The Attorney General is responsible for ensuring that Texas government is open and accessible to all citizens. Several divisions of the agency are involved in this effort. The Open Records Division issues rulings and decisions that determine whether information is open to the public under the Public Information Act and other applicable laws. This division also takes action to enforce these decisions and sponsors conferences to educate citizens and government officials about the state's open government laws. The Open Records Division also provides an Open Government Hotline, staffed by investigators who specialize in both the Public Information Act and the Open Meetings Act. These investigators can answer questions regarding these laws and can help resolve disputes involving the open government laws. However, the Hotline cannot provide legal advice to private citizens or governmental entities. The Hotline can be reached at (512) 478-OPEN (6736) or toll-free at (877) OPEN TEX The Intergovernmental Relations Division , through its Municipal Affairs and County Affairs Sections, gives legal advice to local governmental entities and officials. This division also provides speakers to numerous conferences and seminars concerning open government laws.

What is the census? What is redistricting? Redistricting is the process by which the boundaries of elective districts are periodically redrawn to maintain equal representation on the basis of population. Article III, Section 28, of the Texas Constitution requires the Texas Legislature to redistrict both houses (the Texas House of Representatives and Texas State Senate) at its first regular session after publication of the federal decennial census. The Legislature meets in odd-numbered years. If the Legislature fails to adopt a redistricting plan by the end of the legislative session, a Legislative Redistricting Board (the "LRB") consisting of the Lieutenant Governor, Comptroller of Public Accounts, Speaker of the House of Representatives, Attorney General, and Commissioner of the General Land Office shall convene within 90 days of adjournment and adopt a plan within 60 days of convening.

I have seen information about the Texas AG's HIPAA opinion discussed here and there on the Net, including your list. This is one of the most over-reported and least understood stories about the HIPAA health privacy rule that I have seen.
The reports are that the AG said that Texas law requiring disclosure of medical information takes precedence over the HIPAA privacy rule. Guess what? That's exactly what the HIPAA rule says. Disclosures required under state laws are not blocked by HIPAA and never were. No news here.
The AG said that "Thus, government records are presumed to be open to the public unless the governmental body shows that an exception to disclosure applies." Nothing new here either, but remember that the state open records law only applies to state agencies. It doesn't apply to private hospitals or other medical practitioners.
