Texas Military Initiative
By Bill Hobby Right when you think good sense is on permanent leave, along will come an example of such good leadership, good policy, and good timing that one is encouraged to settle back for another century or two of democracy. The example at hand is a way to make it easier for military veterans to become schoolteachers. Congress has provided transition and retirement benefits for veterans who want to become teachers. Texas has provided the means to speed up teacher certification for those who qualify. The two actions match up the career needs of former military personnel caught in the reduction of America's armed forces and the nation-wide shortage of qualified teachers in our public schools. J. H. Hexter, professor emeritus of Yale and Washington universities, is a vocal champion of the concept of military veterans as public school teachers. Early on in the public dialogue Hexter advocated "some carefully coordinated jaw-boning" among federal, state and local governments to jump-start the process of matching the teacher shortage with a supply of highly trained people. He believes that "it is time for America to rev up the military-educational complex."

Van AlstyneUSA (Ret.), B.B.A., M.S., M.A. The School of Military Sciences is composed of three departments: Aerospace Studies, Military Science and Naval Science. All courses offered by the School of Military Sciences are accredited by the University. However, the credit granted for degree plans varies by college and often by department. For precise information, consult the associate dean or department head. Students not enrolled in an ROTC program may be permitted to take ROTC courses as electives with the advance approval of the professor of military science, the professor of aerospace studies, or the professor of naval science, as appropriate, and the concurrence of the head of the School of Military Sciences. State law permits the substitution of 3 hours of history and 3 hours of political science for a student in the program of an approved senior ROTC unit. With the approval of the dean of the appropriate college, students successfully completing their required four semesters of upper-level ROTC curriculum will be deemed to have completed the equivalent of Political Science 206 or 207 plus History 105 or 106 (or another appropriate course) for a total of 6 hours.

Lee O'Daniel during a visit to the Division at Camp Blanding, Florida. On 22 March 1945, after seven hard-fought and hard-won campaigns stretching from the beaches of Paestum, Italy, through Southern France and into Germany and Austria, the 142nd Regimental Combat Team raised the Texas flag high from the customhouse at Schweigen, Germany. The 36th returned home to Texas where it continued its distinguished service to the state and nation until deactivated on 15 January 1968. Its lineage and honors were carried by the 36th Brigade, 49th Armored Division. On 1 May 2004 the 49th Armored Division was reorganized as the 36th Infantry Division. A formal ceremony will be held during this year's Muster Day.

Camp Mabry sits well inside the Austin city limits just west of downtown. Camp Mabry is the headquarters of the State Military Forces. The third oldest active military installation in Texas, Camp Mabry sits quietly on a hill overlooking the Colorado River, about three miles from the Texas State Capitol Building. The Texas National Guard Emergency Operations Center is at Camp Mabry. The post houses the Texas Air National Guard Headquarters, and the Texas Military Forces Academy, which is the second state building constructed, opening on June 15, 1984. The educational facility conducts the Officer Candidate School, the (NCO) Noncommissioned Officer Academy, Medical Specialist Course and numerous other specialized schools. Also located on the post is the United States Property and Fiscal Office, one of two state Combined Support Maintenance Shops, the Texas National Guard Armory Board, the armory of the Headquarters of the 49th Armored Division, a troop medical clinic, a parachute packing and storehouse facility, plus numerous supply and warehouse facilities. The Adjutant General's office and 71st Troop Command are located in building #8. Camp Mabry, in northwestern Austin, was established in the early 1890s as a summer encampment of the Texas Volunteer Guard, a forerunner of the Texas National Guard. The guardsmen chose to name the new camp in honor of Woodford Haywood Mabry, adjutant general of Texas from January 1891 to May 1898. In 1909 the size of the camp was greatly increased by the addition of 200 acres that the federal government purchased for the state for use in training the national guard. Other gifts brought the size of the encampment to 400 acres by 1911.

The Southern Military School Tradition, 1839-1915

Introduction.

Much of what little study there has been on southern military education has addressed the concept of a distinctive southern military tradition. The idea of a southern military tradition is a prominent but not universally accepted theme in the historiography of the South. Some historians claim that due to geography, frontier conditions, incessant warfare, slavery, and cultural notions of honor, the South developed into a remarkably militaristic society, fond of military display, preoccupied with war and notions of martial glory, and holding up military service and military training as honorable activities for males.[2] John Hope Franklin attributed the antebellum South's fascination with military schools to this military tradition and to the South's growing defensiveness and pugnacity as it perceived a growing threat to the institution of slavery. Other historians, such as Marcus Cunliffe and Don Higginbotham, have since denied that the antebellum South was a uniquely militaristic society, and they have pointed out that, at least initially, the military college was a northern innovation. They even deny Franklin's assertion that military schools were very popular in the South before 1861.[3] The debate over the distinctiveness of southern militarism often bogs down in statistical comparisons of how many southerners and northerners attended West Point, sectional representation within the officer corps, the actual effectiveness of local militias, and similar issues. PROGRAM OVERVIEW Background
Troops to Teachers was originally established in 1994 as a Department of Defense program. The National Defense Authorization Act for FY 2000 transferred the responsibility for program oversight and funding to the U.S. Department of Education but continued operation by the Department of Defense. The No Child Left Behind Act of 2001 provides for the continuation of Troops to Teachers through Fiscal Year (FY) 2006. Troops to Teachers is managed by the Defense Activity for Non-Traditional Education Support (DANTES), Pensacola, Florida.
Goal and Objectives
Reflecting the focus of the No Child Left Behind Act of 2001, the primary objective of TTT is to help recruit quality teachers for schools that serve low-income families throughout America. TTT helps relieve teacher shortages, especially in math, science, special education and other high-needs subject areas, and assists military personnel in making successful transitions to second careers in teaching.
Current Status
Funding has been appropriated for FY 2004 to provide financial assistance to eligible participants, provide placement assistance, referral services, and maintain a network of state offices. Military personnel interested in a second career in public education may

In Texas, the army had to position its troops not only to face Indians from the west and north, but to protect the international border with Mexico. The annexation of Texas and the acquisition of the Southwest following the war against Mexico posed significant challenges for the United States army in the west. Previously, idealistic policy-makers had assumed that expansion would occur from east to west, in a gradual, predictable process. To protect this westward movement, the army had attempted to establish military posts at strategic points. Indians would be relocated west of these garrisons. Separating the two groups might limit the opportunity for mischief on both sides. Some had even envisioned a north/south military road dividing the two peoples, further reducing the potential for conflict.
