GERRY O'BRIEN, Butte By SANDRA KALLIO/Wisconsin State Journal While public schools have been criticized for racial and gender achievement gaps for decades, there's another gap under scrutiny parental involvement in schools, particularly among men and minorities. Nine of 10 Parent Teacher Association (PTA) members are women and more than eight in 10 are white, according to the national PTA. While the organization has come a long way in the century since it was founded as the National Congress of Mothers, it remains far from balanced demographically. That's why the PTA is piloting an Hispanic Outreach Initiative in California, Florida and Texas. The goal is to create a network of Latino leaders to reach out to Latino families, so they feel welcome to participate in their children's education. This is not just a warm, fuzzy concept. Research indicates that when parents are involved in schools, their children do better academically. Parent-teacher groups in the Madison School District seem to include more men than the national average but remain mighty white. According to a tally of board presidents and co-presidents listed on school district Web sites, about eight in 10 top officers are women. Those contacted for this story note few peers from minority populations, even though about four of every 10 students are minorities.

    Starting Points February 2004 Nonschool Use of School Facilities Introduction and Overview Most of Texas' public schools open their doors for after-hours use by the public. School districts that permit community use of their facilities do so as a public service, in recognition of the community's contribution to the public schools. Districts that permit such use need to consider a host of related legal and policy issues. A school district, like the owner of private property, may limit the use of its property. A district is not required to permit after-hours use of its property. Once a district has chosen to open its doors, however, the Free Speech Clause of the First Amendment to the United States Constitution may limit the district's ability to deny access to similar community groups based solely on their viewpoint or the content of their speech. School officials can open school facilities for community use—in legal terms, create a "limited public forum"—by opening facilities to the community for certain purposes through the policies or practices of the district or individual campuses. Ideally, a policy is adopted by the board and applies district-wide. But, if policy does not exist or is ignored, the practices of individual campuses can also open a limited public forum. To ensure uniform practices across the district, TASB recommends that districts adopt explicit board policy at GKD(LOCAL), which governs the nonschool use of school facilities by community groups.     Districts turn to parents to play bigger roles

    In this era of swelling enrollments, tight budgets and politicized family values, Americans are being told the key to success in public education can be summed up in one word: parents. Everyone from President Clinton down is urging parents to take a more active role in their children's schooling. The old days when parents met teachers once a year at open house, went to the Halloween carnival and chipped in at candy sale time now seem quaint. Under the new regimen, parents are handing out textbooks, replacing playgrounds, tutoring slow students in reading and helping fast ones pick a college. They help to run student detention programs. They "room-sit" for teachers called away to other things. They meet and greet school visitors. While big school districts may have special staffs to garner commercial and corporate support, smaller districts often turn to parents and volunteers to help identify and go after business and civic donors. Volunteerism in all its forms private-sector support, plus parents' and others' donations of time and effort can add up to substantial sums for cash-strapped school districts.

      Have you been on your school's "Math Committee"? Or the "Character Committee"? Or the "Literature Enrichment Committee"?
      At best, many "consensus" committees whittle away personal goals in favor of lukewarm conclusions that make no one happy. Emerson said, "A foolish consistency is the hobgoblin of little minds." One is also reminded of Margaret Thatcher's quote, To me consensus seems to be: the process of abandoning all beliefs, principles, values and policies in search of something in which no one believes, but to which no one objects; the process of avoiding the very issues that have to be solved, merely because you cannot get agreement on the way ahead. What great cause would have been fought and won under the banner "I stand for consensus"? But many school and business committees are not really intended to even meet that goal. Many schools make heavy use of social engineering techniques in carefully constructing and nurturing a variety of "committees" whose purpose is to rubber-stamp pre-established conclusions. Of course, there is nothing intentionally nefarious or conspiratorial about all this; this is simply the set of techniques that are taught in ed school as means for being "agents of change" and "developing a consensus" of support for proposed changes. These techniques (sometimes labelled as "Delphi" methods), were developed early in the 20th century, where they were heavily used by trade unionists and by progressive social organizers such as Saul Alinsky. These techniques are heavily in use today by corporations, churches, human resource organizations, trade organizations and social groups in forming a "consensus" supporting

    Friday, April 11, 1997 Two area counties selected for child care program test By ROY A. JONES II Senior Staff Writer Brown and Eastland counties have been selected to test a child care provider program for possible statewide expansion. A new state requirement that all licensed child care providers undergo eight hours of training is the focus of the new Texas Agricultural Extension Service educational program, "Preservice Training for Child Care Workers." The program offers providers a variety of tools to learn more about their profession, said Jacqueline Gramann, program manager and extension assistant in family development and resource management. "It's just starting, but I'm pleased that we've been able to put together the best of what is offered in this country for caregivers," she said. Gramann led the effort to compile a collection of written material, videotapes and other educational items that are part of the eight-hour, self-study program. Child care providers can use it to meet the requirement of preservice training with the state's Department of Protective and Regulatory Services. The extension service contracted with the department to develop the kits after it was found that many areas of the state did not have easy access to such training to meet the standards adopted in 1994.

Last update 11/18/03 Plano to seek waiver again for early school start , Plano Star Courier. Out of 150 speakers, 120 said they supported the Plano Independent School District's tentative calendar that includes a week-long fall break Oct. 4-8, a three-day Thanksgiving holiday and a professional development day on Feb. 14. The last day of school for students is May 20 in the approved calendar. The state legislature has mandated that school districts must start instruction no earlier than Aug. 16. The approved calendar's Aug. 4 start date will require a waiver from the state allowing a deviation from the law. After late start proponents wrestled a compromise calendar out of the school district in the previous two years, recent events leave them to wonder why the change ? Cited in news reports are over 1,000 emails received by the district, a "preponderance" of which showed support for the early start and the full fall break. Members of the Plano Parental Rights Council requested a review of those emails under open records. The preponderance of e-mails were from teachers, staff and various PTA's who were INVITED to submit their vote!! And, when the voting seemed to be leaning toward the 8/16 start date another call went out for more input!!! Were parents invited to participate? That's a resounding NO!!! Why won't the school board do a public hearing on the calendar BEFORE they vote on the start date? At the recent Town Hall Meeting Board Member Skip Jenkins explained it was the state law that required them to advertise the public hearing and the intended start date. BUT THAT DOESN'T PRECLUDE THEM FROM SCHEDULING AN ADDITIONAL PUBLIC HEARING (OR A FAIR AND INCLUSIVE SURVEY BY POSTCARD, EMAIL OR INTERNET) BEFORE THEY VOTE ON THE START DATE!!! It just goes to show you, once again, that the district and our elected Board members seem to practice selective listening! Our advice? Send the Board a message:
