In 1885 Carl Lehman and John Dube purchased 4,000 acres of the Absolem C. In 1998 and 1999, 32 states considered school choice, and 45 governors stated support for some degree of school choice or charter schools.3 Under the basic school choice program, parents would receive a certain dollar amount from the state and apply that amount to the school the parents find best suited to educate their child, be it private, public or parochial. In examining such a program, two issues deserving of attention include the constitutionality of the educational choice program and the administrative and pedagogical effects.
