    TO TEACHER CANDIDATES AND TEACHER EDUCATORS: In the fall of 2002, the State Board for Educator Certification (SBEC) implemented a new teacher certification examination program that will, over the next few years, supplant the Examination for the Certification of Educators in Texas (ExCET), which has been the state's teacher certification exam since 1986. At the same time, SBEC introduced a new generation of certificates for Texas teachers. The new certification examination program is called the Texas Examinations of Educator Standards (TExES). The change is the result of the evolution of public education in Texas. Since 1998, Texas has been on the forefront of a national movement to improve education and advance student learning by improving the way school curriculum is aligned from grade to grade, from kindergarten through college. SBEC, working in conjunction with the Texas Education Agency and Texas Higher Education Coordinating Board, developed the K–16 Initiative, which is designed to promote a seamless system of education. The redesign of the educator certification structure is an integral part of the K–16 Initiative. The first step in this process was the development of new standards for beginning Texas public school teachers. These standards are based on the state's required curriculum for public school students, the Texas Essential Knowledge and Skills (TEKS). Developing the new standards and introducing new teacher certificates has been a cooperative process involving numerous committees, each comprised of as many as 25 experts from all educational arenas, from classroom teachers to deans of education, as well as interested citizens.

Johnston Texas students do better on state exams when their instructors are certified in the subjects they teach, according to a report that also says needy students are more likely to have out-of-field teachers. "This is important," said John Cole, the president of the Texas Federation of Teachers. "School districts have been hiring uncertified teachers in huge numbers, not telling anyone, and pretending it doesn't make a difference." The release of the findings is also timely. It comes as Texas lawmakers debate bills to raise teacher pay, end social promotion, expand state tests, and require that parents be told when their children have uncertified teachers.

    By Chris Patterson Improving Texas public schools depends on qualified teachers. That's why the threat of a teacher shortage prompted the Texas Legislature to create the State Board for Educator Certification in 1995. But SBEC has done little to fix the problem. In fact, SBEC has increased the likelihood that children sit in classrooms without an academically qualified teacher. Since its inception, SBEC has methodically dismantled the academic requirements for prospective teachers. Today, you could be certified to teach algebra even if you failed or never took algebra in college. According to education research, there are two factors that contribute to being a good teacher. The first is a broad body of academic expertise in the field being taught. The second is an expansive vocabulary. SBEC only requires that prospective teachers pass the academic equivalent of the TAAS for the grade they hope to teach. This means a seventh-grader could meet the SBEC academic requirements for teaching the sixth grade. Parents should be frightened. These requirements don't mesh with what we know about good instruction. SBEC is divorcing academic knowledge from teacher certification even further. Two years ago, SBEC drafted a proposal to let teachers teach subjects and grades outside their certification for three years.

We gathered data from state agencies addressing three questions for every public school in the state:

    TEACHER CERTIFICATION IN TEXAS Abilene Christian University operates a state accredited or approved program for teacher preparation. We are authorized to recommend individuals who satisfactorily complete our program to the State Board for Educator Certification for certification as Texas teachers. Texas State Law requires local school boards to employ teachers that hold a valid Texas teacher certificate. The traditional undergraduate student may obtain a teacher certificate by completing the approved teacher education program at Abilene Christian University and passing the state required ExCET or TExES exams. They may then apply to the State Board for Educator Certification (SBEC) for the appropriate teacher certificate. Non-traditional undergraduate students usually come to ACU to obtain a teaching certificate through the bachelor of applied studies (BAS) program.     Preparing Texas Teachers
    By JIM WINDHAM As we digest the most recent ratings of Texas schools and school districts based on student scores from last year, we should look beyond the TAAS-driven accountability system, as useful as it has been, for more instructive leading indicators of progress toward excellence in public education performance. As Education Commissioner Felipe Alanis said in a recent appearance in Houston, "it's not about where we are, it's about where we are going." We should even look past the new, more rigorous TAKS test as such an indicator. As anyone reasonably conversant with education performance knows, the success of the students in the classroom can be directly correlated with the quality of the teacher in the classroom. This has been confirmed by numerous studies, most particularly those that focus on the value added for individual students after controlling for background characteristics like socioeconomic status. What this means for those of us who are concerned about "where we are going" is that the quality of our teacher preparation system is the absolutely critical element in the enhancement of the quality of our children's education.

    Texas Military Initiative, Troops to Teachers, is a federally funded program designed to assist retiring and separating military veterans to become teachers in the next careers. Since its beginning in November 1995, the Texas Troops to teachers Office has counseled more than 10,000 veterans, advising them on routes and programs to achieve full teacher certification in Texas, and referring them to districts for employment. Texas leads the nation in the number of veterans who have become teachers, with over 1700 hired since 1996. Troops to Teachers may also provide funding in the near future for eligible veterans who are becoming certified.
