Texas Department of Agriculture Issues Stronger School Nutrition Policy for 2004-2005 By Melanie R. Margolis Effective August 1, 2004, in time for the 2004-2005 school year, a new nutrition policy will be in place for Texas schoolchildren. The new policy is available at http://www.agr.state.tx.us/foodnutrition/ntn_policy.htm . Announced by the Texas Department of Agriculture (TDA) on March 3, 2004, the new policy calls for schools to limit the number of grams of fat and sugar schoolchildren may have, and it will require schools eventually to eliminate deep-fat frying in food preparation. Also, portion sizes for such items as chips, cookies, bakery items, and frozen desserts will be limited. The new policy also limits the availability of “competitive” foods. Competitive foods are foods that are sold in competition with a school’s operation of the breakfast, lunch, or after school snack programs, and include, for example, food items sold in vending machines, school stores, and school fundraisers. These nutritional standards apply to foods served in districts where at least one school participates in the national school breakfast, lunch, or after-school snack program. The previous TDA school nutrition policy, dated July 28, 2003, detailed new nutritional standards for the 2003-2004 school year, but it was not nearly as far reachingas the new one.

Suggestions are provided on how to gradually modify recipes to lower the fat, saturated fat, and sodium. The importance of program promotion is discussed and promotional methods are included. Currently, racial and ethnic minorities make up 25% of the population. It is estimated that by the year 2030 this proportion will increase to 40% (Allen, 2001). In 1997, the nation's total foreign-born population numbered 26 million, of which 7 million were native of Mexico (US Census Bureau, 2001). As of 1998, the Hispanic population of Texas was 6 million, representing 30% of the state's population. Six Texas counties were at least 90% Hispanic: Starr (98%), Webb (95%), Maverick (95%), Jim Hogg (93%), Brooks (91%), and Zavala (91%) (U.S. Census Bureau, 2001). To address this challenge, a nutrition education program, "The Importance of Nutrition in the Prevention of Birth Defects: Education Outreach in South Texas," was developed and implemented by the Texas Cooperative Extension, Texas A&M University System in collaboration with the Texas A&M University Health Science Center. Funding for the 3-year project was provided by the Houston Endowment Inc. Curriculum and program outreach materials were titled "Celebrando Los Niños" (celebrate the baby).

Opinions expressed in the programs do not necessarily reflect the views of the U.S. Department of Agriculture. Contact information is provided for Web sites and organizations. An online education program is defined as Internet-based and relying on Internet communication media such as streaming audio and video files, real-time conferencing, chat etc. The format of some of the courses mentioned in this resource list are a blend o f print, audio/video, and web-enhanced materials. I am here representing the Center for Public Policy Priorities, a nonprofit, nonpartisan, research organization that works on behalf of low and moderate-income Texans, to testify in support of SB 474. While the Center supports all of the provisions in this bill, my testimony focuses on the sections relating to expanding, supporting, and maintaining participation in the School Breakfast Program. The link between school breakfast and improved academic performance creates a clear incentive for Texas to keep expanding its school breakfast program Research on the Benefits of School Breakfast
  • Research shows that eating a good breakfast is critical to classroom success. Missing breakfast can impair learning and lead to emotional and behavioral problems, while eating breakfast leads to higher standardized test scores, better grades in math and reading, and fewer discipline problems.
    While a healthy breakfast is important for all children, many low-income children arrive at school not ready to learn and unable to concentrate, because their families do not have the resources to always provide a good breakfast.

Public Health Region 6/5 South
Purpose:
The purpose of Public Health Nutrition Programs is to improve the health of individuals residing within Public Health Region 1. The program generates community-based efforts to promote nutritional health, prevent nutrition-related conditions and diseases, and to assure food assistance and nutrition education to those who have been found to be vulnerable to the effects of malnutrition or chronic diseases with nutritional status as an underlying factor. Public Health Nutrition services are conducted in a variety of settings, including public agencies, private organizations, providers and individuals. Services are prioritized to assure that the highest priority nutrition related needs of the community are addressed.

  • Providing training for health and other professionals in the area of nutrition for Texas Health Steps and other programs
  • Programs for schools aimed at both students and staff to have impact on the nutritional status of the school
  • Collection of data and development of strategies to promote health and other surveillance activities

Requirements

There are two education paths to become a registered dietitian (RD). A Coordinated Program (CP) is a bachelor's or master's degree program that combines classroom and supervised practical experience and is accredited by the Commission on Accreditation/Approval for Dietetics Education (CAADE) of the American Dietetic Association (ADA). A Didactic Program in Dietetics (DPD) is an academic program, providing at least a bachelor's degree, that is approved by the CAADE of the ADA.
