Hospital district tax rate

PECOS, August 20, 1997 - The Board of Directors of Reeves County
Hospital District voted overwhelmingly to stay on the course they have
worked to lay out over the past several years.
The board voted to accept as presented the 1998 Operating and Capital
Budget as well as to remain with the current effective tax rate. This
tax rate (approximately .354 per $100 of property valuation), the Board anticipated, should result in lower overall taxes this year even though 1997 saw an increase in property value for the county. The consensus to stay the course drew inspiration from the new financial report which shows a considerable drop in total expenses for the hospital. One member of the board felt that the fortified financial statement reflected a growing confidence in the hospital on the part of the community.

    Volunteering is a wonderful way of giving the gift of yourself to others. There are many opportunities to volunteer at hospitals, homeless shelters, charitable organizations, animal shelters, and schools, to mention but a few.
    Many of us who are parents have done volunteer time in PTAs and PTOs, as Room Parents, and on the ever popular Field Trips. But you don't have to have children to volunteer in schools.
    In our school, we have a program called CHAMPS (Community Helpers Accelerate Many Promising Students) which is designed to help 2nd. and 3rd. Grade students who are having difficulty in reading. The program pairs up selected students with community volunteers, on a one on one basis, for thirty minutes every day. This is done in a classroom set up for this purpose. A teacher and assistant are present while up to twelve students at a time work individually with their adult tutor.
    The teacher writes the lesson plans which are individualized for each student's needs, and each student has a folder containing their lesson plans. Mainly, the thirty minutes consists of the student reading aloud to the tutor. After a thirty minute period, these students return to class, and their places are taken by another group of students.

    By Evelyn Beck Some schools have made a big deal about getting rid of it. Others never had it. Some couldn't do without it. In amounts ranging from $2 at Gray's Woods Elementary School in Port Matilda, Pa., to $25 at Brandon Academy in Brandon, Fla., "it" is the PTO membership fee. And opinions vary widely on whether charging parents to join a volunteer organization is a good idea. While PTAs must pay national dues, that is not the case with PTOs, which use membership income in a variety of ways. Sometimes it is designated as seed money for the year, while other times it goes into the organization's general fund. Sometimes it's set aside for a specific need, such as insurance. At Greensview Elementary School in Upper Arlington, Ohio, $5 is collected from each member to cover both PTO membership and room party fees. At Barrington High School in Barrington, Ill., most of the PTO's $27,000 annual budget comes from membership fees, and $7,000 of this amount goes to fund the school's impressive college advisory program. The program culminates in a fair attended by 400 colleges and universities. But how does this kind of fee affect membership? The $20 membership fee charged by the Barrington High PTO certainly hasn't hurt participation, which PTO advisor Cinda Pittman estimates at 50 percent of the families of the school's 2,500 students. "In this school district, people just take it for granted," she says, adding that Illinois parents already have to pay almost $300 in book and technology fees each year. "It starts in elementary school with a membership fee of $3 to $5, then $10 at the middle school, and by the time the children get to high school, parents are used to it. They assume that to join the PTO, you have to pay a membership fee. We never hear any complaints about it, and it's not controversial."
