SBEC members to vote against the overwhelming wishes of the profession they are supposed to represent.

Johnston Texas students do better on state exams when their instructors are certified in the subjects they teach, according to a report that also says needy students are more likely to have out-of-field teachers. "This is important," said John Cole, the president of the Texas Federation of Teachers. "School districts have been hiring uncertified teachers in huge numbers, not telling anyone, and pretending it doesn't make a difference." The release of the findings is also timely. It comes as Texas lawmakers debate bills to raise teacher pay, end social promotion, expand state tests, and require that parents be told when their children have uncertified teachers.

CCCC Will Start Teacher Certification Program in Fall 2000 Collin County Community College will address an urgent need this fall when it becomes the first community college in Texas to begin a teacher certification program. Experienced technology workers will be prepared to become middle and high school technology teachers. CCCC received approval last week from the State Board for Educator Certification to offer the teacher certification program and will begin instruction during the fall semester. "Community colleges have long been recognized as one of the best resources for workforce development in the state. It is only logical that they step forward to play a key role in teacher preparation," said Cary A. Israel, CCCC president. "Not only will this vital new program meet a pressing need, it will also help create a model training program for community colleges throughout Texas." According to a recent report by the American Council on Education, 2.5 million new teachers will be needed over the next 10 years to meet growing enrollments and to replace departing classroom teachers. In Texas, new openings for secondary school teachers are projected to exceed 5,000 annually. Traditional teacher preparation programs in the state produce only 25 percent of the teachers that are needed.

  • Mr. PAUL. Mr. Speaker, I rise to introduce legislation to forbid the use of federal funds to develop or implement a national system of teacher certification or a national teacher test. My bill also forbids the Department of Education from denying funds to any state or local education agency because that state or local educational agency has refused to adopt a federally-approved method of teacher certification or testing. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing.
  • Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
