    Texas School for the Blind and Visually Impaired (TSBVI) is a special public school established the Texas Legislature to provide specialized and intense services which focus on the unique learning needs of students with visual impairments, including those with additional disabilities. TSBVI is located in a pleasant neighborhood in Austin, Texas. The forty-five acre campus is close to shopping, recreation areas, restaurants, and public transportation. Students attend school in well-equipped classrooms. They live in homelike residences with living rooms, playrooms, bedrooms, study areas, and kitchens.

    The distribution of technology throughout the school with access to networked library resources has further expanded the library’s walls. Librarians were asked to report the number of computers in their respective schools that can access networked library resources and the characteristics of these computers from which library resources may be accessed. Seven variables emerged as highly and significantly correlated with each other. These included:
    • School computers with access to networked library resources School computers with access to networked library resources that have Internet connections School computers with access to the library catalog School computers with access to the library’s databases School computers with access to library computers that have CD ROM drives School computers with access to library’s networked CD ROM resources
    These variables were highly correlated with each other at all three educational levels. The correlation coefficients were the highest at the high school level.

    Overview of Substance Use: Texas Secondary School Students Previous Texas Surveys: 1980 and 1988
    In 1980, the Texas Department of Community Affairs (TDCA), Drug Abuse Prevention Division, sponsored a household survey of substance abuse in Texas. Results were reported for Texas youth between the ages of 12 and 17. Differences in survey methodology require that one exercise caution when comparing the TDCA data and the Texas School Survey data. Nonetheless, the 1990 TCADA report shows dramatic increases in drug and alcohol use during the ten years between those studies: lifetime use of marijuana increased by almost 20 percent, current alcohol consumption went up 42 percent, and current use of cocaine doubled (from .7 percent to 1.4 percent). Large relative increases were also observed in inhalant and tobacco use.

    Dallas, TX, May. 4 (UPI) Texas legislators have initially pushed aside a school-funding proposal that would have turned the state into the largest gambling state in the Southwest outside of Nevada. In a surprise move Tuesday, House Speaker Tom Craddick, R-Midland, withdrew the controversial measure just as the first floor debate of the 30-day special session was to begin. Leaders of the Baptist General Convention of Texas and other opponents praised the news from Austin, but they knew the gaming measure could spring to life again before the session ends. Craddick also pulled a proposed payroll tax and business activity tax because Republican Gov. Rick Perry came out against them Monday on the eve the initial debate. "As I have said on many occasions for many months, we cannot succeed in funding our schools and reducing property taxes if those goals are achieved at the expense of Texans' jobs. That is too high of a price to pay," Perry said. "A payroll tax and a business activity tax will lead to the elimination and exodus of Texans' jobs and will greatly hamper our state's ability to attract new employers in the future." Perry said the payroll tax would mean small-business operators or labor-intensive operations would have to consider laying off employees, reducing healthcare and other benefits, losing jobs to other states or even closing down.
