Video communications network serves more than half the school districts in the region. TM video communications equipment for its wide-spread distance learning project. Currently, more than half the school districts in Region XIII are covered by the network of Polycom ViewStations, and the Texas Education Service Center hopes to link every district in the near future. Region XIII of the Texas Education Service Center is deploying video communications to ensure equal opportunities for access to content for every participating district regardless of size or location. Although there are several large districts in the region, most of the districts are remote and very small, the smallest comprised of only 26 students. Region XIII administrators believe interactive video communications will improve the quality of education for students in Texas, especially those who are advanced or have special needs. In addition, teachers, administrators and staff members now have greater and more convenient access to professional development opportunities that some currently must travel hours to attend. Region XIII developed a strict set of criteria to evaluate interactive video communications systems and chose Polycom's ViewStation for its smooth, full-motion images at up to 30 frames per second, exceptionally clear voice quality, ease of use and affordability.

Accreditation American Preparatory Institute (API) is accredited by the Commission on Secondary and Middle Schools of the Southern Association of Colleges and Schools (SACS) to provide basic skills and competency-based high school diploma programs. API General Information API Adult High School Diploma Program API Basic Skills Program General Information Attainment of a High School diploma from American Preparatory Institute (API) requires completion of 22 credits in specific areas of instruction. API courses may be taken for graduation from API or for transfer to another high school. Each student pursues his/her graduation requirements, working individually with instructor assistance as needed. Progress is measured by achievement of specific competencies in each course as demonstrated on mastery tests. Course credit is awarded upon the student's demonstration of 80 percent mastery of the competencies of the course. The student is thus afforded an adult setting in which he/she takes only the courses he/she needs, studies individually, progresses through achievement, and moves through the program at his/her own pace.

Commandant Lieutenant General John A. Van AlstyneUSA (Ret.), B.B.A., M.S., M.A. The School of Military Sciences is composed of three departments: Aerospace Studies, Military Science and Naval Science. All courses offered by the School of Military Sciences are accredited by the University. However, the credit granted for degree plans varies by college and often by department. For precise information, consult the associate dean or department head. Students not enrolled in an ROTC program may be permitted to take ROTC courses as electives with the advance approval of the professor of military science, the professor of aerospace studies, or the professor of naval science, as appropriate, and the concurrence of the head of the School of Military Sciences. State law permits the substitution of 3 hours of history and 3 hours of political science for a student in the program of an approved senior ROTC unit. With the approval of the dean of the appropriate college, students successfully completing their required four semesters of upper-level ROTC curriculum will be deemed to have completed the equivalent of Political Science 206 or 207 plus History 105 or 106 (or another appropriate course) for a total of 6 hours.

Texas has one of the largest and fastest growing school-age populations in the nation. There were 3,828,975 students in the public school system in 1996-1997. The school-age population in Texas will, according to the U.S. Department of Education, increase by14 percent between 1996 and 2008. The cost of educating large numbers of students, particularly students with special needs, is increasing dramatically.
Texas Spends Less on Students than National Average
Texas spends less per pupil on education than many other states in the nation. In spite of a greater than 10 percent increase in state appropriations for education since 1996 , Texas ranks toward the bottom compared to other states in per pupil spending for education (31st out of 50 states). The average per pupil expenditure (including all funding sources) in the U.S. for the fiscal year 1996 was $5,652 and Texas' average per pupil expenditure was $5,168 ¾ $484 less per pupil in Texas.

serves as an ongoing interdisciplinary resource providing training and technical assistance statewide to reduce youth violence and promote safety. The Center is a collaborative effort of the Governor's Office, Criminal Justice Division, Texas State University-San Marcos, and all who are interested in the safety and well-being of Texas children.
Participation in activities is open to school personnel, parents, law enforcement, social service and juvenile justice professionals, faith-based groups and other community members, including students.
  • Board Positions Available: Regional Training Institutes focus on establishing a positive school climate, preventing escalation of disruption, establishing proactive security measures, and developing protective factors. Youth Activities include an annual middle school essay contest, Youth Leadership Institutes, and information about contests and activities that support violence reduction in schools and communities.
